This is evident for all young offenders, including those who identify as Gypsy, Roma and Traveller (GRT).</p><p> </p><p>It is noteworthy, however, that in the 2015/16 ‘Children in Custody’ report that describes the number of GRT children in young offender institutions (YOI), that participation in education, work or vocational or skills training in custody is higher for those identifying as GRT in YOIs when compared to the rest of the cohort.</p><p> </p><p>In December we set out our response to Charlie Taylor’s review of the youth justice system and how we will improve outcomes for young people across the youth custodial estate. This guidance will be issued to Local Authority Youth Offending Teams (YOTs) by the start of the new reporting year in April 2017. Once this guidance is issued, YOTs, the YJB and the secure estate will need to make changes to their various IT systems. This requires updating over 150 systems and the technical standards between them.</p><p> </p><p>The YJB estimate that the changes will be implemented by spring 2018. It currently has 13 such ongoing prosecutions involving 30 defendants. The Public Prosecution Service Northern Ireland (PPSNI) is also dealing with one ongoing Syria-related prosecution. If there is evidence that people are going abroad to engage in terrorist activity, they can be arrested and prosecuted. They can also be arrested and prosecuted if they return to the UK. There are a wide range of offences that can be used to prosecute such individuals but each case has to be considered individually on its merits and whether an arrest or prosecution can take place will depend on the evidence available. If the police refer a case to the CPS, they consider whether the test in the Code for Crown Prosecutors is met. As part of this programme the Ministry of Justice will build new prison places while selling ageing, inefficient prisons to free up land for new homes.These new prisons will be designed to enable prisoners to engage with the educational and other rehabilitative services they need in order to turn their lives around and re-join their communities.</p><p> </p><p>We are in the process of finding sites for new prisons, looking at our own and other government departments’ land holdings, contacting Local Authorities and considering other available sites. No decisions have yet been made on the locations of the new prisons. At the time we indicate our intention to proceed with a site we will carry out a public engagement event in the local area, working with the local authority and others to progress the site through the planning permission process.</p><p> </p><p>Following a decision to close a prison and it subsequently being decommissioned the Ministry of Justice will prepare the site for disposal. The Ministry of Justice will work closely with the local authority and others, on future options for the site. Once a decision is made, the MoJ and its advisors will engage with the market and other stakeholders. We are committed to reforming youth custody so that it is safer for both young people and staff and better equipped to help young people turn their lives around.</p><p> </p><p>Her Majesty's Chief Inspector of Prisons' inspection took place from 23 January to 3 February 2017. The findings highlighted a need for improvement in the youth custodial estate and we are continuing to take robust action to address the issues identified. At Feltham A, which holds boys aged 15 to 18, we have implemented a range of measures to improve safety including:</p><ul><li>We are recruiting additional staff at Feltham as part of our overall reform to improve safety and rehabilitation.</li></ul><p> </p><ul><li>We are providing young people with a personalised officer to work with on a weekly basis to develop goal-orientated plans, delivered as part of the Custody Support Plan roll-out.</li></ul><p> </p><ul><li>We are progressing with a conflict resolution model to resolve issues between young people in our care.</li></ul><p> </p><ul><li>We are putting in place a revised core day which will facilitate nine hours out of room to effectively occupy the young people in our care.</li></ul><p> </p><ul><li>We continue to deliver a suite of group and one to one interventions and facilitators have now been trained in Anger Replacement therapy which will be delivered to young people</li></ul><p>starting in July 2017.</p><p> </p><ul><li>A new approach to the use of special accommodation has been introduced with the use of a cool down room with appropriate furnishings as an alternative intervention to separation.</li></ul><p> </p><p>In addition, funding has been allocated for the refurbishment of the Enhanced Support Unit for young people with exceptionally complex needs that are unlikely to respond to mainstream services.</p><p>We are confident that we are taking proper and considered action in delivering changes to improve safety and outcomes for the young people in our care at HMP Feltham.</p> answering member printed Lord Keen of Elie question first answered 20/07/2017 15:18:55 answering member 4538 label Biography information for Lord Keen of Elie

Latest statistics published on 25 February 2016 confirms in 2015, a total of 1,194 people were resettled the Syrian Vulnerable Persons Resettlement Scheme (VPRS) including 1,085 who arrived in the last quarter of 2015. In 2015-16, the last full financial year for which figures are available, the maintenance and upkeep of the former HMP Reading, including maintenance, utilities and security was £256,798.</p><p>The Ministry of Justice and its external planning and development advisers are currently working in close collaboration with Historic England, Reading Borough Council and others to ensure that the historic integrity of the site is documented and preserved after disposal. We will prepare a planning brief for approval by Reading Borough Council during the latter half of 2017.
