This is why we introduced tougher inspections of care services and provided an additional £2 billion to the sector. The Department is also working with organisations from across the adult social care sector to implement Quality Matters – a commitment to improving quality.</p><p> </p><p>The Government announced that we will be consulting on the future of social care. The consultation will set out options to improve the social care system to put it on a more secure financial footing and address issues related to the quality of care and variation in practice.</p><p> </p><p>The Care Quality Commission (CQC) makes sure adult social care providers meet fundamental standards of quality and safety. The CQC reports that 75% of inspected providers are rated as good for ‘safety’.</p><p>The CQC can take action if it identifies aspects of care which need to improve. The CQC can: issue requirement notices or warning notices to set out what improvements must be made and by when; make changes to a care provider's registration to limit what they may do; place a provider in special measures; and, issue cautions, fines or prosecute cases where people are harmed or placed in danger of harm.</p><p> </p><p>The CQC reports that 76% of inspected providers are rated as outstanding or good for ‘well-led’. The Department is working closely with our delivery partners, Skills for Care, to improve the level of skills of the adult social care workforce which includes supporting the development of leadership at all levels. The independent regulator was set up to give a single authoritative account to the Department on issues such as this.</p><p> </p><p>The report shows that 70 per cent of adult social care services are rated good or better and that improvement is taking place all over the country.</p><p> </p><p>Social care is critical in enabling older people to retain their independence and dignity. This is why, against the context of tough public sector finances, the Government has taken steps to protect social care services. The Government is giving local authorities access to up to £3.5 billion of new support for social care by 2019/20. This will increase social care spending in real terms by the end of the Parliament.</p><p> </p><p>Through the Care Act, we have a reformed care system that means local authorities are in a better position to meet the care needs of people who need them most. Councils now have greater flexibility to arrange care, as well as give greater choice and control to individuals.</p><p> </p><p>The Department will continue to work with providers and their trade bodies, who have come together as a taskforce to understand financial challenges in the sector. 	answer	answer is ministerial correction date of answer 19/07/2016 answer text <p>We recognise that demand for social care is growing and this was a consideration in last year's Spending Review.</p><p>The Spending Review settlement provides up to £3.5 billion of new support for adult social care by 2019/20 - greater than the £2.9 billion that the Local Government Association estimated was needed for adult social care in their Spending Review submission. The vast majority of councils have already taken advantage of the opportunity to introduce a new Social Care Precept, which allows them to increase council tax by 2% above the existing threshold. By the end of the Parliament, this will raise up to £2 billion that must be spent exclusively on adult social care. That is why in 2013 we announced the Better Care Fund (BCF), implemented from 2015, which allows local authorities and clinical commissioning groups to pool budgets for the purposes of integrated care. The Fund has incentivised collaborative working in local areas, helping people to live independently in their communities for as long as possible. In 2016/17 85% of areas agreed or strongly agreed that the delivery of their BCF plan had a positive impact on integration locally.</p><p> </p><p>The Government has already taken significant action to help reduce delayed transfers of care (DToC), including providing an additional £2 billion of funding for social care, setting expectations locally for reductions in DToC and asking the Care Quality Commission to undertake a series of local system reviews to evaluate the boundary between health and social care’s functionality, the findings of which have recently been published.
