Consumers are encouraged to first contact travel providers or accommodation providers for reimbursement. In the next instance, credit card providers may be able to provide a refund under Section 75 of the Consumer Credit Act 1974 if the payment was made by credit card. 	answer	answer is ministerial correction date of answer 21/04/2021 answer text <p>The decision to introduce enhanced border measures is in direct response to scientific and medical data, which represents an increased risk to UK public health and an increased risk of community transmission of the new COVID-19 variants identified in other countries. These are intended to be temporary measures and the government keeps data for countries and territories under constant review.</p><p> </p><p>The government has made it consistently clear that it will take decisive action to contain the virus, including adding further countries to the red list if the public health risk of people returning from a particular country without self-isolating becomes too high.</p><p> </p><p>There are an extremely limited number of exemptions from enhanced border measures, and only introduced where absolutely necessary for reasons of national importance. 	answer	answer is ministerial correction date of answer 28/04/2021 answer text <p>There are a range of border measures in place to protect the UK from the importation of coronavirus and variants of concern (VoCs), including self-isolation, managed quarantine and testing. These measures are kept under regular review.</p><p> </p><p>Restrictions for England introduced on 29 March 2021 remain in place meaning everyone must “Stay in the UK” unless travelling for a very limited set of reasons. The limited number of exemptions from enhanced border measures for travellers are kept under regular review to ensure they are only in place while absolutely necessary.</p><p> </p><p>The government unveiled a roadmap by which international travel restrictions could be lifted no earlier than 17 May 2020. The Global Travel Taskforce (GTT) developed a framework for a safe, sustainable and robust return to non-essential travel, that is risk based and does not compromise UK public health. This includes:</p><p> </p><ul><li>an estimate of the proportion of the population that is currently infectious in each country</li><li>virus incidence rates and rates of change</li><li>trends in incidence and deaths</li><li>transmission status and international epidemic intelligence</li><li>information on a country’s testing capacity, testing regime and test positivity rate</li><li>an assessment of the quality of the data available</li><li>effectiveness of measures being deployed by a country</li><li>volume of travel between the UK and that country</li></ul><p>​</p><p>As this remains a relatively new virus, data about global infection rates and the trajectory of the disease are not always consistent or predictable between countries. 	answer	answer is ministerial correction date of answer 21/07/2020 answer text <p>Our approach to travel corridors has been guided by the science and we have worked closely with health and policy experts from across government to ensure the steps we are taking will minimise the risk of importing COVID-19 cases, while helping to open our travel and tourism sector. The Joint Biosecurity Centre, in close consultation with Public Health England (PHE) and the Chief Medical Officer, has developed an approach to assessing the public health risk associated with inbound travel from specific countries and territories. The resulting categorisation methodology has been informed by a number of factors including an estimate of the proportion of the population that is currently infectious in each country, trends in virus incidences and deaths, transmission status and international epidemic intelligence. We have also considered issues such as the testing capacity of each country and the quality of the data available.</p><p> </p><p>Although Madeira was not included in the travel corridors announced on 3 July, the Health Regulations relating to the self-isolation requirements remain under constant review. 	answer	answer is ministerial correction date of answer 10/07/2020 answer text <p>There have been no changes to consumer law, and airlines are expected to abide by this and honour consumer rights. We have been clear with industry that when consumers are entitled to a refund and ask for one, refunds must be paid in a timely manner, and the process should not be unduly difficult for consumers.</p><p> </p><p>My department is working to consider the impacts of COVID-19 on the ATOL Scheme, proposals for vouchers, and the payment of refunds for cancelled holidays and flights. We are working to reach a position on this issue that balances the need to protect consumer rights whilst recognising the continuing pressure on industry.</p><p> </p><p>The Civil Aviation Authority are responsible for enforcing European Regulation 261/2004. My department works closely with the Civil Aviation Authority and has regular discussions with them about the range of issues that have arisen from the COVID-19 crisis – including issues relating to enforcement action in respect of refund payments.</p><p> </p><p>On 1 July 2020 the Civil Aviation Authority provided an update on its website about its review into the refund policies of airlines during the coronavirus pandemic. They are reviewing the refund policies of all UK airlines, as well as a number of international airlines that operate flights to and from the UK.
