star this property answer text The number of full time equivalent (FTE) staff currently employed by HMRC in each region and the number expected to be based in each HMRC regional centre are set out in the table below.<p> </p>Additionally HMRC will be retaining a Headquarters, five specialist sites and eight transitional sites which will remain operational after the opening of the regional centres. The Ipswich Transitional Site will become a specialist site in 2026. This is done via a unique identifier and does not involve any personal information. Any data collected is then further anonymized and aggregated to provide information at organisation and location level.</p><p> </p><p>In terms of the assessment of smarter working practices, the standard code for smarter working maturity across Government departments is PAS3000. Maturity continues to be assessed by the Government Property Agency, on behalf of Cabinet Office, against four areas: Culture &amp; People, Leadership, Workspace and Technology. The management information is then subject to external review and clearance by the NAO. star this property answer text <p>The table below shows the approximate full time equivalent (FTE) staff in Operational Appeals and Reviews Unit on 31 March for each financial year since 2010.</p><p> </p><p>Before April 2016, appeals and reviews were carried out in a number of teams across HMRC. The figures for 2012/13 to 2015/16 are in respect of the Appeals and Review Unit attached to our Compliance Business. HMRC does not have numbers for the other teams that carried out appeals and reviews. From April 2016 HMRC took the decision to brigade all appeals and reviews work and bring them into its Solicitors Office and Legal Services. This means HMRC deploy the appropriate criminal and civil resource to their case work, which makes it difficult for 2016-17 to ring-fence resource deployment that is specifically on criminal investigation.</p><p> </p>

Anyone who feels they have been underpaid NMW should contact the confidential Acas helpline on 0300 123 1100. HM Revenue and Customs (HMRC) review all complaints that are referred to them. However, some complaints may not lead to the commencement of an investigation. This might be due to incomplete information being provided, or the worker subsequently wishing to withdraw their complaint. Similarly, multiple complaints about the same employer would only be recorded under one investigation.</p><br /><p>In 2014/15, 2489 worker complaints and 691 pieces of third party information were referred to HMRC. However, I reiterate that not all complaints will lead to an investigation. In previous years, HMRC did not record statistics by complaints received, but by investigations completed. In 2014/15, HMRC completed 2204 investigations. I refer the honourable member to the answer provided to her on 6 May 2014 at Hansard Column 110W for information on prior years.</p><br /><p>Staff across HMRC contribute to enforcing NMW, including people who work in legal advice, debt management, technical support and criminal investigation amongst others, but HMRC does not record the specific numbers of those staff involved beyond this. The budget allocated to HMRC by the Department for Business, Innovation and Skills (BIS) is provided as an overall amount. I therefore refer the honourable member to the answers provided to her at UIN 16853 for budget details &amp; UIN 16938 for information on staffing.</p><br />

Anyone who feels they have been underpaid NMW or NLW should contact the Acas helpline on 0300 123 1100. HM Revenue and Customs (HMRC) review all complaints that are referred to them.</p><p> </p><p>The Government has more than trebled annual funding of minimum wage enforcement since 2014, providing a total budget of £25.3m in 2017-18. The additional investment has enabled a significant expansion of resources dedicated to enforcing the minimum wage.</p><p>Any HMRC employee can request flexible working, including part time hours and job sharing. Initial training for new recruits is usually delivered on a full-time basis during their induction. In recruitment campaigns, we make clear that full-time training may be required during the initial training period. This is due to the level of face-to-face training needed. For existing part-time staff, once induction training is completed, any future training can usually be offered on a part-time basis and we plan our training to fit with working patterns as far as possible.</p><p> </p><p>As at 1 April 2017, there were 399 staff in post in HMRC’s NMW teams and 83 vacancies. Staff across HMRC contribute to enforcing NMW and NLW, including lawyers, technical advisers, and those specialising in criminal investigations. HMRC does not record the specific numbers of those staff involved beyond those identified above.</p><p> </p><p>HMRC does not hold data in the format required to answer the question on average time to fill vacancies within these teams.</p>

HMRC is on track to deliver CDS by January 2019, and it will begin to transition businesses from the current Customs Handling of Import and Export Freight (CHIEF) service to CDS from August 2018.</p><p> </p><p>HMRC manages CDS very closely and has prioritised its delivery for Day 1 of EU exit.
