star this property answer text <p>It is the responsibility of each fire and rescue authority to manage its prevention, protection and operational resources to address effectively risks within their communities. This includes determining which premises to audit to ensure compliance with the provisions of the Fire Safety Order. When carrying out an audit, including for short-term accommodation let through Airbnb or similar platforms, it is for the individual fire and rescue authority to determine how they assess whether the fire risk assessment carried out by the responsible person and the fire precautions in place are adequate and appropriate for a particular premises. No two premises are the same. What may represent a proportionate approach to improved fire safety management in one building, will not necessarily apply in another.</p><p>The level of competency required for individual premises will vary according to their nature and complexity.</p><p>The Government issued guidance to assist enforcing authorities in their enforcement responsibilities under the Fire Safety Order, which is available here - <a href="https://www.gov.uk/government/publications/regulatory-reform-fire-safety-order-2005-guidance-note-enforcement" target="_blank">https://www.gov.uk/government/publications/regulatory-reform-fire-safety-order-2005-guidance-note-enforcement</a>. In addition, the Chief Fire Officers Association, now the National Fire Chiefs Council, produced a standardised audit form to ensure consistency of audits.</p><p>The person responsible for complying with the Fire Safety Order (usually the owner, employer, landlord or managing agent) may decide that they are competent to carry out the risk assessment themselves or they may choose to appoint a competent person to undertake the risk assessment on their behalf. A decision on this may be made in conjunction with their insurers.</p><p>The requirements for a competent person are set out in the Fire Safety Order. A person is to be regarded as competent for the purposes of making a fire risk assessment if they have sufficient training and experience or knowledge and other qualities to enable them properly to assist in undertaking the preventative and protective measures. To help those responsible for ensuring that the risk from fire in their premises has been accurately assessed, the fire sector has produced guidance on how to choose a competent fire risk assessor. star this property answer text <p>The Home Office collects and publishes statistics on the number of police officers employed by each police force in England and Wales on a bi-annual basis. These data are published in the ‘Police workforce, England and Wales’ statistical bulletins. The Home Office does not collect information on the number of posts available.</p><p>Detailed data on the number of officers in post, broken down by rank, gender and ethnicity are collected and published on an annual basis only. Police.uk now gives access to diversity data for officers and police staff, and the profile of BME and female officers by police rank, in comparison to the local force area population. We are in regular discussion with the College of Policing, who are leading work with chief constables and others to improve senior police recruitment.</p><p>The Government’s direct entry schemes at Inspector and Superintendent ranks help to attract the most talented people into policing, bringing in fresh experience, diversity and perspectives. Of the 40 inspectors and superintendents who have started the scheme so far 43% have been women and 13% were from an ethnic minority background. Chief Constable appointments have also been opened up to those with equivalent experience from overseas.</p>

star this property answer text <p>The number of full time equivalent police officers and PSCOs primarily employed in Neighbourhood Policing teams and/or Safer Neighbourhood teams roles can be found in the data tables published alongside the annual the ‘Police workforce, England and Wales’ statistical bulletins, which can be accessed here: <a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">https://www.gov.uk/government/collections/police-workforce-england-and-wales</a></p><p>Officers and PCSOs with multiple responsibilities or designations are recorded under their primary function. The data do not therefore provide a complete picture of all officers assigned to neighbourhood policing functions.</p><p>Some forces are not able to make a clear distinction between ‘Neighbourhood Policing’ roles and ‘Incident (Response) Management’ roles, therefore those forces record the majority of, or all, employees under just one function. A more reliable measure is the number of officers employed in ‘Local policing’ roles, which includes both neighbourhood and response functions. This measure is available for 2015 and 2016, but not for previous years where a different framework was used.</p><p>Any comparisons at force level should be made with care due to collaboration arrangements between forces for particular functions. Additionally, police functions data are often affected by re-structuring within police forces. Data have been published since 2012, and can be found in the supplementary data tables of the relevant police workforce publications via the following link:</p><p><a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">https://www.gov.uk/government/collections/police-workforce-england-and-wales</a></p><p>As HMIC has made clear, there is no simple link between police numbers and crime levels, between numbers and the visibility of police in the community, or between numbers and the quality of service provided.</p><p>Decisions on the size and composition of the police workforce are operational matters for Chief Officers working with their Police and Crime Commissioners and taking into account local priorities. The next release of ‘Police workforce’ statistics is due to be published on 20<sup>th</sup> July, and will represent the picture as at 31 March 2017.</p>
