	answer	answer is ministerial correction date of answer 20/09/2023 answer text <p>It is an offence to use a carriage (which would include a bicycle or e-bicycle) on a footway under s.72 of the Highways Act 1835. “Carriage” may also include an e-scooter, but it is also an offence under s.34 of the Road Traffic Act 1988 to drive a mechanically propelled vehicle (which would include an e-scooter, though not an e-bicycle) on the footpath. Footway and footpath are defined differently, but generally refer to what is called the pavement.</p><p> </p><p>In London, it is an offence to park a vehicle on a footpath under s.15 of the Greater London Council (General Powers) Act 1974 unless authorised through an administrative resolution. For the purposes of this section “vehicle” means a mechanically propelled vehicle. Outside London, parking on pavements is permitted unless specifically prohibited by a local authority making a Traffic Regulation Order to that effect. The Department for Transport is currently considering consultation responses on proposals to tackle pavement parking outside London.</p><p> </p><p>It is an offence under s.22 of the Road Traffic Act 1988 to leave a vehicle (including bicycles, e-bicycles and e-scooters) on a road (including a pavement) in a position that carries a danger of injury to others and under s.137 of the Highways Act 1980 wilfully to obstruct passage.</p><p><strong><br> </strong>Enforcement of these regulations is a matter for the police. All road users have a duty to behave in a safe, responsible manner and to follow the rules in The Highway Code.</p><p> </p><p>When parliamentary time allows, the Department intends to create a new licensing framework for shared mobility operations, including bicycles, e-bicycles and e-scooters, giving local transport authorities the additional powers they need to shape and manage cycle, e-cycle and e-scooter rental schemes. That is why the Transport Secretary and Rail Minister have facilitated discussions between industry and trade unions to help resolve current disputes. We are pleased that RMT, TSSA and Unite have now ended disputes with the train operators, with further discussions to follow on important workforce reforms.</p><p> </p><p>ASLEF are now the only union left in dispute. We have urged ASLEF to put the current offer on the table, facilitated by Ministers, to their members but they still refuse to do so. Positive messages about the logistics sector and its career pathways have been spread amongst under-represented groups through the first year of the campaign. It exceeded expectations by achieving over 3.5 million engagements with social media activities and 789,000 visits to its online hub. Since establishing an Ambassadors Network, over 330 logistics professionals are now championing this important sector through engagement opportunities with young people.</p><p>We consider Generation Logistics to have been successful in its aim of raising awareness of, and positive sentiment towards, the logistics sector. Following the launch of its second year in October, we continue to work closely with The Chartered Institute of Logistics and Transport, Logistics UK, and all the campaign sponsors and partners, to ensure this messaging reaches young people in schools and colleges. The 2022 ‘Future of Freight: A long-term plan’ was developed in close collaboration with industry and sets out a cross-modal approach towards a freight and logistics sector that is cost efficient, reliable, resilient, environmentally sustainable and valued by society.</p><p> </p><p>Our ministers regularly engage the freight industry on the implementation of this plan along with other best practice issues; be this through fora such as DfT’s quarterly Freight Council and its delivery groups, or ad hoc discussions with industry leaders. My Department is also working collaboratively with industry to further invest in the sector, both by promoting its career opportunities through the Generation Logistics campaign, and in awarding £8million to improve lorry parking facilities. 	answer	answer is ministerial correction date of answer 26/09/2023 answer text <p>In the UK, e-scooters are classed in law as a type of motor vehicle, therefore, all users of e-scooters in approved rental trial areas are required to hold a driving licence, a provisional as a minimum. Users are not required to complete a mandatory training course, but the Department recommends e-scooter providers offer training courses to users.</p><p> </p><p>Electrically Assisted Pedal Cycles (EAPCs), otherwise known as e-cycles, cannot be ridden by anyone under the age of 14 and road and safety awareness training is not required to ride them. The Highway Code provides advice on how to safely ride a cycle, including an e-cycle.</p><p> </p><p>If an e-cycle does not meet the EAPC requirements set out in the Electrically Assisted Pedal Cycles Regulations 1983 (as amended) it will be classed as a motor vehicle in GB law and will be subject to approval, registration, insurance, vehicle excise duty and road worthiness testing. Air services between the United Kingdom and other countries are governed by a portfolio of bilateral air services agreements, which set the framework in which airlines from both countries operate. 	answer	answer is ministerial correction date of answer 27/09/2023 answer text <p>Responsibility for promoting new mass transit schemes, or extensions to existing networks, is devolved to local transport authorities (LTAs) in England. LTAs are best placed to bring forward new mass transit proposals, which could include light rail or tram technology, based on local transport challenges and opportunities.</p><p> </p><p>Currently, the principal way LTAs can access Government funding for mass transit schemes which they wish to prioritise is through the City Region Sustainable Transport Settlements (CRSTS) for eligible Mayoral Combined Authorities. West Midlands Combined Authority has been allocated a Settlement of £1.05 billion between 2022/23 and 2026/27.</p><p> </p><p>In the East Midlands, Nottingham Express Transit is financed under a private finance initiative structure. The current contract, which was signed in 2011, expanded the tram network, doubling the previous size.
