star this property answer text <p>The purpose of the Kent Access Permit (KAP) is to minimise the number of HGVs travelling to the Port of Dover and Eurotunnel without the correct export documentation and thus, mitigate against any disruption those ‘unready’ HGVs would cause. The KAP is obtained from the Check an HGV is Ready to Cross the Border service, where a driver or haulier must check they have the right documentation before proceeding to the ports. The Check an HGV service has not been designed to integrate with the ports operations to allocate tickets and does not link into other Government databases to inform which cargoes need inspection.</p><p> </p><p>In Kent, the Check an HGV service database will be used by DVSA enforcement officials and Kent Police in conjunction with Automatic Number Plate Recognition to check whether EU bound HGVs have a valid KAP. Should it be required, a similar process will take place at the HGV holding sites in Kent using the Check an HGV Operator Application to scan vehicles number plates to check for the presence of a KAP.</p><p> </p>

star this property answer text <p>Sustainable aviation fuel (SAF) will have a key role in driving down carbon emissions in the UK aviation sector and the Government is fully committed to accelerating its development. The UK Government’s SAF programme is already one of the most comprehensive in the world. This includes £62m of previous funding made available to support the early development of SAF revenue support under the Renewable Transport Fuel Obligation, and the development of a SAF clearing house for fuel testing and certification. On top of this, last year the Government announced a £400m partnership with Breakthrough Energy Catalyst, which will allow SAF projects to apply for further capital funding.</p><p> </p><p>Last week the Government announced that it will introduce a SAF mandate. By prescribing mandatory SAF use, we will generate secure and growing UK SAF demand. The SAF mandate will require at least 10% (c1.5bn litres) of fuel to be made from sustainable sources from 2030.</p><p> </p><p>Alongside this announcement, the Government launched the £165 million Advanced Fuels Fund to drive our new commitment to have at least five commercial SAF plants under construction in the UK by 2025. Building on the success of the previous competitions, the grant funding will support projects looking to develop large scale advanced fuel production facilities in the UK.</p><p> </p><p>The Government also continues to work in partnership with industry and investors to build long term supply. We’re actively looking at how to create the long-term conditions for investable projects in the UK, by demonstrating technology that works at scale, ensuring demand via the mandate, looking at an overarching strategy for sustainable feedstocks and sources and considering what further measures might be needed, from both industry and government.</p>

star this property answer text <p>Decisions on the list of countries that are exempt from self-isolation requirements have been guided by the science.</p><p> </p><p>The Joint Biosecurity Centre, in close consultation with Public Health England and the Chief Medical Officer, has developed an approach to assessing the public health risk associated with inbound travel from specific countries and territories. This categorisation has informed the government’s decisions about relaxation of border measures.</p><p> </p><p>The categorisation has been informed by an estimate of the proportion of the population that is currently infectious in each country, virus incidence rates, trends in incidence and deaths, transmission status and international epidemic intelligence as well as information on a country’s testing capacity and an assessment of the quality of the data available.</p><p> </p><p>The government will keep the requirements and exemptions set out in the regulations under review.</p><p> </p> more like this

The Government continues to engage closely with the shipping sector on the range of changes brought by the end of the transition period. Some of these changes will depend not only on our future trading relations with the European Union but also with the rest of the world. Due to this and the fact that shipping often has complex ownership arrangements, we do not have a unified assessment of the additional costs to all shipping companies. star this property answer text <p>Section 41(1A) of the Highways Act 1980 places a duty on local authorities to ensure, so far as reasonably practicable, that safe passage along a highway is not endangered by snow or ice. It is the local authority’s responsibility to ensure that there are adequate drivers available to carry out gritting.</p><p> </p><p>Alongside the interventions that Government has made to mitigate any possible HGV driver shortage, the DfT is working closely with local authorities and stakeholder bodies such as ADEPT and will be monitoring the capacity of local authorities with respect to driver numbers over the winter period.</p><p> </p> more like this

star this property answer text <p>There is no requirement to notify the Driver and Vehicle Licensing Agency (DVLA) that a vehicle has been temporarily exported. All UK-registered vehicles must either remain registered or the keeper must only notify the DVLA if it has been permanently exported.</p><p> </p><p>A UK-registered vehicle can be driven to Hungary or an EU member state and used in that country for up to six months in any 12-month period. The vehicle must remain properly registered and licensed in the UK and have a valid MoT (if needed).</p><p> </p><p>If a vehicle is to be permanently exported, the vehicle keeper must complete the ‘export’ section of the vehicle registration certificate (V5C) and return it to the DVLA. The vehicle record will then be amended to show that the vehicle has been permanently exported. The remaining part of the V5C will need to be retained and provided to the relevant vehicle registration authority as required.</p><p> </p><p>The keeper of a vehicle which is registered in the UK and is significantly restored or rebuilt should notify the DVLA. An inspection of the vehicle or other evidence may be required to ensure the vehicle register is updated where necessary.</p>

star this property answer text <p>The Government’s view is that the wreck is in a relatively stable condition. It is however considered prudent to take sensible steps to mitigate the risk. As part of our ongoing assessment of the wreck and long-term management of the risk, a decision has been taken to explore the potential to reduce the height of the masts. The Ministry of Defence is managing that project on behalf of the Department for Transport.</p><p> </p><p>Whilst the condition of the masts is not believed to have seriously deteriorated over time, the decision to explore reducing the height of the masts was informed by the regular surveys conducted by the Maritime &amp; Coastguard Agency.
