star this property answer text <p>In December 2013 the UN declared a Level 3 crisis in CAR which is in effect until December 2014. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). The UK’s combined bilateral and multilateral contributions (through the EU and the UN’s Central Emergency Response Fund) to the CAR crisis total £27 million in 2014.</p><p> </p>

star this property answer text <p>The UK notes the International Criminal Court Prosecutor’s decision to open a second investigation into the situation in the Central African Republic with respect to alleged crimes committed since 2012. Her Office’s investigation is ongoing and the Prosecutor will decide whether to bring any charges based on its findings. The Prosecutor released a statement on 24 September which sets out the Prosecutor's belief that there is a reasonable basis to believe that both the Séléka and the anti-balaka groups have committed crimes against humanity and war crimes.</p> more like this

star this property answer text <p>Disarmament, demobilisation and reintegration (DDR) is essential to create the conditions for stability and security in the Central African Republic (CAR). The UN peacekeeping force in CAR, the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), is the lead on DDR work in CAR. The UK works closely with MINUSCA to ensure it provides adequate support to CAR authorities to launch DDR in CAR.</p><p>MINUSCA has budgeted $28 million for a DDR programme aimed at what they expect will amount to 3,500 ex-Seleka fighters in total and 1,500-3,500 dependants. Through the UK’s contribution to MINUSCA, we support this vital work on pushing DDR forward in CAR.</p><p>MINUSCA is currently in the pre-DDR phase, preparing for the launch of DDR. This entails a sensitisation process/education process for former combatants who will take part in DDR.</p> more like this

star this property answer text <p>International mechanisms to tackle illegal trafficking already exist, including the Kimberley Process to regulate the global trade in rough diamonds, and the Convention on International Trade in Endangered Species to protect endangered species. However, these are reliant of having an effective national government in the Central African Republic (CAR). star this property answer text <p>The Government implements its commitments under the Kimberley Process Certification Scheme (KPCS) in full. In order to maintain the integrity of the KPCS, the Central African Republic (CAR) was temporarily suspended from the KPCS in May 2013, preventing the possible introduction of rough diamonds produced in CAR into the legitimate diamond trade. This suspension was upheld in June 2014. It is likely to remain in place until the security situation in CAR improves significantly and the government of CAR is able to re-establish compliance with the KPCS.</p> more like this
