star this property answer text <p>There are three Medical Deployability Standard (MDS) categories for the Armed Forces. Medically Fully Deployable (MFD) personnel are those medically fit for duty with no employment limitations. Medically Limited Deployable (MLD) personnel are medically fit for duty with minor employment limitations. MLD personnel may have a medical condition or functional limitation that prevents the meeting of all Medically Fully Deployable (MFD) requirements. Medically Not Deployable (MND) personnel are medically fit for duty with major employment limitations. MND personnel are not fit to deploy on operations but may be deployable on UK-based exercises.</p><p>For the numbers of UK Regular Armed Forces and UK Future Reserves 2020 personnel in each MDS category in each year up to 2017, I refer the hon. Member to the answer the previous Minister for Defence People and Veterans (Tobias Ellwood), gave him on 8 November 2017, to Question 110876.</p><p>The attached table provides the number and percentage of UK Regular Armed Forces in each MDS category, by Service as at 1 April 2018 and 1 April 2019. These figures include full-time trained and serving personnel against requirement. This was the deployable population.</p>

star this property answer text <p>Since Earl Howe’s Written Answer on 1 November 2018, the Trained Strength of the Armed Forces has dropped from 139,788 on 1 July 2018 to 137,409 on 1 July 2019.</p><p> </p><p>It remains a priority for each Service to meet the target for Armed Forces personnel strength in 2020, and there are a range of measures both already in progress and in the pipeline to improve the position. star this property answer text <p>In 2015 we set out a step change in our ambition for UK Defence; the ambition to be able to war-fight at scale by 2025. Our headmark for this is Joint Force 2025, a highly capable deployable force of around 50,000 personnel drawn from all services. We have made significant progress in delivering the Maritime Task Group, Army Division, Air Group and Joint Forces that make up this deployable force. But there are still challenges. We know the threat picture for the UK has evolved since 2015, this was acknowledged in our Modernising Defence Programme, and there is still work to be done to ensure we are on track for delivery by 2025. The forthcoming Integrated Review on Security, Defence and Foreign Policy and the Comprehensive Spending Review provide us a unique opportunity to refresh our plans for Defence to make sure that we are delivering the right capability to keep the country safe now and in decades to come.</p> more like this

star this property answer text <p>As part of the ten-year vision articulated in the <em>Strategy for our Veterans</em>, the Ministry of Defence introduced a 'Defence Holistic Transition' policy in October 2019. 'Defence Transition Services' (DTS) was established at the same time, to support those Service leavers who face the greatest challenges to making a successful transition to civilian life. The full-spectrum service is available to all Service leavers exiting the Armed Forces and is based on the needs of the individual, providing the specific support they may need and interventions to ensure issues are resolved. This support extends for two years after discharge and longer if necessary.</p><p>All Regular Service personnel leaving the Armed Forces are provided with employment support and training delivered through the Career Transition Partnership (CTP). Service personnel leaving the Regular Armed Forces are entitled to access CTP resettlement services two years prior to their discharge date and for two years post-discharge.</p>

The Defence Safety Authority (DSA) works in tandem with the new Director of Health Safety and Environmental Protection (D HS&amp;EP), appointed in March 2019, to assist the Permanent Secretary in discharging his HS&amp;EP responsibilities. Since 2015, the DSA has made a significant contribution to the development of the Ministry of Defence's Safety approach, including:</p><p>a. Supporting the introduction of the Defence Safety &amp; Environmental Committee (DSEC), chaired by the Permanent Secretary, to improve oversight of the duty of care and risk associated with defence activities;</p><p>b. The establishment, in 2016, of a pan-domain standardised approach to Duty Holding for managing hazardous activities that represent a credible and foreseeable Risk to Life. The Duty Holder role being to balance and reduce the risk to as low as reasonably practicable and tolerable with due regard to the strategic benefits required from Defence; and</p><p>c. The publication of new guidance and regulations setting out rules and standards for Defence HS&amp;EP, in line with the Defence Secretary's Policy Statement for all HS&amp;EP matters in Defence. star this property answer text <p>The definitions of these categories are as follows:</p><p> </p><p><strong>Loan Service</strong>. Loan Service is defined as being the loan of Service personnel from the United Kingdom Armed Forces to assist a Commonwealth or foreign country. Loan Service personnel are subject to United Kingdom Service regulations; they are administered and receive pay and allowances in the usual way and are consequently subject to United Kingdom income tax. They are not subject to Host Nation taxation.</p><p> </p><p><strong>Exchange Officers</strong>. Exchange officers are deployed into key posts globally. They may be deployed for Service-specific or joint operational reasons. They work for the HN, usually in exchange for a HN officer working in the UK. They create Defence Engagement effect by projecting a positive image of the UK, generating understanding of host nation tactics, procedures and capability, and symbolising the close cooperative relationship between services. Exchange officers provide an opportunity to assist UK efforts in other ways, such as by gaining insight into another nation's ways of thinking or working practices.</p><p> </p><p><strong>Liaison Officers</strong>. Defence deploys a wide range of liaison officers to foreign militaries and sometimes elsewhere within a foreign partner's security architecture. Liaison officers are specifically intended to facilitate information sharing and provide a means to deliver persistent influence on the HN. In general, liaison officers remain under the command and control of the sending nation.</p><p> </p><p><strong>Embedded Officers</strong>. The UK also has a significant number of embedded officers, mainly serving in US headquarters. Embedded officers create tailored DE effect, depending on their role and the agreement of the HN. In general, embedded officers come under the command and control of the HN.[1]</p><p> </p><p><strong>Secondee Service</strong>. Secondee Service places UK military personnel within a company, such as BAE Systems or NETMA. While such service is considered a tour of duty it is governed by bespoke TACOS for the duration of the secondment, agreed between the Company, the individual and the RAF. Seconded personnel temporarily leave the Air Force, are paid by the company but retain their right to promotion etc. Seconded service supports DE access and influence in a similar way to loan service.</p><p> </p><p>[1] Embedded UK personnel operate as if they were the host nation's personnel under that nations' chain of command, but they remain subject to UK domestic, international and host nation law'.</p><p> </p><p> </p>

star this property answer text <p>The Future Reserves 2020 Programme has delivered Reserve Forces that are better integrated with their Regular counterparts as an element of the Whole Force. Reserves from all three Services regularly train with Regulars and use the same kit and equipment as them. Call-out Orders are routinely put in place to enable Reservists to be brought into permanent service (mobilised) as required to serve on operations alongside Regulars, either in individual roles or as formed units.</p><p> </p><p>Maritime Reservists routinely join their Regular colleagues on operations, principally providing specialist skill sets such as Maritime Trade Operations. For example, Royal Marines Reserves are mobilised annually to support the Lead Commando Group and Royal Naval Reserves are routinely mobilised to the Offshore Patrol Squadron.</p><p> </p><p>The Army has paired Reserve units with their Regular counterparts, and they train alongside them and deploy with them where necessary. Army Reserves were a vital part of the forces supporting the Government’s response to COVID-19 and have been mobilised to assist in preparation for post-BREXIT transition as well as for other operations in the UK and overseas.</p><p> </p><p>RAF Reservists are trained to be interoperable with their Regular counterparts and on completion of any pre-deployment training they are routinely deployed alongside them. As part of the Defence response to COVID-19, several hundred RAF Reservists were mobilised to support a range of tasks including as Liaison Officers to Other Government Departments, Planners and to support Mobile Testing and the Vaccination Task Force.</p>

We have published a report in parallel with an NAO investigation, in each year since, to provide Parliament and the public with information about the Defence programme. This includes a summary of the Equipment Plan of each Front Line Command presented in a standardised format. As part of their annual investigation, the NAO speak to each of the Front Line Commands and review their financial position. All Front Line Commands use the same financial management system and report their financial position using a consistent methodology. This reduction has been estimated to present £3.9 billion in savings over the 10 years following the financial year 2021-22. star this property answer text <p>The 2021 Integrated Review and Defence Command Paper highlighted that we must focus on capabilities rather than troop numbers. Through Future Soldier, the Army will have a whole force of over 100,000 comprising of 73,000 Regular Service Personnel and 30,100 Army Reserve.</p><p>The Army is re-organising and re-equipping to face future threats, however, as the Secretary of State has stated, as the threat changes, we need to change with it. In line with the agile planning and delivery mechanisms, and as part of the Prime Minister's decision to update the Integrated Review, Defence will continue to review our capabilities and readiness levels accordingly.</p><p>Any specific policy changes required for Defence will be determined once the Government's update of the Integrated Review has concluded.</p> more like this

The results of this robust process are reported to senior military officers and Ministers. In addition, routine wargaming tests our force structures and assumptions and this is supplemented by events to test specific capabilities and scenarios. These activities support the maintenance of readiness in response to evolving threats. Although Defence is facing unprecedented challenges, for example with the crisis in Ukraine, our Armed Forces are rising to the challenge and supporting like-minded allies and partners around the world. star this property answer text <p>Across the Armed Forces, there are extensive medical and welfare systems that offer support for those in need, provided by the Chain of Command, medical staff, welfare and pastoral staff. The Ministry of Defence also works closely with the National Health Service, the Defence Medical Services, Service charities, third parties and the single Services to provide 24-hour mental health services accessible for all Armed Forces personnel. This includes a 24-hour mental health helpline, funded by Defence, and delivered by Combat Stress.</p><p>Each Service also has dedicated suicide and self-harm policies and risk management procedures tailored to their specific nature, all of which are regularly reviewed and updated. This includes Vulnerability Risk Management training.</p><p>The Armed Forces Suicide Prevention Strategy and Action Plan, published in April 2023, also seeks to enhance organisational processes to support those at risk.</p> more like this

star this property answer text <p>The acceptance of the Haythornthwaite Report into Armed Forces Incentivisation, and the subsequent Defence Command Paper refresh in summer 2023, provided a clear mandate to drive and deliver change in how the Armed Forces recruits and retains its people. <br> <br> Modernising a base-fed model designed in the 1950s is a complicated task but the Defence People function has begun a substantial work programme to support it. Much progress is already being made and the Department has been capturing and aligning that work as well as beginning several distinct programmes regarded as key priorities; either enabling projects to lay the foundations of future work or realising change in the short term.</p><p> </p><p>Priorities for the coming months include designing the first elements of a trial to explore a ‘Total Reward Approach’, exploring flexible terms and conditions of service through the development of a ‘Spectrum of Service’ and the optimisation of the myriad of policies and processes.</p><p> </p><p>A formal and more detailed Government Response, which will include proposals for the legislative approach, will be published in the New Year.</p>

star this property answer text <p>The Ministry of Defence (MOD) follows the Code of Good Practice for corporate governance in central government departments and undertakes regular reviews of its governance structure to ensure it remains fit for purpose for managing delivery and performance.</p><p> </p><p>The Lead Non-Executive Director assesses Board performance each year and the department has challenge functions for its senior committees to help bring diversity of thought to decision making. The department also undertakes regular reviews of its Operating Model. The Defence Operating Model outlines the roles, responsibilities, authorities and accountabilities across Defence and the key delivery, decision-making, management and assurance processes.</p><p> </p><p>The Annual Report and Accounts 2022-23 pages 72 to 76 details how risks are managed within the department. The Defence Command Paper Refresh (DCPR) published on 18 July 2023 sets out Defence’s priority to embed a sophisticated approach to managing risk through a significant improvement programme. This will align the Department’s risks with the commitments outlined in the DCPR, Defence Strategy and wider cross-government priorities, providing a clear line of sight from Board level risks through to all disaggregated levels of departmental risks. The Defence Board and the Defence Audit, Risk and Assurance Committee (DARAC) have approved the improvement programme and have oversight of delivery. These changes will be delivered across whole Defence enterprise, including functions and front-line commands. MOD continues to mature the operation of its functions, in support of the wider development of the Government’s Functional model.</p><p> </p><p>Improvement activities as set out in the Annual Report and Accounts 2022-23 on page 76 include maturing the annual assurance reporting process, refreshing the risk management framework for the Department, strengthening the three Lines of Defence model to clarify the accountabilities and governance requirements for each line, and developing a risk-based assurance map. These improvements will integrate assurance across the three Lines of Defence, ensuring assurance activities remain proportionate to the level of risk in the department and its risk appetite.</p><p> </p>

star this property answer text <p>Defence is working to implement the Pan Defence Skills Framework (PDSF) as a new Whole Force approach to identifying, defining, and managing the skills of Defence's people and their associated roles. The PDSF will be used by Regular and Reserve Armed Forces personnel as well as Civil Servants, giving Defence a Whole Force view of the skills we have and allowing us to identify the areas where we need to focus our resources.</p><p>The PDSF will also enable us to better recognise skills, as recommended in the Haythornthwaite Review into Armed Forces Incentivisation, to be able to better reward Armed Forces personnel for the skills they hold. Extensive work is currently underway to codify the skills we have in Defence. The PDSF project team expect to begin a phased roll-out of the PDSF through 2024 and we anticipate the whole Defence force will be incorporated by 30 March 2025.</p><p>As we move forward, the data provided by the PDSF will facilitate flexible deployment, zig-zag careers, lateral entry, empowered careers and will introduce more transparency to appraisal and promotion. It will ultimately enable teams to deploy personnel where they are needed most, helping Defence create the fighting force the nation needs for the future.</p>
