star this property answer text <p>In the special educational needs and disabilities (SEND) and alternative provision (AP) Improvement Plan, published in March 2023, the department set out plans to build a consistent national SEND and AP system which parents and carers can trust, easily navigate, and have confidence in, wherever they live in the country.</p><p> </p><p>The foundation for the new nationally consistent SEND and AP system will be new evidenced based National Standards for early and accurate identification of need, and timely access to support to meet those needs. The standards will include clarifying the types of support that should be available in mainstream settings and who is responsible for securing the support.</p><p> </p><p>This will help families, practitioners and providers understand what support every child or young person should be receiving from early years through to further education, no matter where they live or what their needs are. By the end of 2025, the department will publish a significant proportion of the National Standards.</p><p> </p><p>New local SEND and AP partnerships will support this work by bringing together Education, Health and Care partners with local government to produce evidence-based Local Area Inclusion Plans setting out how to meet the needs of children and young people with SEND and in AP in the local area, in line with National Standards.</p><p> </p><p>The department is testing and refining reforms through our Change Programme to collect evidence about what works for children and young people with SEND and their families at a local level. The department is working with 32 local authorities and their local areas in each of the nine regions.</p>

star this property answer text <p>Local authorities already have existing statutory responsibilities to develop, publish and review the special educational needs and disabilities (SEND) local offer, to ensure that the range of provision and services available in their local area are sufficient and well suited to the needs of children with SEND.</p><p>In the SEND and Alternative Provision (AP) Improvement Plan, the department have committed to establishing new local SEND and AP partnerships, convened by the local authority, that will bring together local partners to strategically plan and commission support for children and young people with SEND and AP. SEND and AP partnerships are a collaborative network of individuals, including health commissioners and education providers, who are working together to strategically plan SEND services. They will be underpinned by strengthened accountabilities and improved use of data for all those responsible for local delivery.</p><p>Moreover, the department has established a steering group to oversee a joint Department for Education and Department of Health and Social Care approach to SEND workforce planning. This feeds into the National SEND and AP Implementation Board and aims to be complete by 2025. The work will build on the NHS Long Term Workforce Plan published in June 2023, which sets out the steps the NHS and its partners need to take to deliver an NHS workforce that meets the changing needs of the population over the next 15 years.</p><p>The Improvement Plan also committed to the Change Programme which was launched in September 2023, and is testing key SEND and AP reforms with 32 local authorities in each of the 9 regions. The department, working with its Delivery Partner, Reaching Excellence and Ambition for all Children (REACh), are providing these local authorities with ‘boots on the ground’ support for the testing of these reforms. We are also running a live feedback loop that is providing early insights into how the reforms and supporting documents are working and identifying required changes.</p>

star this property answer text <p>Schools, further education colleges, sixth form colleges and 16-19 academies are required to identify and address the special educational needs (SEN) of the pupils they support and (in mainstream settings) to use their best endeavours to make sure that a child or young person who has SEN gets the support they need.</p><p>The right of children with special educational needs and disabilities (SEND) to an education is the same as that for any other pupil. It is important for schools to acknowledge the barriers to attendance are wide and complex, especially for pupils with SEND.</p><p>The department’s expectation for a ‘support approach’ is set out in the working together to improve school attendance guidance which can be accessed here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1099677/Working_together_to_improve_school_attendance.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1099677/Working_together_to_improve_school_attendance.pdf</a>. This support may include reasonable adjustments for pupils with disabilities or support for pupils for whom mental health issues are affecting their attendance. The guidance states that schools should be mindful of the barriers these pupils face and put additional support in place where necessary to help them access their full-time education. star this property answer text <p>Children and young people with special educational needs and disabilities (SEND) frequently require access to additional support from a broad specialist workforce across education, health and care. To support this, the department has completed the following:</p><ul><li>Since May 2022, the department has supported 135,000 professionals to access autism awareness training developed by the Autism Education Trust through the £12 million Universal services training programme.</li><li>In January 2024, the department announced a new initial teacher training and early career framework that includes new and updated content on SEND to ensure teachers have the skills and confidence to support all children.</li></ul><ul><li>The department is providing free training to up to 7,000 early years Special Educational Needs Coordinators (SENCOs) to boost understanding of SEND in early years, and increase early identification and collaborative working with parents, carers, and other professionals. As of December 2023, 5,200 people had already registered for their training.</li><li>The department is investing over £21 million to train 400 more educational psychologists from September 2024. This builds on the £10 million currently being invested in the training of over 200 educational psychologists who began their training in September 2023.</li></ul><ul><li>In August 2023, the department confirmed that a new National Professional Qualification for SENCOs will replace the existing National Award for Special Educational Needs Coordinators (NASENCO) qualification from Autumn 2024. This will ensure SENCOs receive consistent high quality, evidence-based training. The department does not hold data regarding the number of professionals who have undertaken the NASENCO qualification since March 2023.</li></ul>

star this property answer text <p>The department is working with local authorities and suppliers to deliver a digital project to digitise the Education, Health and Care (EHC) plan process for England. The department started this project in summer 2023 to understand what role digitisation should play in the EHC plan process, and the potential longer-term benefits of digital solutions.</p><p> </p><p>The department launched a second project phase in October 2023. This helped the department to understand the benefits, barriers, and limitations of the digitisation of the EHC plan process. This phase resulted in recommendations.</p><p> </p><p>The department launched a third project phase in February 2024 to test the recommendations, which are due to be shared with local authorities and the wider sector this month.</p> more like this

star this property answer text <p>The Safety Valve programme targets the local authorities with the highest Dedicated Schools Grant (DSG) deficits. The programme requires the local authorities involved to develop substantial plans for reform to their high needs systems, with support and challenge from the department, to rapidly place them on a sustainable footing. If the local authorities can demonstrate sufficiently that their DSG management plans create lasting sustainability and are effective for children and young people, including reaching an in-year balance as quickly as possible, then the department will enter into an agreement to hold the authority to account for delivery.</p><p>Through the agreements, the authorities are subsequently held to account for their reform and savings targets via regular reporting to the department. The department will help the local authorities with additional revenue funding over time to contribute to their historic deficits, but this is contingent on delivery of the reforms in the agreements.</p><p>Capital funding is a necessary feature of many local authorities’ DSG management plans, in cases where investment in local infrastructure will result in the availability of more appropriate provision and subsequent revenue savings. Local authorities with Safety Valve agreements are therefore invited to apply for additional high needs capital funding, to be provided as a one-off ‘top-up’ to their high needs provision capital allocations (HNPCA).</p><p>Out of the 34 local authorities that currently have Safety Valve agreements, we have allocated additional capital funding to 22. Proposals also need to show how capital plans will meet identified gaps in provision and improve the local provision offer. Once funding is allocated, local authorities have appropriate flexibility to make sensible adjustments to their plans, reflecting that the statutory duty to provide sufficient school places remains with the local authority.</p><p>6 local authorities are currently in Safety Valve negotiations with the department and have also been invited to apply for capital funding. The outcome of those negotiations and any additional capital funding being allocated will be communicated to local authorities shortly, and additional capital funding will be paid to local authorities as part of their 2024/25 HNPCA allocations later this year.</p>

star this property answer text <p>The department wants to ensure that education, health and care (EHC) plan applications are processed promptly and, where required, plans are issued as quickly as possible so that children and young people can access the support they need. In March 2023 the government set out its plans to reform and improve the special educational needs and disabilities (SEND) system through its SEND and Alternative Provision (AP) Improvement Plan. The SEND and AP Improvement Plan commits to establishing a single national system that delivers for every child and young person with SEND so that they enjoy their childhood, achieve good outcomes, and are well prepared for adulthood and employment.</p><p>As part of these reforms, the department is currently testing measures to deliver a nationally consistent EHC plan system to improve the quality and speed with which support is put in place. The department is also considering the skills and training which local authority caseworker teams require and is offering some short-term legal training to local authority caseworker teams.</p><p>Where local authorities are failing to deliver consistent outcomes for children and young people with SEND, we work with them using a range of improvement programmes and SEND specialist advisors to address weaknesses.</p><p>The department is monitoring Sandwell’s EHC plan performance and is offering specialist support through a specialist SEND Advisor. Following the Ofsted and CQC visit in July 2023, three areas for improvement were identified. The local area has published its Sandwell Local Area Partnership Inclusion (SEND and AP) Plan 2023/2026 and progress on improvement will be continuously monitored by the department and NHS England.</p><p>Following the Ofsted and CQC re-visit to Dudley in February 2022, an Accelerated Progress Plan (APP) was put in place to address six areas of weakness. EHC plan timeliness was not identified as an area of weakness, although through the APP, the department, along with a specialist SEND Advisor and NHS England, works closely with the local area to ensure they are supported in addressing issues and driving improvements to services, including continuous improvement in EHC plan timeliness.</p>
