In 2017, this figure was 1,370 but in the same year we saw a drop in placements of that type which ended due to “other” reasons. Feedback from local authorities has identified improved recording of the reasons for placement changes so that more placements are coded under their correct reason rather than “other”. As set out in Volume 2 of the Children Act 1989 Guidance, an effective placement plan will provide the carer with essential information about the child, including their emotional and educational needs, how these may affect the child’s daily routine and strategies for responding to them. 	answer	answer is ministerial correction date of answer 23/04/2018 answer text <p>Information on the number of missing incidents of looked after children in children’s homes by the location of the placement is shown in the attached table.</p><p>These statistics are experimental statistics based on data collected for the first time in 2015 and should be treated with caution as local councils’ recording of this information is improving over time. The figures are therefore not comparable between years and any assessment of trends should take this into account. 	answer	answer is ministerial correction date of answer 02/05/2018 answer text <p>The statutory framework around care planning makes clear that local authorities (LAs) should take into account a child’s wishes before making decisions affecting them and their care. This is set out in section 22 of the Children Act 1989.</p><p> </p><p>In addition, the corporate parenting principles, introduced through the Children and Social Work Act 2017, specifically require LAs to encourage children and young people to express their views, wishes and feelings; and that the LA acts upon these. The accompanying statutory guidance, published in February 2018, highlights the importance of understanding and acting on the views of all looked-after children, including those with disabilities, special educational needs and other barriers to participation. The guidance also sets out a number of examples of how LAs can involve children, including vulnerable children, in decision-making on their care.
