star this property answer text <p>The government and the Office for Students (OfS) are focused on addressing inequalities in higher education. Government consulted on the publication of data on senior staff remuneration, including in relation to gender and ethnicity. The OfS retains the power to require the disclosure of such information through its accounts direction.</p><p>Higher education institutions are independent and responsible for decisions about who they employ. Universities, like every employer, must ensure they meet their obligations under the Equality Act 2010. On February 1, the government announced measures to tackle ethnic disparities in higher education including encouraging higher education providers to make use of tools such as the Race at Work Charter and the Race Equality Charter to drive forward a step-change in the recruitment and progression of ethnic minority employees.</p><p>The government has also consulted on ethnicity pay reporting in order to inform future government policy.</p> more like this

star this property answer text <p>Higher education institutions are independent and responsible for decisions about who they employ. Universities, like every employer, must ensure they meet their obligations under the Equality Act 2010. Through the Race Disparity Audit, my right hon. Friend, the Prime Minister set out her expectation that more must be done to create a workforce that is representative of British society today. On 1 February, the government launched measures to drive change in tackling inequalities between ethnic groups in higher education.</p><p>Equality and Diversity in higher education is a priority for government and the Office for Students (OfS). The OfS will use Access and Participation Plans to hold higher education providers to account for disparities in access and attainment of black and ethnic minority students.</p><p>This year, for the first time, registered higher education providers will be required to publish data on measures including attainment broken down by ethnicity, gender and socio-economic groups. This will increase transparency on attainment gaps for ethnic minority students, shining a light on those providers that are not performing well.</p><p> </p>

star this property answer text <p>Government departments remain responsible for considering the implications of the findings of the Race Disparity Audit on their policies and services. A specialist unit in the Cabinet Office will consider and co-ordinate the next steps.</p><p>The Government has launched a programme of work to tackle some of the ethnic disparities identified in the Audit. This covers the Department for Work and Pensions taking action in twenty targeted ‘hotspots’, the Ministry of Justice taking forward a number of recommendations made in the recent Lammy Review and the Department for Education taking forward an external review to improve practice in exclusions. Further announcements on future Government work will follow in the coming months.</p><p> </p> more like this

star this property answer text <p>The Race Disparity Audit has been developed through extensive engagement with stakeholder partners, including local Government, public services providers, non-governmental organisations, academics, public bodies and members of the public from across the UK.</p><p>The Race Disparity Audit team have regularly engaged Equality and Human Rights Commission colleagues throughout the Audit, including as part of the design, development and testing of the Ethnicity Facts and Figures website. The First Secretary of State and Minister for the Cabinet Office has met with the Chair of the Equality and Human Rights Commission (EHRC).</p><p>It is for the EHRC to consider how they align their resources and budget to their priorities. As with any report coming from Government the EHRC will want to consider whether there are implications for their business planning as a result of the Audit and whether resources should be re-directed.</p> more like this

star this property answer text <p>There are ongoing high-level discussions across Government on the UK response to the Ebola outbreak including between the MoD and DFID. The scale of the crisis demands a coordinated, multi-departmental response by the UK Government.</p><p> </p><p> </p><p> </p><p>On the 17<sup>th</sup> of September, we pledged £100 million in support towards combatting the outbreak. At the heart of this is the provision of 700 treatment beds in Sierra Leone to help to save lives and contain the spread of Ebola. This will increase the number of available beds to more than 1,000 over the coming months. Work has already begun on a 92 bed treatment facility in Kerrytown which will provide 12 dedicated beds specifically for healthcare workers. The MoD will set up, build and operate this facility.</p><p> </p><p> </p><p> </p><p>Given the gravity of the situation in Sierra Leone DFID, together with the MoD, is setting up a forward command and control logistical hub that will provide the backbone of infrastructure, commodities, training and management needed to scale up the response in Sierra Leone. The hub will be staffed by a large multi-agency team including military, humanitarian and health experts. It will work closely with international partners and with the Government of Sierra Leone.</p><p> </p>

star this property answer text <p>As reflected in the first principle of the NHS Constitution, the National Health Service is committed to providing high quality, safe and non-discriminatory care for its users irrespective of their of protected characteristics. NHS organisations are subject to the public sector equality duty and other provisions of The Equality Act 2010 in carrying out their public functions and services. This means that they must think about the need to eliminate unlawful discrimination and advance equality of opportunity between people who share a protected characteristic, such as race, and those who do not. Compliance with equality duties is embedded in the NHS regulatory framework and NHS organisations can be challenged in the courts if they fail to comply. As part of their enforcement powers, the Equality and Human Rights Commission can also take action against NHS organisations to ensure compliance.</p> more like this

star this property answer text <p>The Department is committed to involving patients and service users in the development of national mental health policy. It does not monitor this engagement centrally.</p><p> </p><p>The Department commissioned the Mental Health Providers’ Forum and the Race Equality Foundation to gather and review evidence of effective mental health service for Black and Minority Ethnic (BME) groups. The review <em>Better practice in mental health for black and minority ethnic communities</em> was published in May 2015.</p><p> </p><p>The report found that organisations that were successful in providing mental health services that meet the needs of BME groups had developed local community-based approaches to service delivery which addressed cultural and linguistic differences and sought to actively engage hard to reach groups.</p><p>The Department has also supported guidance published by the Joint Commissioning Panel in 2014 <em>A guide for commissioners of mental health services for people from black and minority ethnic communities. </em><a href="http://www.jcpmh.info/good-services/black-minority-ethnic-communities/" target="_blank"><em>http://www.jcpmh.info/good-services/black-minority-ethnic-communities/</em></a></p><p>The guide set out 10 key messages for commissioners to improve services. These included: commissioning equitable access to mental health services for people regardless of ethnicity and identify and taking action to reduce ethnic inequalities; better local data collection to build understanding and competencies in commissioning services that meet the needs of BME groups; clinical commissioning groups (CCGs) and health and wellbeing board developing strategies for BME groups; and involving and engaging service users in commissioning decisions.</p><p>Copies of these reports are attached.</p>

star this property answer text <p>It is recognised that Fetal Alcohol Spectrum Disorders (FASD) can have a significant impact on the early years development of children, their behaviours and their life chances. The Department has been exploring the feasibility of commissioning new research in the area of FASD. However, identifying methodologically feasible and robust new research in this area is challenging, expensive and faces ethical challenges.</p><p> </p><p>The World Health Organization is starting a global prevalence study on FASD, recognising that this information is lacking in many countries. There are a number of challenges on the feasibility of estimating prevalence, which should be addressed in this study. We welcome this study and will consider the lessons for further work in the United Kingdom.</p> more like this
