star this property answer text <p>The Secure English Language Test centre network has been planned to meet anticipated demand. Overseas, the test centres have been mapped to the Visa Application Centre locations to limit the impact on travel and within the UK, there will be an adequate spread of test centres across England, Northern Ireland, Scotland, and Wales. star this property answer text <p>The Home Office does not stipulate which institutions the approved provider should use to facilitate their tests so cannot comment on operational changes. The number of approved English language test providers for immigration purposes from 6 April 2015 was determined following an open competition that was launched in October 2014. We cannot comment on the totality of bids received but only those providers who were able to demonstrate that they can and will continue to meet our requirements have been awarded a concession.</p><p> </p> more like this

star this property answer text <p>English language ability is a key strand of the immigration requirements for many of those coming as partners and to work, study and settle in the UK. Significant abuse within the English language testing sector was uncovered in 2013/2014, following which the Home Office commissioned an independent review. A key outcome was the need to develop new and robust business and commercial requirements for Secure English Language Testing (SELT). The Home Office has rightly responded to that abuse robustly, particularly considering that thousands of people sought to use evidence that was obtained fraudulently to enter and remain in the UK. The new, strengthened arrangements for SELT came into effect on 6th April 2015.</p><p>One of the security changes introduced was the reduction of the test centre network to mitigate the risks of oversupply and enable the Home Office to achieve greater control and ability to audit centres.</p><p>Whilst the Home Office has reduced the number of test centres, it has increased the number of countries where students could sit tests. Before the 6th April students could sit tests in 79 countries (excluding the UK), they can now sit tests in 129 countries.</p><p>The Home Office has planned the reduced test centre network to meet anticipated demand and test centres in each country are currently meeting demand.</p><p>We continue to have a highly competitive offer for international students who would like to study at our world-class institutions and this is borne out by the figures: visa applications from international students to study at British universities are up by 17 per cent since 2010, whilst visa applications to our world-leading Russell Group institutions are up by 33 per cent since 2010.</p>

star this property answer text <p>It is important to ensure that students who come to study in the UK under the Tier 4 route of the points-based system can speak English, in order that they can truly benefit from their British education and will be able to properly integrate with their peers. We will continue to have English language requirements for these students.</p><p>We have an excellent offer for international students who wish to study at our world-leading institutions and there remains no limit on the number who can do so. As a result, the UK remains the second most popular destination in the world for international higher education students. Annual visa applications from international students to study at British universities are now 17 per cent higher than they were in 2010, with visa applications to our elite Russell Group universities up by 39 per cent since 2010.</p> more like this

star this property answer text <p>UK Visas and Immigration caseworkers were issued with guidance on how to handle applications made by international students who had taken ETS English language tests in February 2014. This guidance has been updated as required. This is part of the reasonable and proportionate action we have taken in response to the clear evidence provided by ETS to identify those who had sought to profit from abuse of the English language testing system. The guidance does not disadvantage students who obtained an ETS test certificate properly, but ensures that due scrutiny is being applied by caseworkers where individuals have been identified as having obtained invalid test certificates.</p><p>We received the determination in the case of Qadir and SM from the Upper Tribunal on 8 April, providing full reasons for the summary decision handed down on 23 March. Although the Upper Tribunal found that the Home Office did discharge the evidential burden on it in establishing fraud at ETS test centres and that each appellant would need to establish an innocent explanation, it went on to allow the appeals. We are disappointed by the decision and we are currently reviewing it with a view to challenging before the Court of Appeal. Given this, there are no current plans to issue further updated guidance to caseworkers following the recent Upper Tribunal determination.</p>
