unstar this property answer text <p>Reducing elective care waiting times continues to be a high priority for the National Health Service. The NHS Long Term Plan sets out the NHS priorities and reiterates the focus on increasing the amount of planned surgery year-on-year, to cut long waits, and reduce the size of hospital waiting lists.</p><p> </p><p>The Long Term Plan also reinforces the NHS commitment to offer choice, including the promise of choice at 26 weeks. This will be delivered as a full rollout over the next year of the planned NHS-managed choice process, which will systematically identify 26-week waiters and contact them to offer choice for treatment at an earlier date.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p> more like this

This will be supported by an extra £20.5 billion a year in real terms by 2023/24. This provides an opportunity to look at how elective surgery and other services can be further improved over the next decade. unstar this property answer text <p>This information is not held centrally.</p><p> </p><p>It was recommended by National Health Service clinical leaders (National Emergency Pressures Panel) that non-urgent elective care be deferred to 31 January (from end of December) to free up capacity for our sickest patients. This deferment of non-urgent operations was the right thing to do while we managed the additional pressures of winter. For those patients who have not had new appointments, cancelled operations should be rescheduled by trusts at the earliest opportunity, taking into account patients’ clinical need.</p><p> </p><p>Decisions on scaling up and down bed capacity to respond to demand are managed locally by trusts. During the winter period, over 2,600 additional beds have been made available.</p> more like this

unstar this property answer text <p>The 2018/19 mandate sets out the formal expectation that the National Health Service will meet the agreed constitutional standards on referral to treatment (RTT) and accident and emergency (A&amp;E) waiting times.</p><p> </p><p>The Government expects the NHS to deliver the actions set out in the NHS Planning Guidance for 2018/19 in full as key steps towards fully recovering the performance against these core access standards at the levels they are currently set (RTT 92% and A&amp;E 95%).</p><p> </p><p>We gave the NHS top priority in the 2017 budget with an additional £2.8 billion of funding for the NHS between 2017-18 and 2019-20, and this has been reflected in the mandate. It takes overall funding for the NHS to over half a trillion pounds between 2015 and 2020.</p> more like this

unstar this property answer text <p>The Government has made clear to NHS England and to Parliament that for Referral to Treatment (RTT), the agreed standard is nothing less than the statutory standard. The Government remain committed to the accident and emergency (A&amp;E) waiting time standards. The November 2017 budget announced additional National Health Service revenue funding of £1.6 billion for 2018/19, part of which will be used by the NHS to treat a quarter of a million more patients in A&amp;E than the 23.5 million it expects to treat this financial year, and at the same time improve A&amp;E performance.</p><p> </p><p>The 2018-19 Government mandate to NHS England continues the multi-year approach to the mandate established since 2016-17 where we have carried forward the same overarching objectives to 2020 with only one significant change (the role of NHS England to support the Government to make a success of European Union Exit in regards to health and care). 2020 goals and annual deliverables from 2017-18 are also being carried forward with only essential changes. This is to provide continued stability for NHS England and the wider NHS to focus on improving performance on core patient access standards whilst maintaining progress on key commitments in the NHS’s plan, the Five Year Forward View.</p><p> </p><p>The decision to roll forward the mandate, alongside providing an additional £2.8 billion for the NHS between 2017-18 and 2019-20, reflects the Government’s commitment to supporting the NHS to deliver essential improvements in elective care 18-week RTT and A&amp;E waiting times.</p>
