	answer	answer is ministerial correction date of answer 21/11/2018 answer text <p>The Government is committed to a cohesive society, where everyone – no matter what their background – has the opportunity to enter into and progress at work and achieve on merit. We know that companies with diverse workforces perform better and are more profitable. An inclusive economic policy is vital to the success of our Industrial Strategy.</p><p> </p><p>Supporting female graduates is captured in our Government support offer which is available to all, regardless of gender, age or ethnicity. There are now 1.1 million female-led small and medium-sized businesses in the UK. This accounts for 19% of SMEs in the UK, 5% higher than in 2010. The Government is also pleased that the female employment rate is 71% and a higher percentage of women are on FTSE 350 company boards than ever before.</p><p> </p><p>The Government-owned British Business Bank provides Start-Up Loans for individuals wishing to start a business and women account for 39% of recipients. The Bank is also conducting a review into the specific barriers female-led businesses face in accessing Venture Capital.</p><p> </p><p>On 21 September 2018, HM Treasury also launched a review into the barriers women face getting into business. Businesswoman Alison Rose, Chief Executive of RBS Commercial and Private Banking, will lead the government review to identify the extent of these barriers and explore what can be done to overcome them. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Government takes firework safety very seriously and the Office for Product Safety and Standards is currently working with industry, retailers, charities and others, including the Royal Society for the Prevention of Accidents (RoSPA) and Netmums, to promote the safe and responsible use of fireworks and to raise consumer awareness on firework safety.</p><p> </p><p>We are encouraging their considerate use through government-sponsored guidance via the GOV.UK website. This includes a link to the Fireworks Code hosted by RoSPA that contains a section on respecting neighbours especially those with pets and informing them of planned displays. In addition, the Government supports the Blue Cross animal charity guidance which advises how to avoid or reduce stress to animals when fireworks are being set off. 	answer	answer is ministerial correction date of answer 11/09/2018 answer text <p>The Court of Appeal judgment overturns the previous interpretation of the law and means that “sleep-in” shifts, as defined by the Court of Appeal, no longer attract the National Minimum Wage. The Court of Appeal judgment applies both retrospectively and going forward. Government guidance on when “sleep-in” shifts should attract the National Minimum Wage has been updated to confirm that the Government has noted the judgment. That guidance will be updated shortly once Ministers have fully considered the implications the Court of Appeal judgment.</p><p> </p><p>Over the past year Ministers from across the Government have been working closely on how “sleep-in” shifts are remunerated and will continue to do so.</p><p> </p><p>Ministers from BEIS and the Department of Health and Social Care are liaising with local authorities and care commissioners to ensure that they have clarity on the legal position and on their responsibilities when commissioning care services.</p><p> </p><p>HMRC’s voluntary Social Care Compliance Scheme remains open. Employers participating on the scheme should take note of the Court of Appeal judgment and review their pay practices accordingly. The Equality Act 2010 makes it unlawful to discriminate against employees and people seeking work because of their race.</p><p> </p><p>The Government’s Ethnicity Facts and Figures website and Business in the Community’s 2018 Race at Work Survey highlight that people from ethnic minorities still encounter disparities in recruitment and progression. In October 2018 the Prime Minister announced a package of measures to make the workplace fairer for people from ethnic minorities, including a Race at Work Charter and a consultation on mandatory ethnicity pay reporting. 	answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>The Government is committed to supporting all entrepreneurs to start and grow a business and is a key aspect of our ambitious Industrial Strategy. The government supports diversity in business and recognises the valuable contribution of BAME communities to our economy.</p><p> </p><p>British Business Bank programmes are also currently supporting over £5.9bn of finance to over 82,000 SMEs. The Start-Up Loans programme, now part of the British Business Bank, has delivered nearly 61,000 loans totalling over £464m, and was extended in the autumn budget to April 2021 to enable up to an additional 10,000 loans to be made to entrepreneurs. Of these 22% of loans were made to entrepreneurs with a BAME background (4% of existing SMEs have a BAME owner).</p><p> </p><p>On 6<sup>th</sup> March BEIS launched the Young Entrepreneurs Review, independently led by the Prince’s Trust. This includes the Agency Workers Directive and the Working Time Directive, which have been transposed into UK law. There is therefore no need to replicate them after the UK leaves the EU. We have committed not to roll back workers’ rights and that commitment includes the protections provided for by the Working Time Directive and the Agency Workers Directive.
