Ministers have met the Local Government Association to discuss a range of issues including highways maintenance.</p><p>The responsibility for local highways maintenance in London, including repairing potholes, is a devolved matter and therefore falls to Transport for London and the London Boroughs. For the Strategic Road Network, motorways and major A roads, that is Highways England. The rest of the network is managed by local highway authorities. It is for local highway authorities to decide whether to carry out additional maintenance, based on local needs and priorities.</p><p> </p><p>In April 2020 I wrote to the local highways maintenance sector, with advice on continuing with their highways maintenance works and thanking them for their efforts. This information is presented annually in “Road conditions in England to March 2022” published on GOV.UK. It includes surface condition, skidding resistance and highway maintenance treatments and expenditure.</p><p> </p><p>The Department is also working with the British Standards Institute and the Transport Research Laboratory to develop a new standard for assessing road condition. 	answer	answer is ministerial correction date of answer 25/04/2023 answer text <p>The Government is investing more than £5.5 billion between 2020 and 2025 into local highways maintenance, which is enough to fill millions of potholes, repair dozens of bridges, and resurface roads up and down the country. It is up to local authorities to determine how best to spend this funding, based on local needs and priorities. Well-planned maintenance to prevent potholes and other defects from forming in the first place is vital, and the Department has worked with groups including the UK Roads Leadership Group and the Association of Directors, for Environment, Economy, Planning and Transport (ADEPT) to raise standards and encourage good practice in highway maintenance.</p><p> </p><p>In 2019, Government provided £22.9 million into the ADEPT Live Labs programme, empowering local authorities to drive innovation, use new materials, and create new techniques for highways that can be deployed throughout the country’s local road network. This research programme concluded in June 2022.</p><p> </p><p> </p><p>Based on the success of this previous programme, Government is now supporting a second round of Live Labs (‘Live Labs 2’). The Government has provided £30 million for seven carbon and climate change-related projects working across four interconnected thematic areas including a UK centre of excellence for materials. This funding includes a Pothole Action Fund, which totals £296 million between 2016 and 2021 to allow authorities to repair potholes or stop them forming in the first place.</p><p> </p><p>The Department for Transport announced in January 2017 that it is undertaking an innovative trial on the way potholes are identified and managed, working in partnership with Thurrock, York and Wiltshire councils and two private sector SMEs, Soenecs and Gaist. This trial allows high-definition cameras to be mounted to refuse collection vehicles and by deploying innovative intelligent software will identify road surface problems before they become potholes. The trial recently won an award for the best use of new technology in the highways sector.</p><p> </p><p>The Government also announced in March 2018 that it is investing more than £900,000 in innovations using connected vehicles to help councils more efficiently manage and plan maintenance works. These trials will ultimately help provide councils with data to enable them to repair potholes before they occur as well as maintain their other assets more effectively as part of their asset management plans.
