<p>Local Authorities are best placed to consider unresolved disputes regarding high hedges. These procedures are set out in Planning Practice Guidance. The Anti-Social Behaviour Act 2003 enables local authorities to intervene and gives people who are unhappy with a council’s decision a right of appeal to the Secretary of State.</p>
