Racial aggravation increases an offender’s culpability under the guideline and therefore the starting point and sentence range for the court to consider.</p><p>Prosecutors should assist the Court as necessary during the sentencing process, including drawing the Court’s attention to any relevant sentencing guidelines and the aggravating and mitigating features of the case.</p><p>Ultimately, sentencing is a matter for the court. 	answer	answer is ministerial correction date of answer 15/09/2015 answer text <p>The payment of witness expenses and allowances to prosecution witnesses, where the Crown Prosecution Service (CPS) is the prosecuting authority, is governed by the Crown Prosecution Service (Witnesses’ etc. Allowances) Regulations 1988.</p><p>The rates payable in accordance with the Regulations are designed to provide compensation to witnesses attending court but not necessarily full reimbursement of all costs incurred, including loss of earnings, whether the witness is employed or self-employed. The aim is to strike a balance between providing a reasonable level of compensation to witnesses and ensuring that public money is spent appropriately.</p><p>It is important that the allowances are set at a level that does not discourage the public from coming forward to give evidence and rates are subject to regular review. However, it has not kept central records of expenditure in respect of carbon offsetting in the last three years and to provide this information would incur a disproportionate cost.</p><p>The Government Legal Department has spent £171.28 on carbon offsetting over the last 3 financial years. In 2012-13, £42.13 was paid South Pole Holding AG and in 2013-14 £129.15 was paid to Carbon Footprint Ltd. The companies paid were those who won the e-auctions to provide Certified Emissions Reductions (CERs) held by Crown Commercial Services in each of the years identified.</p><p>The Serious Fraud Office (SFO) has spent £153 towards carbon offsetting over the last three years through Crown Commercial Services carbon offsetting arrangements. New learning methodologies will have greater focus on practice of the knowledge, skills and behaviours relevant to the Prison Officer role whilst also recognising the need for continuous training outside of the classroom. Two checkpoints will be included during this time where Apprentices will return to an L&amp;D centre for further learning.</p></td></tr></tbody></table><p>This will give new prison officers the confidence to carry out their role safely. The Apprenticeship will be launched in early adopter sites from October 2019. All training is reviewed regularly to ensure it reflects current organisational policies and practices. We know that offenders serving short sentences often have long offending histories, as well as multiple and complex needs. In cases of the most persistent offenders, the evidence shows they are 36% more likely to re-offend where they have received a short custodial sentence rather than a court order.
