star this property answer text <p>The Ministry is committed to ensuring the justice system is supported by a range of quality language services that meet the needs of all those that require them.</p><p> </p><p>All our new language service contracts contain robust performance and charging provisions which are designed to ensure the value for money and affordability of the services provided by the department's suppliers. However, we have not felt it appropriate to set a target figure for cost savings for the provision of court interpreters, which is a demand-led service, given the importance we attach to the provision of such support to those who most need it.</p> more like this

star this property answer text <p>To ensure a high and consistent level of fulfilment across all geographical areas and in rare languages, thebigword have partnered with a number of subcontractors, namely: Global Language Services Limited, Cintra Translations Limited, Debonair Languages Ltd, Supreme Linguistic Services Ltd, Mango Spice Language Solutions, J-anne Interpreting and Translation Service Limited, Global Translation Services and Language River.</p><p> </p><p>Thebigword must ensure that its subcontracts contain obligations no less onerous on the sub-contractor than those imposed on them by the Ministry, including those relating to quality and performance standards. Thebigword are also responsible for carrying out audits to ensure subcontractor adherence to the contract service specification.</p><p> </p><p>All language professionals provided by thebigword, whether directly or via subcontractor, will be subject to ongoing quality assurance provided by The Language Shop. This includes a programme of 'spot checks' of interpreters undertaking assignments.</p>

star this property answer text <p>We have made clear that, outcomes for children in custody are not good enough. This is evident for all young offenders, including those who identify as Gypsy, Roma and Traveller (GRT).</p><p> </p><p>It is noteworthy, however, that in the 2015/16 ‘Children in Custody’ report that describes the number of GRT children in young offender institutions (YOI), that participation in education, work or vocational or skills training in custody is higher for those identifying as GRT in YOIs when compared to the rest of the cohort.</p><p> </p><p>In December we set out our response to Charlie Taylor’s review of the youth justice system and how we will improve outcomes for young people across the youth custodial estate. Measures include developing a new pre-apprenticeship pathway to ensure that all children and young people are in education, training or employment on their release, boosting the number of front line staff in YOIs and developing two ‘secure schools’ with a particular focus on education and health.</p><p> </p><p> </p><p>The Youth Justice Board (YJB) is keen in principle to move to the 18+1 ethnicity monitoring system from the 2011 Census and is examining the requirements and dependencies with existing IT systems and identifying the feasibility and indicative costs of moving to the revised classification system.</p>

star this property answer text <p>The Youth Justice Board (YJB) is planning to stipulate the future collection of ethnicity data based on the ‘18+1’ ethnicity categories used in the 2011 Census (which includes ‘Gypsy or Irish Traveller’ as a separate category) as part of its Annual Data Recording Guidance. This guidance will be issued to Local Authority Youth Offending Teams (YOTs) by the start of the new reporting year in April 2017. Once this guidance is issued, YOTs, the YJB and the secure estate will need to make changes to their various IT systems. This requires updating over 150 systems and the technical standards between them.</p><p> </p><p>The YJB estimate that the changes will be implemented by spring 2018. These changes will enable YOTs to report using 18+1 data on all young people receiving a new order, whether or not they were previously known to the YOT.</p><p> </p><p>We will consider dependencies with existing IT systems, both within the youth justice system and with other local IT systems, and identify the feasibility and indicative costs as part of this process.</p>

star this property answer text <p>We are committed to improving standards within the Youth Justice System so that we can not only punish crime effectively but also intervene earlier to help divert young people away from crime. That is why we set out our plans to reform the Youth Justice System in response to Charlie Taylor’s review last December, so that it is better equipped to help young people turn their lives around and play a constructive role in their communities.</p><p> </p><p>The safety and welfare of every young person in custody is our absolute priority and we are clear that more needs to be done to achieve this. We want custody to improve the life chances of children and young people in our care and to deliver improvements to education and health services within youth custody. That’s why we have created a new Youth Custody Service, with an Executive Director for the first time in the Department’s history – to make sure this vital area is given the priority and weight it deserves.</p><p> </p><p>We will continue to engage with key stakeholders and consider their recommendations as this work progresses.</p>

star this property answer text <p>The UK is committed to ensuring the EU Turkey deal is implemented in an effective and sustainable way. We believe it is going to make a genuine difference to managing the flows of migrants; preventing people from putting themselves in the hands of smugglers and from dying while attempting the crossing. The UK is working with our European partners to ensure that most migrants can be returned quickly, fairly and securely to Turkey. We have offered 75 expert personnel including staff to help with the processing and administration of migrants in Greek reception centres. This will help to ensure that vulnerable people, including children, are identified and can access asylum systems as quickly as possible, while other migrants will be returned to Turkey in accordance with the EU-Turkey deal. The first cohort of staff are due to arrive in Greece next week. The UK also continues to deploy three vessels in the Aegean assisting in Search &amp; Rescue missions, and a Royal Navy vessel operating as part of the NATO mission.</p>

They are also engaging directly with organisers of major ticketing events in an attempt to stop ticketing touts obtaining tickets on a large scale and proactively search for new websites set up to sell tickets which are in high demand. The City of London Police is also actively engaged with the Department for Business, Innovation and Skills in their review of secondary ticketing platforms.</p><p>All ticketing fraud reports received through Action Fraud, where viable lines of enquiry can be identified and links between cases can be seen, are disseminated by the National Fraud Intelligence Bureau to the local police force for investigation.</p> more like this

star this property answer text The Crown Prosecution Service (CPS) has successfully prosecuted 35 cases involving 54 defendants who have returned to the UK and are suspected of having fought in Syria and / or Iraq. It currently has 13 such ongoing prosecutions involving 30 defendants. The Public Prosecution Service Northern Ireland (PPSNI) is also dealing with one ongoing Syria-related prosecution. If there is evidence that people are going abroad to engage in terrorist activity, they can be arrested and prosecuted. They can also be arrested and prosecuted if they return to the UK. There are a wide range of offences that can be used to prosecute such individuals but each case has to be considered individually on its merits and whether an arrest or prosecution can take place will depend on the evidence available. If the police refer a case to the CPS, they consider whether the test in the Code for Crown Prosecutors is met. That is, whether there is sufficient evidence to provide a realistic prospect of conviction for any offence and, if so, whether it is in the public interest to prosecute.

star this property answer text <p>On 9 November 2015, the government announced a £1.3bn investment to reform and modernise the prison estate to make it more efficient, safer and focused on supporting prisoner rehabilitation. As part of this programme the Ministry of Justice will build new prison places while selling ageing, inefficient prisons to free up land for new homes.These new prisons will be designed to enable prisoners to engage with the educational and other rehabilitative services they need in order to turn their lives around and re-join their communities.</p><p> </p><p>We are in the process of finding sites for new prisons, looking at our own and other government departments’ land holdings, contacting Local Authorities and considering other available sites. No decisions have yet been made on the locations of the new prisons. At the time we indicate our intention to proceed with a site we will carry out a public engagement event in the local area, working with the local authority and others to progress the site through the planning permission process.</p><p> </p><p>Following a decision to close a prison and it subsequently being decommissioned the Ministry of Justice will prepare the site for disposal. The Ministry of Justice will work closely with the local authority and others, on future options for the site. Once a decision is made, the MoJ and its advisors will engage with the market and other stakeholders. No decisions have yet been made about prison sales.</p>

A detailed CPS/Police Joint National Rape Action Plan was published in June 2014 which identified a programme of training activity to deliver improvements in investigation and prosecution outcomes. This extensive programme, consisting of a range of face to face specialist training, is currently underway. The programme includes refresher training for all specialist prosecutors undertaking rape and serious sexual offence casework which will be delivered during 2016.</p> more like this

star this property answer text <p>Safety in prisons and young offender institutions is fundamental to the proper functioning of our justice system and addressing safety concerns is at the heart of our reform plans. We are committed to reforming youth custody so that it is safer for both young people and staff and better equipped to help young people turn their lives around.</p><p> </p><p>Her Majesty's Chief Inspector of Prisons' inspection took place from 23 January to 3 February 2017. The findings highlighted a need for improvement in the youth custodial estate and we are continuing to take robust action to address the issues identified. At Feltham A, which holds boys aged 15 to 18, we have implemented a range of measures to improve safety including:</p><ul><li>We are recruiting additional staff at Feltham as part of our overall reform to improve safety and rehabilitation.</li></ul><p> </p><ul><li>We are providing young people with a personalised officer to work with on a weekly basis to develop goal-orientated plans, delivered as part of the Custody Support Plan roll-out.</li></ul><p> </p><ul><li>We are progressing with a conflict resolution model to resolve issues between young people in our care.</li></ul><p> </p><ul><li>We are putting in place a revised core day which will facilitate nine hours out of room to effectively occupy the young people in our care.</li></ul><p> </p><ul><li>We continue to deliver a suite of group and one to one interventions and facilitators have now been trained in Anger Replacement therapy which will be delivered to young people</li></ul><p>starting in July 2017.</p><p> </p><ul><li>A new approach to the use of special accommodation has been introduced with the use of a cool down room with appropriate furnishings as an alternative intervention to separation.</li></ul><p> </p><p>In addition, funding has been allocated for the refurbishment of the Enhanced Support Unit for young people with exceptionally complex needs that are unlikely to respond to mainstream services.</p><p>We are confident that we are taking proper and considered action in delivering changes to improve safety and outcomes for the young people in our care at HMP Feltham.</p>

star this property answer text <p>The recall of offenders who are serving their sentence on licence and in the community is a preventative measure. It is instigated by the probation services only when the offender’s behaviour or non-compliance with their licence conditions suggest that they present as an increased risk of harm to the public or an increased risk of committing further offences.</p><p> </p><p>There has been no estimate of the cost to the various agencies of recalling offenders on licence during the last 12 months, but any such cost would have to be offset by the potential costs arising from the offender remaining in the community and committing further offences.</p> more like this

star this property answer text <p>We work closely with The United Nations High Commissioner for Refugees (UNHCR) to identify cases that they deem in need of resettlement according to agreed vulnerability criteria for the Syrian Resettlement Scheme.</p><p>The scheme is based on need and supports those who cannot be supported effectively in their region of origin.</p><p>The Home Office is committed to publishing data in an orderly way as part of the regular quarterly Immigration Statistics, in line with the Code of Practice for Official Statistics. Latest statistics published on 25 February 2016 confirms in 2015, a total of 1,194 people were resettled the Syrian Vulnerable Persons Resettlement Scheme (VPRS) including 1,085 who arrived in the last quarter of 2015. Of those resettled under the scheme in 2015, 605 were under 18 years old.</p> more like this

star this property answer text <p>Parts of the former HMP Reading are listed and the level of services, such as security, routine maintenance and utilities, have been reduced to a level which is appropriate to ensure that it remains safe and secure until its final disposal. In 2015-16, the last full financial year for which figures are available, the maintenance and upkeep of the former HMP Reading, including maintenance, utilities and security was £256,798.</p><p>The Ministry of Justice and its external planning and development advisers are currently working in close collaboration with Historic England, Reading Borough Council and others to ensure that the historic integrity of the site is documented and preserved after disposal. We will prepare a planning brief for approval by Reading Borough Council during the latter half of 2017. Following this, we anticipate that the site will be marketed for sale for residential development.</p><p>The MoJ is committed to providing best value to the tax payer through maximising the financial value of the site whilst safeguarding its heritage value for future generations.</p>
