star this property answer text <p>I refer my noble Lord to my answer of 6 July (HL794) in the assessment made by Highways Agency, now Highways England, in relation to motorways and trunk roads.</p><p> </p><p> </p><p> </p><p>The Department for Transport published road condition statistics in March 2015 based upon data reported by local highway authorities. These suggest that principal ‘A’ roads in England under the responsibility of local highway authorities are starting to show an improvement in condition. It is noteworthy that funding allocated to local highway authorities for local highways maintenance in the 2010-2015 Parliament was £1billion more than in the 2005 to 2010 Parliament. The Department for Transport also set out in December 2014 how it is allocating funding of just under £6 billion to local authorities in England, outside London, for highways maintenance between 2015 and 2021. This represents an increase of around 5% compared to the previous six year period.</p><p> </p> more like this

star this property answer text <p>In addition to the provision of over £5.5 billion of highways maintenance capital funding for local highways authorities in England over this Parliament, the Department works with all local highway authorities in England along with National Highways to assess road surface condition on a national level. This information is presented annually in “Road conditions in England to March 2022” published on GOV.UK. It includes surface condition, skidding resistance and highway maintenance treatments and expenditure.</p><p> </p><p>The Department is also working with the British Standards Institute and the Transport Research Laboratory to develop a new standard for assessing road condition. This will help authorities identify, assess, and deal with road defects, including potholes, and help drive innovation within the road monitoring sector.</p> more like this

star this property answer text <p>The Department for Transport (DfT) allocates capital funding to local highways authorities under Section 31 of the Local Government Act 2003 (“the Act”) so that they can most effectively spend this funding on maintaining and improving their respective networks, based upon their local knowledge, circumstances, and priorities.</p><p> </p><p>Section 31 grant funding is not ringfenced as set out in the Act; it is up to the highway authority how to spend this funding to fulfil its statutory duty under Section 41 of the Highways Act 1980. Local decision makers are democratically accountable for the decisions they take.</p><p> </p><p>DfT strongly encourages authorities to spend their allocations on highways maintenance activities and advocates a risk-based whole lifecycle asset management approach to local authority highways maintenance programmes. This considers all parts of the highway network, such as gulleys, bridges, cycleways, and lighting columns – and not just the fixing of potholes.</p><p> </p>

star this property answer text <p>In Scotland, Wales, and Northern Ireland responsibility for maintaining the highway rests with the respective devolved administration.</p><p> </p><p>In England, local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the public highway network in their area.</p><p> </p><p>In addition to the capital highways maintenance funding provided by Government, the Department works with the highways sector to produce guidance and best practice and encourages good practice in local highways asset management. The Department endorses the UK Roads Leadership Group’s <em>‘Well Managed Highway Infrastructure: A Code of Practice’</em>. This provides guidance for highway authorities to consider when managing and maintaining the highways infrastructure assets for which they are responsible.</p><p> </p><p>In addition, the Government commissioned <em>‘Potholes: a repair guide’</em>, published by the Association of Directors of Environment, Economy, Planning and Transport (ADEPT) in March 2019.</p><p> </p><p>In the 2022 Autumn Statement, the Chancellor confirmed the three-year settlement announced at Spending Review 2021: approximately £915 million capital funding per year for local highways maintenance for local highway authorities across England outside of London and the mayoral combined authorities who are in receipt of the City Region Sustainable Transport Settlements (CRSTS).</p><p> </p><p> </p><p> </p><p> </p><p>In addition, at Budget 2023 the Chancellor announced an extra £200 million for highways maintenance for the 2023/24 financial year.</p><p> </p>

star this property answer text <p>The Government is providing local highway authorities with a three-year funding settlement for local highway maintenance amounting to approximately £915 million of capital funding per year. This funding covers the financial years 2022/23 to 2024/25 and is for local highway authorities across England outside of London and the Mayoral Combined Authorities which receive separate funding.</p><p> </p><p>In addition to this settlement, at Budget 2023 the Chancellor announced an extra £200 million for highways maintenance for the 2023/24 financial year.</p><p> </p><p>Mayoral Combined Authorities are receiving City Region Sustainable Transport Settlements amounting to £5.7 billion over five years, which includes funding for maintenance for their local highway networks.</p> more like this

On the local road network local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the highways network in their area.</p><p> </p><p>Whilst the Government does not intervene in local highway maintenance decisions, we are providing over £2.7 billion funding for local highways maintenance for local authorities outside of London and City Region areas over the next three years.</p><p> </p><p>The Department for Transport encourages good practice in local highway maintenance for all local highway authorities and endorses the UK Roads Liaison Group’s Code of Practice on Well Managed Highway Infrastructure.</p><p> </p> more like this

star this property answer text <p>Potholes are a menace to all road users and the Government is taking the steps to help local highway authorities improve the condition of the roads for which they are responsible, including tackling potholes.</p><p> </p><p>Accordingly, the Government is providing £296 million between 2016 and 2021 to local highway authorities in England, outside London, to help repair potholes and stop them forming.</p><p> </p><p>This funding is in addition to just under £6 billion which the Government is providing to local highway authorities for local highway maintenance in England, outside London between 2015 and 2021.</p><p> </p><p>The Department for Transport announced in January 2017 that it is undertaking an innovative trial on the way potholes are identified and managed, working in partnership with Thurrock, York and Wiltshire councils and two private sector SMEs, Soenecs and Gaist. This trial allows high-definition cameras to be mounted to refuse collection vehicles and by deploying innovative intelligent software will identify road surface problems before they become potholes. The trial recently won an award for the best use of new technology in the highways sector.</p><p> </p><p>The Government also announced in March 2018 that it is investing more than £900,000 in innovations using connected vehicles to help councils more efficiently manage and plan maintenance works.</p><p>These trials will ultimately help provide councils with data to enable them to repair potholes before they occur as well as maintain their other assets more effectively as part of their asset management plans. This will help prevent further potholes and other road defects occurring over time.</p><p> </p><p>The Department for Transport is also providing funding to the Association of Directors of Environment, Economy, Planning and Transport (ADEPT) to work on technological and innovative improvements to future-proof the local road network.</p>

A data refresh will take place in consultation with local highway authorities in 2018.</p><p> </p><p>The Department for Transport published its latest assessment, Road Conditions in England in March 2017. This assessment shows that local classified roads are improving, with fewer local roads needing to be considered for maintenance.</p><p> </p><p>The Department is making available over £6 billion to local highway authorities in England, outside London, between 2015 and 2021 for local highways maintenance. star this property answer text <p>Local authorities are responsible for around 97.5% of all roads, by length, in England. The Department for Transport has made no assessment of the £12 billion estimate made by the Local Government Association. However, the report “Fixing the foundations: Creating a more prosperous nation” published by HM Treasury in July 2015 included an estimate of the backlog of maintenance works on the local road network, at that time was between £4.3 billion and £8.6 billion.</p><p> </p><p>The Department for Transport is providing over £6 billion to local highway authorities between 2015 and 2021, and the Official Statistics published in January 2018 on road condition show that our investment is making a difference. ‘A’ roads and ‘B’ and ‘C’ roads combined have seen a gradual improvement (i.e. fewer roads should have been considered for maintenance) in the last five years.</p> more like this
