Over 145,000 have started a work experience placement and over 46,000 have started a sector based work academy that provides work experience and pre-employment training. Surveys show that over 40 percent of young people have reported having had a job since going into a work experience placement or on a sector-based work academy.</p><p><strong> </strong></p><p>Our new Help to Work Scheme will offer further tailored in-depth support for the very long term unemployed, and in-work claimants will receive support to progress within the workplace. Through the Youth Obligation, from day 1 young people will participate in an intensive support regime equipping them with the skills to not only find a job but build capability to sustain work, and after 6 months they will be supported to apply for an apprenticeship, traineeship, gain work skills or go on a work placement. Latest figures show that there are 129,000 more people from BME backgrounds in work compared to the same time last year, with the total number, at a near record high of more than 3 million. The employment rate has also risen by 0.7 percentage points over the last year. Unemployment has fallen for all ethnic minorities and is down by 2 percentage points (88,000) over the last year and down by 2.9 percentage points (103,000) since 2011.</p><p><strong> </strong></p><p>The youth claimant count is at its lowest level since the 1970s. Work Coaches offer all claimants tailored support from day one of their claim. Under the Youth Contract, we are providing additional funding and Jobcentre Plus support for those who are still facing barriers to work including young people from Black and Ethnic Minority groups. We provide work experience and sector based work academy placements to give young people training and experience to help them to get into work. DWP employment programmes such as the Work Programme, Youth Contract and Mandatory Employment Programmes have been designed for all long-term claimants and are tailor made for the individual.</p><p> </p><p>One of the Government’s strategies for increasing ethnic minority employment and participation in the labour market is based around mainstreaming opportunity through locally delivered flexible provision. In addition, in October 2014 we introduced an intensive 3 month support package for 18-19 year olds from Day 1 of their claim in areas of high youth unemployment and the 8 highest concentrated areas of young claimants from Black and Ethnic Minority groups. Since 2010, the proportion of young people who have left full-time education and are unemployed has fallen to 5.8%, close to the lowest on record. There is always some regional variation, but youth unemployment rates exaggerate this because they are affected by the varying proportion of young people in full-time education. Work Coaches provide personalised support, tailored to meet the needs and requirements of parents, helping them to find work that fits with their individual circumstances. The Flexible Support Fund allows Work Coaches to address barriers to employment and support parents into work. This can be used in a variety of ways including paying for travel and childcare to allow parents to undertake training, attend interviews or start work.</p><p> </p><p>We are also putting in place a new package of government support that will make childcare more affordable and more accessible. This will build on the support already offered and will mean more parents have choice, security and peace of mind when it comes to being in work and supporting their family.</p><p> </p><p>Parents on Universal Credit have been offered more generous support from 11 April 2016, where they are able to claim up to 85% of childcare costs, compared to 70% previously. This is up to a monthly limit of £646 for one child or £1,108 for two or more children, up to the age of 16.</p><p> </p><p>The Government currently offers 15 hours of free childcare for all three and four year olds and some of the most disadvantaged two year olds in England. From September 2017, this free childcare offer will be doubled for working parents of three and four year olds in England from 15 to 30 hours per week.</p><p> </p><p>We are also introducing Tax-Free Childcare, which will be available to around two million households to help pay for childcare costs from early 2017. For every £8 parents pay into an online account, the Government will pay £2 – up to a maximum contribution of £2,000 per child each year, for children aged up to 12.
