star this property answer text <p>The Government is currently consulting on a draft Airports National Policy Statement, with the consultation closing on 25 May 2017. Following consultation and Parliamentary scrutiny, the Government will consider all the responses received and, if it chooses to proceed, could then lay a proposed final Airports National Policy Statement before Parliament. It would be inappropriate for the Government to speculate on the content of any final Airports National Policy Statement before all of the relevant procedural steps have been taken. I would encourage the Hon Member to set out his views on the issue of landfill clearing costs in his response to the consultation.</p> more like this

star this property answer text <p>Local authorities cover the administrative cost for dealing with requests for vehicle keeper and driver licensing information held by the Driver and Vehicle Licensing Agency (DVLA).</p><p> </p><p>In the financial year 2015-16, the DVLA received <del class="ministerial">£157,329</del> <ins class="ministerial">£166,704</ins> directly from local authorities. This includes <del class="ministerial">£4,316</del> <ins class="ministerial">£14,352</ins> for vehicle related requests, <del class="ministerial">£102,261</del> <ins class="ministerial">£101,600</ins> for driver related requests and £50,752 for the initial set up costs to enable local authorities to make driver licensing checks electronically.</p> more like this

star this property answer text <p>The Department for Transport does not hold investment data in the format requested and this could only be obtained at disproportionate cost. However, over the last five years, the Government has made significant investment which benefit East Kent. This includes the introduction of several new high speed services (including at Martin Mill station); ongoing work to deliver line speed improvements between Ashford International and Ramsgate and a traction power supply upgrade to facilitate the operation of longer trains. The train operator has committed to making improvements worth more than £70m across the franchise area by 2018.</p> more like this

star this property answer text <p><strong> </strong></p><p>a) The delay repay compensation figures for all Train Operating Companies covering the years 2009-10 to 2014-15 are published on the GOV.UK website at:</p><p><a href="https://www.gov.uk/government/publications/train-operating-companies-passenger-charter-compensation-between-2009-to-2015" target="_blank">https://www.gov.uk/government/publications/train-operating-companies-passenger-charter-compensation-between-2009-to-2015</a>. Figures for the 2015-16 financial year for all Train Operating Companies are expected to be published on the GOV.UK website later this year. Releasing all the figures at the same time will allow everyone to see them together which will provide a clear and consistent publication and help avoid misinterpretation and confusion.</p><p> </p><p>b) Under their track access agreement, compensation for unplanned disruption passes between Govia Thameslink Railway (GTR) and Network Rail based upon which party is responsible for each disruptive incident. The Department does not see the breakdown of the compensation paid by each party. The net figures covering the years 2011-12 to 2014-15, are published on Network Rail's website (‘Payments for disruption on the railway made under schedule 8’) at the following address:</p><p><a href="http://www.networkrail.co.uk/transparency/datasets/#_blank" target="_blank">http://www.networkrail.co.uk/transparency/datasets/</a></p><p> </p><p>Payments to train operators, made through the performance regime, are not designed to cover the refund claims which passengers make. star this property answer text <p>Govia Thameslink Railway (GTR) were compliant with their performance benchmarks until March 2015, when they triggered a Remedial Plan Notice from the Department, culminating in an agreed Remedial Plan. GTR remained compliant with the Remedial Plan benchmarks until industrial relations issues, which commenced in April 2016, caused significant disruption to services meaning performance benchmarks have been exceeded.</p><p> </p><p>However, GTR are entitled to claim Force Majeure against this disruption as per the terms of their Franchise Agreement, which they have done, and this may lead to changes in their position against each benchmark. We are currently discussing the Force Majeure claim with GTR before making our final determination.</p> more like this

No detailed work has been done to look into the construction planning for stations that would be served by HS2 trains. star this property answer text <p>The Department for Transport (DfT) has not made any assessment of Exeter City Council’s proposal to make Exeter congestion free by 2025.</p><p> </p><p>The DfT is committed to an integrated transport policy which addresses the important issues of traffic congestion and environmental pollution. Transport matters, it brings real change to people’s lives and that is why it is at the heart of the Government’s infrastructure agenda.</p><p> </p><p>The Chancellor’s Autumn Statement showed this commitment by giving new funding for the local roads network, specifically £1.1bn over 4 years to relieve congestion to increase the quality, performance and safety of the roads we use every day.</p><p> </p><p>The Government recognises the role that new technology can play. On 21 February 2017, the Department announced that nineteen councils across England will receive £50,000 to £300,000 each for their ideas to improve journeys through digital innovation. These projects will feature cutting edge technology such as apps and sensors which can be used to cut congestion, improve parking in city centres and alert drivers when electric car charging points become available.</p>

star this property answer text <p>In developing proposals for HS2 before the 2013 consultation, HS2 Ltd published a large number of alternative routes in South Yorkshire (<a href="https://www.gov.uk/government/publications/options-for-phase-two-of-the-high-speed-rail-network" target="_blank">https://www.gov.uk/government/publications/options-for-phase-two-of-the-high-speed-rail-network</a>).</p><p> </p><p>Subsequently, HS2 Ltd has reviewed these and some other alternatives in preparing recommendations to the Secretary of State before the November 2016 Command Paper. The ‘M18’ route and the spur to Sheffield are two of these alternatives. To prevent unnecessary blight, details of other alternatives have not been published.</p><p> </p><p>As HS2 Ltd develops the programme, including in response to the current consultation, it will continue to look at route refinements to meet engineering, environmental, stakeholder and other factors.</p> more like this

star this property answer text <p>The Chancellor’s Spending Review announcement in November 2015 set out an updated funding envelope of £55.7bn in 2015 prices for delivering the HS2 project. The envelope was previously £50.1bn in 2011 prices as set out in the 2013 Spending Round. The cost of building HS2 has not changed since the 2013 Spending Round, as the long-term funding envelope has simply been uprated to 2015 prices to take account of inflation. Cost estimates for specific sections of route were revised in accordance with these figures.
