star this property answer text While the Overseas Territories (OTs) and Crown Dependencies (CDs) are separate jurisdictions, and are responsible for their own fiscal matters, we are working closely with them on their role on company transparency. Our priority has been for them to establish a central register of beneficial ownership information (or a similarly effective system) where they do not already have one, and for UK law enforcement and tax authorities to have full and automatic access to that information. Bilateral arrangements to this effect have now been concluded with all the relevant OTs and with the CDs, and these will enter into effect by June 2017. The registers will, with one exception, not be public, but these measures will place our Crown Dependencies and Overseas Territories well ahead of other similar jurisdictions and represent a significant step forward in our ability to counter criminal activity. more like this

star this property answer text <p>​The Government concluded an Exchange of Notes with the Government of Bermuda in 2016, setting out arrangements for the exchange of beneficial ownership information between Bermuda and the UK. Under the arrangement, UK law enforcement authorities have access, on request, to information on the ultimate owners of companies incorporated in Bermuda within 24 hours or within one hour for the most urgent cases. The Exchange of Notes and key correspondence with the Government of Bermuda on the issue of beneficial ownership are publicly available on the gov.uk website.</p> more like this

star this property answer text <p>​Central registers of beneficial ownership information or similarly effective arrangements are in place in Bermuda, British Virgin Islands, the Cayman Islands and Gibraltar.</p><p>Under bilateral arrangements concluded in 2016 with Overseas Territories with financial centres, UK law enforcement authorities have the automatic right of access to beneficial ownership information held on companies incorporated in those Territories within 24 hours or one hour in urgent cases.</p><p>Anguilla and the Turks and Caicos Islands have not yet established a central register or similarly effective arrangement. We continue to monitor progress and to offer support to both these Territories.</p><p>Montserrat has committed to establish a public central register and is expected to introduce new legislation to implement its central register shortly.</p> more like this

star this property answer text <p>The creation of new central registers or similarly effective systems has been completed in all the Crown Dependencies (CDs) and in the following Overseas Territories with financial centres: Bermuda, The British Virgin Islands, The Cayman Islands &amp; Gibraltar, with legislation to underpin the registers passed by their respective legislatures. Data population of the registers with data will be taken forward as a priority in coming months.</p><p>Guernsey and Alderney's legislation to enable their registers to be operational will be considered by the Privy Council this month.</p><p>The Turks and Caicos Islands have passed legislation, and their register is expected to be operational by the end of this month.</p><p>Anguilla has not yet established its register. We continue to engage with the Anguillian authorities to take this forward.</p> more like this

star this property answer text <p>The UK Government works closely with the Overseas Territories and Crown Dependencies on tax and transparency issues. Our priority is the implementation of the new bilateral arrangements concluded with them in 2016, which are due to come into effect by June this year. Under these arrangements, Crown Dependencies and Overseas Territories with a financial centre have committed to establish, where they have not already done so, central registers of beneficial ownership information or similarly effective systems, and to give UK law enforcement and tax authorities near real-time access to beneficial ownership information on corporate and legal entities incorporated in their jurisdictions. Nevertheless, it remains the Government’s ambition for public registers to become the global standard. If this happens, we would expect the Overseas Territories and Crown Dependencies to follow suit.</p> more like this
