	answer	answer is ministerial correction date of answer 28/01/2019 answer text <p>The Driver and Vehicle Licensing Agency (DVLA) has worked closely with the Secretary of State for Transport’s Honorary Medical Advisory Panel on driving and diabetes mellitus to understand the potential impacts of allowing the use of alternative methods of glucose monitoring. Following consultation with key stakeholders the panel agreed that the evidence demonstrated that interstitial fluid glucose monitoring systems could be used to monitor glucose levels for the purpose of driving cars and motorcycles once the DVLA had published the revised guidelines.</p><p> </p><p>The DVLA is currently amending the Assessing Fitness to Drive guidance on the use of new monitoring technologies for people with diabetes. The revised guidance is due to be published in February. This will allow the testing of interstitial fluid for driving licensing purposes for people with diabetes who drive cars or motorcycles. The requirements for the granting of an AOC are set out in legislation, and are concerned with an operator’s ability to fulfil their responsibilities for safety. This approval process is not designed to take into account the environmental effect of individual flights. It would not be possible to take the views of affected residents into account because the AOC is not based on specific flying routes. The London-bound carriageway has two running lanes, operating with a 50mph speed limit.</p><p> </p><p>The metal barrier that is currently in place on the London-bound carriageway between junctions 8 and 9 of the M20 will remain under regular review over the coming months but is unlikely to be removed before the end of October. This is to allow for the option of deploying the contraflow at short notice during times of cross-Channel disruption, caused by bad weather or industrial action, for example.</p><p> </p><p>Highways England are responsible for operational decisions regarding the strategic road network in England, which includes the M20 in Kent. In this case, we understand that the options and concept stages of the scheme began in the autumn of 2016 before the publication of the Walking, Cycling and Horse Riding Assessment and were subject to the applicable standard on Non-Motorised User Audits. The Transport Assessment accompanying the planning application provided information satisfying the criteria for a non-motorised user context report.</p><p>A Review Report is required at the end of the preliminary design stage and before commencement of detailed design followed by a further Review Report at the end of the detailed design phase and before construction commences. The design team is now at the end of the preliminary design stage, but detailed design has not yet begun. A Review Report is now due and will be completed before the commencement of detailed design.</p><p>The preliminary design improved pedestrian, cycle and equestrian access in the vicinity of the South Downs National Park, and further opportunities for improvement may be identified through a forthcoming Walking, Cycling and Horse Riding Review. The preliminary design was also compliant with Highways England’s design standards for cycle provision.
