star this property answer text <p>Information on the average waiting time of assessment for patients with severe mental illness is not collected.</p><p> </p><p>The waiting time standard for people with first episode psychosis is for 60% to start treatment in an Early Intervention in Psychosis service within two weeks of referral. In 2017/18 this standard was exceeded, with 76.2% of people accessing services within two weeks in November 2018.</p> more like this

star this property answer text <p>The Political Parties, Elections and Referendums Act 2000 requires registered political parties to report cash and non-cash donations and borrowing to the Electoral Commission on a quarterly basis. Parliament made it an offence to deliver, without reasonable excuse, donation reports that are inaccurate or miss the statutory deadline. Parliament also gave the Commission investigation and sanction powers for these, and other, offences. The Commission investigates and where appropriate sanctions inaccurate or late donation reports in line with its Enforcement Policy.</p> more like this

star this property answer text <p>We will set out plans for tackling online harms, including Child Sexual Exploitation and Abuse, in the forthcoming Online Harms White Paper. The White Paper will set out clear responsibilities for tech companies to keep UK citizens safe.</p><p>In addition, the Home Secretary has been clear with industry that they should be proactive in combatting child sexual exploitation online, including grooming. As part of this commitment he co-hosted a Hackathon in November in the USA, where he met leading industry stakeholders to identify robust ways to tackle and prevent child sexual abuse on the internet.</p><p>A prototype tool was developed at the Hackathon that can be used to automatically flag potential conversations taking place between child groomers and children, which will be licensed free of charge to smaller and medium-sized technology companies worldwide.</p> more like this

star this property answer text <p>The EU Settlement Scheme is based on the draft Withdrawal Agreement with the EU, published on 14 November 2018. As the Withdrawal Agreement is based on residence rights stemming from existing EU law, it is compliant with the UK’s obligations as set out in the European Convention on Human Rights, which applies in all EU Member States and which includes the right to family life.</p><p>Frontier workers who are protected by Article 24 of the draft Withdrawal Agreement and who wish to continue to frontier work in the UK may apply to the EU Settlement Scheme should they wish for example, if they have been or expect to be resident in the UK for sufficient periods to be eligible for the scheme. Alternatively, they may be subject to a requirement to obtain a document to evidence their right to enter the UK and work as a frontier worker in line with Article 26 of the draft Withdrawal Agreement. star this property answer text <p>This country has a proud history of allowing free speech, but the right to peaceful protest does not extend to harassment or threatening behaviour. The police have a range of powers to deal with any such acts.</p><p>These include under the Public Order Act 1986, chief officers may impose conditions on assemblies to prevent serious public disorder, serious damage to property, serious disruption to the life of the community or when the purpose is to intimidate others to compel them not to do an act that they have a right to do.</p><p>The police also have dispersal powers (in public places) under the Anti-social Behaviour, Crime and Policing Act 2014, and the Protection from Harassment Act 1997 includes criminal offences that protect individuals, who are conducting lawful activities, from harassment by protestors.</p><p>How these powers are deployed and the tactics used to manage protests are operational matters for the police.</p> more like this

star this property answer text <p>The British Nationality Act 1981 defines who is a British citizen. A person who is of the first generation born outside the United Kingdom to a British citizen would usually be a British citizen by descent. There is no difference in the quality of citizenship between those who are British citizens by descent and those who acquire it by birth, registration or naturalisation in the UK. All have the same rights and access to services in the UK or consular services while overseas.</p><p>A person who is a British citizen by descent cannot usually pass on that citizenship to a child born overseas unless they were in Crown service at the time of the child’s birth. However, if children are born overseas to a British citizen by descent, the legislation contains provisions for a child to be registered where a continuing connection with the United Kingdom is demonstrated.</p> more like this

star this property answer text <p>Decisions on the deployment and sharing of resources are matters for Chief Constables and elected Police and Crime Commissioners.</p><p>The Police Reform and Social Responsibility Act 2011 placed a duty on chief officers and policing bodies to keep collaboration opportunities under review and to collaborate where it is in the interests of the efficiency or effectiveness of their own and other police force areas.</p><p>Through the Police Transformation Fund the Home Office is supporting the National Police Chief’s Council’s Specialist Capabilities Programme which is developing new approaches for the provision of specialist capabilities across police forces.</p> more like this

star this property answer text <p>The specific information requested could only be supplied at disproportionate cost.</p><p>Immigration detention is used as a last resort, sparingly and for enforced return where the person concerned has no right to remain in the United Kingdom. Each case is assessed by Home Office officials in line with published detention policy and there must be a realistic prospect of removal within a reasonable timescale.</p><p>It would be rare for detention to occur when there is any outstanding appeal, application or Judicial Review.
