star this property answer text <p>The Government has introduced mandatory pre-departure testing for international travellers to England from outside the Common Travel Area. Persons arriving in England from 04:00 on Monday 18 January must comply with the new requirement.</p><p> </p><p>Travellers must take a test no more than 3 days prior to departure to England, and will only be permitted to travel if they have proof of a negative result. This action helps to protect fellow travellers from the risk of transmission of Coronavirus during travel itself.</p><p> </p><p>All other border measures, such as completing the passenger locator form and the requirement to self-isolate for 10 days on arrival (or 5 days with test to release), remain in place, and must be adhered to regardless of the pre-departure test result.</p> more like this

star this property answer text <p>We have been extensively engaging with industry at both ministerial and official level since the beginning of the year. During these meetings we have been clear that the volume delays and late notice cancellations are unacceptable, and airlines must have realistic schedules they can deliver.</p><p> </p><p>On 30 June, the Secretary of State announced 22 measures the Government is taking to support the aviation industry, including: to help recruit and train staff; ensure the delivery of a realistic summer schedule through a slots amnesty; minimise disruption; and support passengers when delays and cancellations are unavoidable. We are now clear that industry needs to manage their operations effectively.</p><p> </p><p>The Aviation Minister is also chairing a Strategic Risk Group which meets weekly to bring together senior executives from across the sector to highlight issues, assess mitigations, and encourage collaborative working.</p> more like this

star this property answer text <p>The Low Carbon Fuel Strategy, which the Department intends to publish later this year, will set out possible scenarios for the deployment of low carbon fuels across transport sectors out to 2050.</p><p> </p><p>The Government supports the production of low carbon fuels through the Renewable Transport Fuel Obligation (RTFO) and published a cost benefit analysis for the RTFO in 2021, but it has not undertaken a formal assessment of the impact of cost of different fuel types or the level of usage for logistics businesses.</p><p> </p><p>The Department recognises the opportunities for using higher blend renewable fuels, including drop in fuels, in maximising greenhouse gas savings when used in existing vehicles. As set out in the Transport Decarbonisation Plan, the Department is exploring potential measures to remove market barriers for use in the logistics sector.</p> more like this

star this property answer text <p>The Civil Aviation Authority (CAA) is working with UK airlines to understand their plans for the storage of aircraft due to the COVID-19 pandemic. Airlines have provided to the CAA their plans to maintain aircraft whilst in storage to ensure compliance with the regulations on continuing airworthiness. The CAA will check UK airlines continue to comply with these regulations as the aircraft return to service. The CAA will also continue to audit aircraft registered in other states to check that they are in compliance with the international standards contained in the Chicago Convention through the Safety Assessment of Foreign Aircraft (SAFA) programme.</p> more like this

star this property answer text <p>Decisions on the list of countries that are exempt from self-isolation requirements have been guided by the science.</p><p> </p><p>The Joint Biosecurity Centre, in close consultation with Public Health England and the Chief Medical Officer, has developed an approach to assessing the public health risk associated with inbound travel from specific countries and territories. This categorisation has informed the government’s decisions about relaxation of border measures.</p><p> </p><p>The categorisation has been informed by an estimate of the proportion of the population that is currently infectious in each country, virus incidence rates, trends in incidence and deaths, transmission status and international epidemic intelligence as well as information on a country’s testing capacity and an assessment of the quality of the data available.</p><p> </p><p>The government will keep the requirements and exemptions set out in the regulations under review.</p><p> </p> more like this

star this property answer text <p>The Government recognises the benefits that night flights bring to the economy, through connectivity and the movement of time-critical freight. We also recognise that aviation night noise can disturb people’s sleep - with the potential for health impacts.</p><p> </p><p>To strike a balance between the benefits and detriments, the Government sets restrictions on night flights at Gatwick, Heathrow and Stansted airports, and local planning authorities set restrictions at other airports.</p><p> </p><p>For the airports where restrictions are set by Government, the Government regularly consults on appropriate restrictions to find this balance. The most recent related consultation closed in early May, and we will consult on future proposals towards the end of this year. The Government is aware that the aviation industry has in the past sponsored research to assess the economic impact of night flying in the UK. Through these consultations, it is incumbent on the aviation industry to continue to develop the evidence base and demonstrate the value that night operations bring to the UK economy.</p><p> </p>

star this property answer text <p>Sustainable aviation fuel (SAF) will have a key role in driving down carbon emissions in the UK aviation sector and the Government is fully committed to accelerating its development. The UK Government’s SAF programme is already one of the most comprehensive in the world. This includes £62m of previous funding made available to support the early development of SAF revenue support under the Renewable Transport Fuel Obligation, and the development of a SAF clearing house for fuel testing and certification. On top of this, last year the Government announced a £400m partnership with Breakthrough Energy Catalyst, which will allow SAF projects to apply for further capital funding.</p><p> </p><p>Last week the Government announced that it will introduce a SAF mandate. By prescribing mandatory SAF use, we will generate secure and growing UK SAF demand. The SAF mandate will require at least 10% (c1.5bn litres) of fuel to be made from sustainable sources from 2030.</p><p> </p><p>Alongside this announcement, the Government launched the £165 million Advanced Fuels Fund to drive our new commitment to have at least five commercial SAF plants under construction in the UK by 2025. Building on the success of the previous competitions, the grant funding will support projects looking to develop large scale advanced fuel production facilities in the UK.</p><p> </p><p>The Government also continues to work in partnership with industry and investors to build long term supply. We’re actively looking at how to create the long-term conditions for investable projects in the UK, by demonstrating technology that works at scale, ensuring demand via the mandate, looking at an overarching strategy for sustainable feedstocks and sources and considering what further measures might be needed, from both industry and government.</p>

star this property answer text <p>The UK has an allocation of up to 1668 annual and 5040 short-term ECMT permits available for 2021.</p><p> </p><p>It is not the Government’s intention to rely solely on ECMT permits for market access.</p><p> </p><p>ECMT permits would only ever be used to supplement wider market access arrangements, either under an EU-wide agreement or a series of bilateral agreements with EU Member States.</p><p> </p><p>An application window for ECMT permits was open from 2 November 2020 until 20 November 2020. Permits have not yet been allocated; we will take account of the latest negotiations before doing so.</p> more like this

star this property answer text <p>I am aware the international rail sector, as with other sectors, continues to face significant challenges in terms of passenger demand.</p><p> </p><p>Ministers and officials, working with other Government Departments, have engaged very regularly with Eurostar since March 2020 in relation to their financial situation. This has included supporting the company to access support schemes, where eligible and appropriate, as part of the unprecedented package of financial support for businesses that has been made available by the Chancellor.</p><p> </p><p>As is the case with businesses in other sectors, officials continue to engage very closely with Eurostar as we support the safe restart and recovery of international travel.</p> more like this

star this property answer text <p>The Office of Financial Sanctions Implementation (OFSI) undertakes an annual review of frozen assets in the UK, requiring all persons or institutions that hold or control frozen assets in the UK to report to OFSI. As stated in OFSI’s most recent Annual Review published in December 2023, as of September 30<sup>th</sup> 2022 £21.6 billion in frozen funds were reported to OFSI. This figure is provided in aggregate so as not to disclose the value of any funds held by particular individuals.
