star this property answer text <p>Since the Northern Powerhouse was launched in 2014, we have seen increased investment, enhanced international profile for the North and devolved new powers to the North. Since 2014, we have:</p><ul><li>Released £3.4 billion of Local Growth Funding to locally-determined projects across the North. The Lancashire Growth Deal - £320 million – is the largest of its kind outside of city regions. This has included 17 transport schemes, including £9million for the Clitheroe to Manchester Rail Line.</li><li>Created the Northern Powerhouse Investment Fund, worth £400 million, to support SME’s to grow and scale-up. To date, this has supported 280 businesses.</li><li>This Government has delivered unprecedented levels of investment in better transport across the North – over £13 billion (between 2015/16 – 2020/21) – more than any Government in history. We’ve given Transport for the North, £260 million, and equipped them with statutory powers to develop a Strategic Northern Transport Plan. The new Northern franchise will deliver new trains through the Northern Connect service, linking Accrington, Blackburn, Blackpool, Burnley and Chorley.</li><li>Supported improvements in education in the North with £70 million for the Northern Powerhouse Schools Strategy.</li><li>Boosted the international profile of the Northern Powerhouse through a commitment of £15 million to support Northern Powerhouse Trade Missions and £7 million for a Northern Powerhouse Taskforce to boost trade and investment – completed over 50 missions, 18 in the last year alone.</li></ul><p>We seek to build on this success and have committed to refresh the Northern Powerhouse Strategy at Autumn Budget 2018.</p>

star this property answer text <p>Small and medium-sized enterprises (SMEs) and the manufacturing sector play a vital role in the UK economy. At Budget, Government announced a package of support for towns and high streets that included cutting the business rates bills of eligible small retailers by one third for two years and the £675 million Future High Streets Fund. Our recent reforms to the planning system, including the revised National Planning Policy Framework, provide greater flexibility for a greater range and diversity of uses in our high streets. That includes diversification to incentivise small and medium sized business. The manufacturing sector drives innovation and exports, creates jobs and Government is committed to supporting the sector through the Industrial Strategy. This will boost productivity and build an economy fit for the future, helping to foster a competitive business environment where UK manufacturing can thrive.</p><p>Tenancies are a commercial matter and whilst Government cannot comment on contractual arrangements between landlords and tenants, where specific tenancy issues arise, businesses can engage with their local authorities or Citizens’ Advice Bureau</p>

star this property answer text <p>As we committed to in the written ministerial statement of 24 July 2018 (HCWS927), we have begun engagement with devolved administrations, including the Welsh Government, ahead of the public consultation, intended for later this year. This engagement began in September 2018 when HM Government officials held initial meetings with their counterparts in Wales, Scotland and Northern Ireland. Wider engagement with external stakeholders across the UK is ongoing.</p><p>We intend to consult on the design of the United Kingdom Shared Prosperity Fund (UKSPF) later this year and encourage all interested parties to contribute their views. Final decisions on the detail and operation of the UKSPF will be made following the Spending Review in 2019.</p><p>In the meantime, we understand places around the UK require certainty of funding after we leave the European Union. We are confident that a negotiated agreement will be reached and that we will continue to take part in the 2014-2020 EU programmes until they end. At the same time, all Brexit scenarios are being planned for, including a no-deal.</p><p>The Government’s announcement to extend the guarantee for the full EU 2014-20 programme period and allocation, provides certainty and clarity in the event of a no-deal and allows for a smooth transition to a domestic replacement.</p>
