star this property answer text <p>Military assistance in Colombia has been provided over many years and the issue of human rights is closely examined before any military assistance to Colombia is approved. The UK has provided expertise and advice to the Colombian Armed Forces on the subjects of international humanitarian law and human rights during military operations at a number of seminars and conferences.<br><br>My right hon. Friend the previous Foreign Secretary (William Hague) raised the issue of human rights with President Santos and Defence Minister Pinzon in February. He welcomed the Colombian Government’s commitment to zero tolerance of human rights abuses and underlined the importance of taking action on threats to human rights defenders and trade unionists. My right hon. Friend the Minister for Latin America Affairs, (Hugo Swire) also raised human rights with the Colombian Government during his visit to Colombia in June.</p> more like this

star this property answer text <p>Ministry of Defence (MOD) has clear guidelines in place to ensure that Colombian army units receiving British military training have not and will not commit human rights abuses against civilians. This includes carrying out Overseas Security and Justice Assistance assessments where applicable and liaising with the Foreign and Commonwealth Office to ensure MOD's activity is in line with our international obligations. In addition we make regular representations to the Colombian government on human rights, reflecting the UK's deep commitment in this area. The former Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague) and the Deputy Prime Minister, my right hon. Friend the Member for Sheffield, Hallam (Mr Clegg) both raised human rights with President Santos during their separate visits to Colombia in February 2014. The Minister of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for East Devon (Mr Swire) also raised human rights with the Colombian government when he visited in June 2014. In all meetings the President's commitment to zero tolerance of human rights abuses was welcomed while also underlining the importance of taking action on threats to human rights defenders and trade unionists.</p>

star this property answer text <p>Our records show that 22 Service personnel travelled to Colombia during 2013 for visits designed to further the defence relationship with Colombia through: defence education; transformation of the Colombian defence organisation; human rights and humanitarian law and post-conflict transition. star this property answer text <p>The Government has raised its concerns about the issue of human rights with the Colombian Government on a number of occasions and welcomes the reassurances we have received. As part of its role in this process, the Ministry of Defence has, since 2010: sent a senior officer to Bogota to participate in an international military law conference; sent a Royal Navy legal expert to speak at an International Conference on Human Rights and International Humanitarian Law; and, contributed to a UN led team that travelled to Colombia with the intent of influencing strategic change on human rights issues at the highest levels.</p> more like this
