	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>In the Government’s Clean Air Strategy 2019, we committed to consulting on changes to standards in Part F (ventilation) of the Building Regulations, as part of our 2019 consultation on the Building Regulations’ energy efficiency standards. The statutory guidance for Part F (Approved Document F) describes how buildings in urban areas should be designed to reduce the intake of pollutants. In this review we are using the latest evidence on indoor air quality to inform ventilation standards.</p><p>The Future Homes Standard will be implemented through an uplift to the Building Regulations, subject to consultation. Minister's have engaged with the APPG for Healthy Homes and Buildings, following the publication of their White Paper in October and have noted the Paper’s recommendations. We will continue to engage with the APPG and related stakeholders as we develop policy to build their views into policy. The Department has seen the number of private rented homes failing to meet the Decent Homes Standard fall 15 per cent since 2010 – a record low. <br> <br> We have also seen the number of social homes failing to meet the Decent Homes Standard decrease significantly. Our Department has also dedicated a chapter in The revised National Panning and Policy Framework includes a dedicated chapter on the creation of healthy and safe places. 	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Department has seen the number of private rented homes failing to meet the Decent Homes Standard fall 15 per cent since 2010 – a record low. We have also seen the number of social homes failing to meet the Decent Homes Standard decrease significantly.</p><p>Local authorities have powers under the Housing Act 2004 to review the Private Rented Sector stock and to tackle poor rented property conditions which may impact peoples’ health. They must take enforcement action where the most serious (category 1) hazards are present - this is usually assessed through the Housing Health and Safety Rating System (HHSRS).</p><p>In October 2018 the Government launched a scoping review to consider whether the HHSRS should be updated and, if so, to what extent. They are couched in functional terms, and the Building Regulation guidance sets performance recommendations rather than prescribing the materials or technologies to be used. Similar provisions exist in Scotland, Wales and Northern Ireland. For example, Building Regulation guidance for fire resistance is provided in terms of ratings , these can be achieved by a range of materials and designs (e.g. steel, concrete, wood) by demonstrating they have met the requirements through recognised test methods and classifications. The National Planning Policy Framework expects planning authorities to have specific policies to address the housing needs of older people and we have recently published new guidance to help councils implement these policies.</p><p>The Framework expects local planning authorities to use the Government’s standards for accessible and adaptable housing when preparing their plans, where this would address an identified need. As outlined in the Government response to the consultation on Electrical Safety in the Private Rented Sector, published on 29 January 2019, we are now working with industry to produce guidance for landlords setting out the skills and qualifications relevant to determining competence of those carrying out electrical inspections. Offering older people a better choice of accommodation can help them to live independently for longer and help reduce costs to social care and the health system. Our proposals, set out in the White Paper<strong> ‘</strong>Fixing our broken housing market’, underline our commitment to do more to provide the homes we need for all in our society, including for older and disabled people. In the White Paper we also recognised and committed to explore the barriers for older people moving at the right time to the right property, to build on evidence to deliver outcomes that are best for older people, including finding sustainable solutions and explore ways to stimulate the market to deliver new homes for older people.</p><p>We also published, in July 2018, the new version of the National Planning Policy Framework, which expressly requires local plans to include a detailed needs assessment for housing our older and disabled populations.
