star this property answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. The outcome we want by 2028 is for an enhanced collection across Government to better build an evidence base to identify and address the needs of veterans.</p>

As at 2017, there were an estimated 2.4 million UK Armed Forces veterans residing in households across Great Britain.</p><p> </p><p>The sample size of the Annual Population Survey is statistically too small to produce veteran estimates at geographical locations below county level.</p><p> </p><p>However, the Department does hold information on UK Armed Forces veterans in each local authority who are in receipt of an Armed Forces occupational pension, a disablement pension under the War Pensions Scheme or compensation under the Armed Forces Compensation Scheme. star this property answer text The Strategy for our Veterans and the complementary UK Government Consultation Paper were published on 14 November and debated in both Houses on 15 November. The Consultation Paper seeks public views to inform how the Government will implement the strategy. The Scottish and Welsh Governments have made separate consultation arrangements for areas that are devolved. Following conclusion of these consultations, implementation plans will be developed by each relevant service provider, along with individual costings which will fall across Government. Once implementation options have been agreed, the resource required to implement the Strategy for our Veterans will be agreed between Ministerial Covenant and Veterans Board members, which includes the Chief Secretary to the Treasury. more like this

star this property answer text <p>The Ministry of Defence is committed to providing high quality services to our veterans and their families and we are continually looking for ways to improve these services. The Future Service Delivery Contract (FSDC) competition was launched on 6 April 2018 to re-compete the currently outsourced contract for the delivery of military pay, pensions and administration of personnel records which expires in November 2019.</p><p>Included in the scope of the project is the market testing of some areas that are not currently outsourced, including some elements of veterans services; the Armed Forces Compensation Schemes and the War Pensions Schemes (and their associated support services). Their inclusion for market testing in no way indicates that the outcome will be the addition of these services to the already outsourced contract. However, we owe it to taxpayers and our serving military and veterans to explore whether the market can deliver increased value for money and more up to date digital enhancements to improve the efficiency and quality of the services. We also need to be sure that the current in-house delivery is still providing the best value and quality for Defence.</p><p>The FSDC Project has regularly engaged with Trades Unions and stakeholders across Defence. Formal TU Consultation will take place at the appropriate time, should the market testing show that an external provider could provide better value for money.</p>

star this property answer text <p>The Ministry of Defence's (MOD) resettlement provision is designed to help personnel leaving the Armed Forces prepare to make a successful transition to civilian employment, or achieve the wider vocational outcome they seek. The provision entitles all Service Leavers to access Career Transition Partnership (CTP) Services which teaches our highly talented Service Leavers how to articulate their transferable skills.</p><p>CTP provides guidance to Service Leavers in their transition from military to civilian life through a range of career and employment support services including skills development workshops, seminars, resettlement training advice, vocational training courses, career consultancy, one-to-one sessions and job finding support.</p><p>In 2016-17, the MOD offered resettlement support to the 14,982 Service Leavers departing the UK Armed Forces and around 82% of those who used CTP services were in full-time employment six months after discharge. Over the last 20 years, CTP has supported over a quarter of a million Service Leavers, including those who left Regular Service, those who were medically discharged and those who were made redundant during four redundancy tranches.</p>

However, information is held by constituency on the cohort of veterans awarded compensation under the War Pension Scheme (WPS) and the Armed Forces Compensation Scheme (AFCS). As at 31 March 2018, there were 348 veterans in receipt of a disablement pension under the WPS, and 29 veterans who received compensation under the AFCS residing in the Easington Constituency.</p>

star this property answer text <p>The Government's Veterans Strategy champions the changing needs of the ex-Service community. Although the initiative is overseen by the Ministry of Defence (MOD), a task force consisting of Ministers from HM Treasury, the Department of Health and Social Care (DHSC), the Department for Education and the Ministry of Housing, Communities and Local Government (MHCLG) will help support and implement the strategy.</p><p>The strategy will build on the Armed Forces Covenant to show that our commitment to our Service personnel lasts long after they have left the Armed Forces.</p><p>The MOD continues to engage with a wide variety of agencies who assist in homelessness and rough sleeping for veterans. Under the Armed Forces Covenant veterans and disabled personnel already have high priority access to social housing, including a five-year exemption for veterans after they have left the Services from proving a local connection to qualify for social housing.</p><p>The MOD will be covered by the new MHCLG led statutory requirement scheduled to come into effect this autumn to refer those Service personnel at risk of homelessness when they leave the Armed Forces to the relevant local authority.</p><p>It is the National Health Service in England and the Devolved Administrations that has the lead for the provision of healthcare, including mental healthcare, for veterans and we work with DHSC and the NHS to ensure a smooth transition for those Service personnel being discharged with mental health problems.</p><p>Support and assistance is available for veterans, including those with personal crises, from MOD's Veterans UK free helpline (0808 1914 2 18), Veterans UK Veterans Welfare Service and the Veterans' Gateway.</p>
