While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. 	answer	answer is ministerial correction date of answer 21/01/2016 answer text <p>Where the Speakers List for a debate is exceptionally long, it is open to the Usual Channels to consider special arrangements - including an early sitting of the House (as was arranged for the Second Reading of the European Union Referendum Bill) or adjourning the debate and resuming it on a subsequent day. However, in considering whether to make such arrangements, account must also be taken of members wishing to speak who may not be able to be present on a subsequent day, or for an earlier sitting, and would consequently not be able to participate if such an arrangement were made at short notice. As such it is in the hands of the House to determine who it wishes to hear from when two or more members rise to speak.</p><p><br>At question time it is my responsibility to assist the House in that respect. For debates that require a list of speakers, the final order of speaking is drawn up by the Government Whips’ Office following consultation in the usual channels. The Right to Buy Scheme has helped almost 2 million households to enjoy the benefits of home ownership, including greater independence, and the security of owning a valuable asset.</p><p> </p><p>Over £600 million has been generated from 14,731 additional Right to Buy sales since the policy was reinvigorated in April 2012. All but two stock holding authorities have entered into agreements with the Government to replace that stock on a one-for-one basis within three years, and any one-for-one receipts not used by authorities will be returned to the Homes and Communities Agency or the Greater London Authority for investment in new affordable housing.</p><p> </p><p>Stamp Duty is worked out as a percentage of the price the tenant pays for a property.
