star this property answer text <p>The UK continues to conduct its defence policy according to its own priorities and to assess EU capability development initiatives on that basis. For example, the UK decided not to join Permanent Structured Cooperation (PESCO). The Government has said that it may wish to participate in some EU capability development projects as part of the future partnership, on a voluntary and case-by-case basis where of clear benefit to the UK. The Withdrawal Agreement and Political Declaration provide such options to cooperate.</p> more like this

Non-EU countries do not participate. The UK will, however, continue to call for full coherence between CARD and NATO's Defence Planning Process to avoid unnecessary duplication and to address issues of common interest such as interoperability of military forces.</p> more like this

star this property answer text <p>The Government has made clear that EU defence initiatives should be: coherent with NATO requirements; available to NATO; and have the fullest participation of non-EU NATO Allies. Where these conditions are met, the UK can support the development of EU tools such as Permanent Structured Cooperation (PESCO).</p><p>The UK has not joined PESCO as an EU Member State, but has expressed an interest in participating in capability development projects as part of the future partnership, on a voluntary and case-by-case basis, where this is of clear benefit to the UK. PESCO-participating Member States continue to negotiate the terms on which third countries might take part in PESCO projects.</p> more like this

star this property answer text <p>The Government continues to ensure that parliamentary accountability for UK-EU defence cooperation is maintained. In addition to the public speeches made by the Prime Minister and the white paper of last July, the Government provided further clarification in September, in its response to the House of Commons Defence Committee report, on its proposals for a future security partnership with the EU. The Government has also participated in parliamentary debates or hearings on Permanent Structured Cooperation last April, Common Security and Defence Policy (CSDP) Operation Sophia last June, the European Defence Industrial Development Programme last November and on CSDP missions and operations in May this year. The Government will continue to provide regular updates to both European Scrutiny Committees in Parliament.</p><p> </p><p> </p> more like this

Nonetheless, the UK and the EU will continue to face common threats, which are evolving and growing in complexity, and we share the same values. star this property answer text <p>The UK deploys personnel to two military Common Security and Defence Policy (CSDP) operations (Operation ALTHEA and Operation SOPHIA), two military training missions in Mali and Somalia, and three civilian missions in Georgia, Kosovo and Ukraine. star this property answer text <p>NATO will remain the cornerstone of our defence and security, and the UK will retain full sovereign control over its defence policy and decision making. A deal with the EU will, however, enable us to cooperate on foreign and security policy issues of shared interest. Accordingly, the Political Declaration agreed in November 2018 states that the UK's future relationship with the EU should benefit from cooperation on capabilities that facilitate interoperability and to promote joint effectiveness of Armed Forces. It thereby provides the option for the UK to participate in mutually beneficial capability projects and initiatives on a case-by-case basis, through the European Defence Agency, the European Defence Fund and PESCO, subject to conditions in Union law.</p> more like this
