star this property answer text <p>The eligibility criteria for emergency proxy votes are set out in legislation, and are therefore a matter for the UK and Scottish governments and their respective parliaments.</p><p> </p><p>The Electoral Commission continues to recommend that the UK and Scottish governments should extend the eligibility criteria for appointing an emergency proxy to include those who have unforeseen caring responsibilities or who have experienced the death of a close relative, and will reiterate this recommendation in its report on the May 2015 elections.</p><p> </p> more like this

star this property answer text <p /> <p>We firmly believe that education and training are crucial to help young offenders turn their backs on crime and find employment on release from custody. A number of initiatives launched over the last year put increased focus on education and training in youth custody.</p><p> </p><p>Under the Turn Around To Work initiative, more than 20 high profile employers in London and Manchester offer tailored placements to provide young people in custody with the training and skills needed to gain employment and lead a life free from crime. As well as work shadowing, placements include mentoring and interview skills training.</p><p> </p><p>In addition, four resettlement consortia comprising partners from the custodial estate, youth offending teams and local authorities have been established to improve support for young people in the run up to and on release from custody, and help them reintegrate with society. In pilots this approach led to 30% more young people having education, training and employment placements arranged.</p><p> </p><p>From August this year, all youth custodial establishments will be required to deliver between 25 and 30 hours of education per week. New contracts for education providers in public sector Young Offender Institutions commenced in March 2015 provide an even greater focus on education and will see the number of hours of education available to young people more than double.</p>

star this property answer text <p>The Multi-Agency Public Protection Arrangements (MAPPA) provide a statutory framework within which criminal justice and social care agencies are required to assess and manage the risk presented by sexual and violent offenders, with a view to reducing re-offending and protecting the public. MAPPA is not a statutory body in itself but is a mechanism through which agencies can better discharge their statutory responsibilities and protect the public in a co-ordinated manner.</p><p> </p><p>The Responsible Authorities – the Probation, Police and Prison Services acting jointly - have a duty to ensure that the risks posed by specified sexual and violent offenders are assessed and managed property. The work undertaken by the Responsible Authorities to manage these offenders can therefore not be disaggregated from the core business of agency management.</p> more like this
