Children exposed to frequent, intense and poorly resolved conflict between parents are at greater risk of poor social, emotional and cognitive outcomes. The new programme will support the use of evidence-based interventions to reduce parental conflict, delivered by specialist organisations at a local level. 	answer	answer is ministerial correction date of answer 27/06/2017 answer text <p>The only fines that can be imposed relating to child maintenance are as a result of criminal prosecution for failure to provide information or providing false information for the purposes of calculating the child maintenance liability. These fines are imposed by a court, information about fines is not recorded by my Department for management information purposes, and could only be provided at disproportionate cost.</p><p> </p><p>Within child maintenance enforcement, “sanctions” generally refers to powers used as a last resort, when other enforcement actions have not resulted in successful collection of arrears.</p><p><strong> </strong></p><p>DWP publish information on enforcement actions.</p><p> </p><p>Information on both civil and criminal enforcement actions undertaken by the Child Support Agency (CSA) is only available from April 2007. This can be found in Table 22 of the latest CSA Quarterly Summary of Statistics, available at the following link: <a href="https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017" target="_blank">https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017</a> . This includes information on a variety of enforcement actions, including commitment to prison and disqualification from driving (in the Committals section), along with information on the number of prosecutions that have been undertaken.</p><p> </p><p>Information on civil and criminal enforcement action undertaken by the Child Maintenance Service is published on Table 16 of the Child Maintenance Service Experimental Statistics, which contains data between September 2015 and March 2017. 	answer	answer is ministerial correction date of answer 04/07/2017 answer text <p>We are aware of the Joseph Rowntree Foundation’s September 2016 report ‘UK Poverty, Causes, Costs and Solution’ which aimed to set out a long-term strategy for a UK free of poverty.</p><p> </p><p>The merits of the recommendation in this report to measure and monitor destitution directly through repeated surveys have been considered with the JRF. It is acknowledged that individuals and families living in non-private households, communal establishments and the homeless are not well captured on surveys currently used to measure household income and poverty. The ONS is currently commissioning, jointly with JRF, a research project to investigate the feasibility of including individuals and families not living in private households (who are currently not covered by traditional household surveys) in estimates of personal well-being, poverty and destitution. We will be interested in the results of this report when it is published (due in early 2018).</p><p> </p><p>One of the key benefits of repeating a survey is to build a meaningful time series from the data, with the changes seen over time helping government to understand how policies impact on individuals and families. In practice, this means that they either remain at the April 2015 rate or are set at the 30<sup>th</sup> percentile of local rents if this is lower. There is however, Targeted Affordability Funding available and we have used this in 2017/18 to increase 48 LHA rates by 3 per cent in areas with high rental costs.
