star this property answer text <p>From 1 April 2023, a new integrated Op COURAGE service has been operational. This new service has brought together the three previously separate mental health services for veterans into a single service, to make it easier for veterans to access the support they need, when they need it. Between April 2023 and December 2023, there were 5,084 referrals into Op COURAGE.</p><p> </p><p>Veterans can also choose to use Talking Therapies and other National Health Service mental health services, commissioned by NHS England. Between April 2023 and December 2023, there were 14,595 veteran referrals into Talking Therapies services.</p> more like this

star this property answer text <p>NHS England has several bespoke services and initiatives to meet the needs of our Armed Forces community including Op COURAGE, the Veterans Mental Health, and Wellbeing Service, which provides a comprehensive mental health care pathway for veterans.</p><p>NHS England commissioned Op COURAGE in April 2023 which is the integrated veterans’ mental health and wellbeing service, replacing the previously three separate services of Transition, Intervention and Liaison Service, the Complex Treatment Service, and the High Intensity Service. Access to Op COURAGE is via referral or by direct contact from veterans. The integrated Op COURAGE service has received over 3,500 referrals since it started in April 2023.</p><p>The Government is providing an additional £10 million to support the Veterans’ Places, People and Pathways Programme to increase support to a significant community of vulnerable veterans throughout the United Kingdom and enable it to become self-sustaining.</p> more like this

star this property answer text <p>All members of the Armed Forces Community, including veterans’ families, can access mainstream mental health support services in the National Health Service. The Government is investing at least an additional £2.3 billion a year, as part of the NHS Long Term Plan, in expanding and transforming NHS mental health services by 2023/24. This will allow an extra two million people to get the NHS-funded mental health support they need.</p><p>In addition, NHS England has commissioned eight Op COMMUNITY pilots within NHS integrated care systems to provide a single point of contact based in local integrated care systems for Armed Forces community families and help support those who have recently moved into the area and need to transfer their care. This includes support to access mental health services.</p> more like this

star this property answer text <p>The Armed Forces Covenant Fund Trust is responsible for administering the HM Treasury funded Veterans' Mental Health and Wellbeing Fund. The Veterans' Places, Pathways and People (VPPP) programme is funded through the Veterans' Mental Health and Wellbeing Fund.</p><p>The Fund awarded £9 million to 14 major projects through the VPPP programme. This programme supported projects to encourage the development of safe, welcoming places for veterans to go in their local area, support for the people (staff and volunteers in organisations that support veterans) to be able to have access to good quality training, and to connect veterans into wider pathways, including for mental health support and treatment.</p><p>The VPPP strategic leads are delivering significant projects. These grants are due to conclude in March 2024; and will complete formal end of grant monitoring processes. All the grants are currently being monitored against agreed delivery plans. Additionally, the Trust is undertaking an evaluation into the VPPP programme as a whole.</p>

star this property answer text <p>This government will continue to prioritise supporting veterans with their mental health needs. There is a range of statutory support for veterans across the UK, including the bespoke mental health service for veterans in England: Op COURAGE.</p><p>Charities continue to play a vital role in helping veterans with their mental health, and I pay tribute to them for all they do. The Government provided £20m in 2021 to the Armed Forces Covenant Fund Trust to support Service charities comprising the £10m annual allocation plus extra £10m announced in the 2021 Budget. In addition, we provided £5m through the Afghanistan Veterans’ Fund. These funds included provision for initiatives to improve capacity in mental health and wellbeing provision, and suicide prevention.</p><p> </p><p> </p> more like this

star this property answer text <p>It is mandatory for all Armed Forces personnel to have a Structured Mental Health Assessment at their discharge medical examination. This will highlight any unknown mental health needs and enable signposting and referral where necessary. This may be to NHS services such as OP COURAGE which provides a complete mental healthcare pathway for service leavers in England with similar services in other parts of the UK or to a MOD Department of Community Mental Health, where an individual can access mental healthcare for six months following their discharge.</p><p>More broadly, all Armed Forces personnel who are unable to undertake normal duties, (including those wounded, injured or sick) will enter the Defence Recovery Capability. Each of the Armed Forces has a Recovery Pathway that optimises an individual's recovery or transition to civilian life. This is underpinned by an Individual Recovery Plan. Factors within the Plan are assessed using the HARDFACTS criteria: Health, Accommodation, Relocation, Drugs/Alcohol/Stress, Finance, Attitude, Children and Family, Training, Resettlement, Employment and Support Agencies. Consequently, any Service person in a Recovery Pathway will receive an ongoing holistic assessment by their Personal Recovery Officer, regardless of whether the individual is medically discharged or leaves Service by another mechanism.</p><p>The Veterans Welfare Service and Defence Transition Service are both components of Veterans UK. These services deliver additional support to Service leavers with enduring welfare needs and those vulnerable personnel on a casework model following discharge.</p>

star this property answer text <p>The Ministry of Defence (MOD) does not recognise the term 'military sexual trauma', nor the associated term 'military sexual assault'. I refer the Hon. Member to the answer I gave to UIN 15331 on 17 June 2022 to the Hon. Member for Barnsley East (Ms Peacock): https://questions-statements.parliament.uk/written-questions/detail/2022-06-09/15331</p><p>For Serving Personnel, the MOD has made it absolutely clear there is no place for unacceptable behaviour in the Armed Forces. On 30 March 2022 the MOD published a Zero-Tolerance to Sexual Offending policy, which is one of a range of measures intended to tackle unacceptable sexual behaviour in the Armed Forces. It is intended to improve the career experiences of serving personnel, providing clearer, tri-Service, direction to those in a position to prevent and address instances of sexual offending. It also introduced mandatory discharge from the Armed Forces for anyone convicted of a sexual offence, this includes anyone subject to notification requirements as set out in Part 2 of the Sexual Offences Act (SOA) 2003 (more widely recognised as the Sex Offenders Register): https://www.gov.uk/government/news/defence-publishes-its-zero-tolerance-approach-to-sexual-offences</p><p>For veterans, their healthcare, including mental healthcare, is the responsibility of the NHS in England and the Devolved Administrations.</p>
