In developing the business case different policy options would have been considered and appraised as per the guidelines in the Green Book. The economic assessment to evaluate the value for money would have utilised the Department’s modelling and appraisal guidance (WebTAG). 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The latest figures published by Transport Focus in the Spring 2019 National Rail Passenger Survey show that customer satisfaction for the reliability of internet connectivity on trains has improved by 7% from the Spring 2018 survey. We also expect to see improvements to rail passenger wi-fi connectivity as franchises are renewed. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>In 2014, the Department stated that the Network Rail fine of £47.8 million would be used to fund on-train wifi services including Thameslink, Southern and Great Northern (TSGN), South Eastern, Chiltern and Wales and Border (operated by Arriva Trains Wales at the time) rail franchises. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The Department agreed a specific amount of funding for data when making changes to existing franchise agreements; Thameslink, Southern and Great Northern (TSGN), South Eastern, Chiltern and Wales and Border (operated by Arriva Trains Wales at the time). Decisions on how this funding is managed, including any data limits, is for the Train Operating Companies (TOCs). The proportion of passengers that reached the maximum data allowance for their journey ranges from 5% to 25%. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>I met with Margot James, the Minister for Digital and the Creative Industries, on 15 January 2019 to discuss passenger connectivity. My officials have regular discussions with their counterparts at the Department for Digital, Culture, Media and Sport (DCMS). They also regularly engage directly with mobile phone and train operators. This is on a 1:1 basis, through franchise discussions and at industry led forums, the most recent in March and June this year.
