	answer	answer is ministerial correction date of answer 30/04/2024 answer text <p>To prevent potholes and other defects from forming in the first place, well-planned maintenance is vital, which is why the Department advocates a risk-based, whole life-cycle asset management approach to all aspects of the local highway network. There are various key bits of guidance that the Department recommends to local highway authorities, including a 2016 Code of Practice on Well Managed Highway Infrastructure, produced by the UK Roads Leadership Group and available via the website of the Chartered Institute for Highways and Transportation.</p><p>Other guidance includes the 2019 “Potholes: a repair guide” on which the Department worked with the Association of Directors, for Environment, Economy, Planning and Transport (ADEPT), and which is on the ADEPT website. This recommends that local highway authorities should wherever possible make permanent rather than temporary repairs, with temporary repairs only appropriate in emergency circumstances or where safety cannot be managed using alternative approaches.</p><p> </p><p>To help local highway authorities to understand the impacts of the changing climate on local highway networks, the Department has published on gov.uk an independent report on the lessons learned from extreme weather-related emergencies over the period 2015 to 2020.</p><p> </p> answering member constituency Hexham answering member printed Guy Opperman question first answered 30/04/2024 10:56:08 answering member 4142 label Biography information for Guy Opperman

	answer	answer is ministerial correction date of answer 24/04/2024 answer text <p>Under the 1980 Highway Act, it is the responsibility of the local highway authority, such as the City of York Council, to maintain and manage the highway network they are responsible for. The Government provides highway maintenance and other funding to local authorities but does not collect data on how much each one spends on repairing potholes: this is a matter for each local highway authority.</p><p> </p><p>In 2023/24, the Government provided the City of York Council with £3.69 million of capital funding for local highway maintenance. This represents an increase of around 30% compared to the previous year, made possible in part by reallocating funding that would otherwise have been spent on the HS2 programme.</p><p> </p><p>The Department annually collects and publishes statistics on gov.uk that detail the condition and maintenance of the highways in England. 	answer	answer is ministerial correction date of answer 24/04/2024 answer text <p>Under the 1980 Highway Act, it is the responsibility of the local highway authority, such as the City of York Council, to maintain and manage the highway network it is responsible for.</p><p> </p><p>The Government allocates funding to local highways authorities so they can most effectively spend this funding on maintaining and improving their respective network, based upon their local knowledge, circumstances and priorities. It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. In 2023/24, the Department for Transport provided £1.3 billion of Highway Maintenance Block capital funding to local highway authorities in England outside London and the Mayoral Combined Authority areas, of which the City of York Council received £3.699 million. 	answer	answer is ministerial correction date of answer 23/04/2024 answer text <p>Under the 1980 Highways Act, local highway authorities, such as Warwickshire County Council, are responsible for maintaining and managing the local highway network within their area.</p><p> </p><p>For the 2024/25 financial year, the Government is providing Warwickshire County Council with over £18.2 million for highway maintenance. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. 	answer	answer is ministerial correction date of answer 28/03/2024 answer text <p>The Department is providing an unprecedented £8.3 billion of additional funding over this year and the next decade to local highways authorities in England to enable them to transform the condition of their local roads. £150 million of this has already been allocated in 2023/24 with a further £150 million to follow in 2024/25. All of this has been made possible by reallocating funds that would have otherwise been spent on the HS2 programme.</p><p> </p><p>The Romford constituency is in the London Borough of Havering, which will receive a minimum of £10.4 million of additional funding over the 11-year period. £333,000 of that has been allocated in 2023/24 with a further £333,000 to follow in 2024/25.
