This represents 96% of the Department’s International Climate Finance programmes, covering 99% of BEIS International Climate Finance expenditure from 2010/11 to the end of 2017/18.</p><p> </p><p>At present BEIS does not publish detail of its research and innovation (R&amp;I) spend on the Development Tracker website. However, much of the detail is published on the Gateway to Research website, which is run by UK Research and Innovation. 	answer	answer is ministerial correction date of answer 11/12/2018 answer text <p>BEIS accepted recommendation 3 of the Independent Commission for Aid Impact’s (ICAI) report and is taking action accordingly to enhance assessment of the performance of the Global Challenges Research Fund (GCRF).</p><p> </p><p>We have commissioned an evaluation of the GCRF by the independent contractor ITAD, the first stage of which established a clear Theory of Change. This is a commitment to underwrite Horizon 2020 funding for all successful UK bids submitted before Exit in the event of ‘no deal’.</p><p> </p><p>In a no deal scenario, the UK would become a third country participant in Horizon 2020 after the UK leaves the EU. As a third country, UK researchers and businesses would, from the date of exit, be able to apply to and participate in all Horizon 2020 calls open to third country participants from the date of exit. Third country participation is a well-established part of Horizon 2020 – entities from third countries currently participate in and lead consortia in a wide range of collaborative programmes.</p><p> </p><p>The Government announced an extension to the guarantee in July 2018 to cover successful UK bids to calls open to third country participation. The latest OECD international comparison of R&amp;D expenditure ranked the UK 10th among EU nations in 2016. The latest OECD international comparison of R&amp;D expenditure ranked the UK 10th among EU nations in 2016. This includes access to funding for UK researchers from the European Research Council (ERC) and the Marie Sklodowska-Curie Actions (MSCA).</p><p> </p><p>In the event of a ‘no deal’ scenario, the Government has committed to underwrite all successful UK bids submitted to Horizon 2020 before EU exit, including ERC and MSCA funded projects. Through the extension to the guarantee, the Government has also committed to fund all UK participants’ funding in all Horizon 2020 calls open to third country participants from the date of exit. This would cover the lifetime of projects, even if they last beyond 2020.</p><p> </p><p>We are very conscious, though, that third country participation is not possible for nearly all ERC and some MSCA grants. The Government is considering what other measures may be necessary to support UK research and innovation in the event that the guarantee and the extension are required. 	answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>As stated in the ‘Framework for the UK-EU partnership in Science, Research and Innovation’ and ‘The Future Relationship between the United Kingdom and the European Union’, the UK has outlined its ambition to continue to host and support European Research Infrastructures. Furthermore, there is a shared commitment between the UK and the EU to explore UK participation in European Research Infrastructure Consortia (ERICs) as stated in the Political Declaration on our future relationship.</p><p> </p><p>Any country in the world can be a member of an ERIC. However, to be a member, the UK would have to comply with certain membership requirements laid out in EU Council Regulation (EC) No 723/2009 (amended by Council Regulation EU No 1261/2013) – hereinafter referred to as the ‘ERIC Regulation’ - the framework under which these separate legal bodies are formed. As such, details of our continued participation are subject to negotiations with the European Commission.</p><p> </p><p>Should membership not be possible, BEIS and delegated responsible authorities, are working with each individual ERIC to explore the potential alternatives for continued UK participation.</p><p> </p><p>In order to host the statutory seat of an ERIC, a country must either be an EU Member State, or an associated country under the ERIC Regulation. If the UK leaves the EU without a deal in March 2019, we will no longer be able to host the statutory seat of the European Social Survey ERIC or the Integrated Structural Biology ERIC without further agreement of the European Commission. To this end, the Government has committed to underwrite funding for all successful competitive UK bids submitted to Horizon 2020 before exit. In July 2018 this guarantee was extended to cover all successful competitive UK bids to Horizon 2020 calls open to third country participation from point of exit until the end of 2020. Both the guarantee and extension will apply for the lifetime of qualifying projects.</p><p>In a no deal scenario the UK would become a third country participant in Horizon 2020 after exit day. Third country participation is a well-established part of Horizon 2020 - entities from third countries currently participate in and lead consortia in a wide range of collaborative programmes. However, third country participation does not extend to the majority of the European Research Council (ERC) grants or some parts of the Marie Skłodowska-Curie Actions (MSCA).
