star this property answer text <p>In relation to part (a), statistics on Personal Independence Payment (PIP) first assessment outcomes at disability level are not readily available and have not previously been published as Official Statistics. We are producing the statistics requested and issuing them in an Official Statistics release on 11<sup>th</sup> December 2018 in accordance with the Code of Practice for Official Statistics.</p><p> </p><p>In relation to part (b), since PIP was introduced, 40 people with a primary disabling condition of tachycardia who were disallowed PIP after their initial assessment went on to receive an award at tribunal. The figures in (b) have been rounded to the nearest 10.</p><p> </p><p>Overall, since PIP was introduced 3.5m decisions have been made up to June 2018, of these 9% have been appealed and 4% have been overturned.</p><p> </p><p>Appeals, data is based on primary disabling condition as recorded on the PIP computer systems. Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics. The lowest level of detail available in this data allows us to identify claimants with a primary disabling condition of tachycardia, but not Postural Tachycardia Syndrome.</p><p> </p><p>The appeals may include decisions which are changed at mandatory reconsideration, and where the claimant continues to appeal for a higher PIP award, are then changed again at tribunal appeal.</p>

star this property answer text <p>Ending modern slavery is one of this Government’s top priorities, and we are sensitive to the challenges faced by victims. We have worked with the Salvation Army to improve the service provided by DWP to victims. The purpose of the Work Capability Assessment (WCA) is to assess the impact of mental and physical health conditions, including any resulting from being a victim of modern slavery on a person, so that the right level of benefit and support can be provided. There are no exemptions from being assessed for those claiming Employment and Support Allowance (ESA), or Universal Credit (UC) due to illness or disability. In addition to completing the application form or forms people or those supporting them are encouraged to provide additional evidence, including medical reports, to support their claim. If it is possible for the assessor to provide advice to the decision maker without requiring the claimant to attend a face-to-face assessment, they will do so.</p><p><br></p><p>The WCA is not an annual assessment. Re-referral dates can be up to 24 months for those found to have limited capability for work, and up to 3 years for those found to have limited capability for work-related activity. Furthermore, from 29 September 2017 those placed in ESA’s Support Group and the UC equivalent who have the most severe and lifelong health conditions or disabilities, whose level of function would always mean that they would have Limited Capability for Work and Work-Related Activity, and be unlikely ever to be able to move into work, will no longer be routinely reassessed.</p>

All work coaches across the Jobcentre Plus network receive training on supporting people with health conditions and disabilities and we have developed an enhanced mental health training programme, which is now available in every country and region across the UK.</p><p> </p><p>In addition, the roll out of the Health and Work Conversation across the UK supports work coaches to continue to build engagement with claimants with disabilities and health issues, backed by comprehensive new training which builds skills of empathy and active listening. We have also recruited new disability employment advisers and community partners who are in place in every country and region of the UK.</p> more like this

star this property answer text <p>The Health &amp; Safety Executive (HSE) provides a range of general and construction-specific guidance on work-related health risk assessments, health surveillance, and medical surveillance required under health and safety law. This can be found on HSE’s website <a href="http://www.hse.gov.uk/construction/index.htm" target="_blank">http://www.hse.gov.uk/construction/index.htm</a> and</p><p><a href="http://www.hse.gov.uk/construction/healthrisks/index.htm" target="_blank">http://www.hse.gov.uk/construction/healthrisks/index.htm</a></p><p> </p><p>Work in construction can involve exposure to a range of health hazards such as noise, vibration, chemicals and dusts. Employers are legally required to assess these risks to properly manage and control them.</p><p> </p><p>Control measures can include a health assessment before work starts to confirm a worker’s fitness for the work and establish a baseline for future health surveillance assessments. Some specific work activities, such as tunnelling in compressed air, require a medical assessment by an HSE Appointed Doctor.</p>

star this property answer text <p>Other than for those who are terminally ill, Disability Living Allowance (DLA) is assessed on the basis of the needs arising from a long-term health condition or disability rather than a diagnosis. The three month qualifying period is one of the tests that determines whether an individual meets that definition. Claims to PIP can be taken during the three month qualifying period meaning that some or all of the three month period may have been met prior to a claim being made</p><p> </p><p>DLA claimants who are terminally ill do not have to satisfy the three month qualifying period, have their claim fast tracked and are eligible for the higher rate care component from the date of claim.</p><p> </p><p>Financial and practical support may be available during the qualifying period, for example through the Healthcare Travel Costs Scheme or support provided by a Local Authority.</p> more like this

star this property answer text <p>We remain committed to improving outcomes for disabled people. The manifesto commitment to get one million more disabled people in work by 2027 gives us a clear, ambitious, and time bound goal.</p><p> </p><p>We set out our continued commitment to improving employment rates for disabled people and people with long-term health conditions in <em>Improving Lives: the Future of Work, Health and Disability</em>. We believe people should get the support they need whatever their health condition or disability, whether that’s from their employer, from the health system or from the welfare system.</p><p> </p><p>We have invested in our Personal Support Package, which includes £330 million of funding over four years with a range of new interventions and initiatives designed to provide support that is tailored to the individual needs of claimants. We have recruited 300 additional Disability Employment Advisers and we are introducing 200 new Community Partners, bringing specialist advice and support into the Jobcentre.</p><p> </p><p>We are supporting employers to help them recruit and retain disabled people and people with health conditions through Disability Confident, the Access to Work scheme, and specialist advisers in Jobcentres.</p><p> </p><p>Recognising the importance of enabling people to remain in work, we want to reform the Statutory Sick Pay system so that it more effectively supports returns to work, and we are exploring how to shape, fund and deliver transformational change to provide effective occupational health services that can support people in work.</p>

star this property answer text <p>Industrial Injuries Disablement Benefit (IIDB) is payable to employed earners who suffer disablement because of an industrial accident or through contracting a prescribed disease as a result of their work. The underlying principle has always been that benefit should be payable to workers employed under a contract of service.</p><p> </p><p>When the Scheme was devised it was accepted that there would be practical difficulties in including self-employed people because the scheme relies on employers to provide evidence that an accident or exposure took place at work. Alongside this practical issue, when the scheme was devised it was decided that self-employed people should do so knowing that it is their responsibility to arrange insurance to cover themselves for financial loss in the event of an industrial injury.</p><p> </p><p>However, if a self-employed person has contracted Diffuse Mesothelioma from exposure to asbestos in the United Kingdom they can still claim a lump sum payment from the 2008 Diffuse Mesothelioma Scheme.</p><p> </p><p>The government continually reviews the Scheme to ensure that resources are targeted in the most appropriate way and that the scheme remains relevant in the light of changes in the modern world of work, however there are no plans to change the current position regarding self-employed workers.</p>
