Member for Dulwich and West Norwood to the answer I gave on 8 May 2019 to Question <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2019-05-08/252019/" target="_blank">252019</a>.</p><p>Further to this, the government is considering the value for money of the UK's participation in the Erasmus+ programme. This includes a range of monetisable and non-monetisable benefits and costs to ensure we capture all sources of potential economic value and cost. We will also want to consider carefully the impact of any of these options on students from disadvantaged backgrounds and those with disabilities in our assessments.</p><p>This assessment is ongoing and is part of a wider, cross-government exercise on considering value for money of EU programmes.</p><p>Ultimately, any decisions about our participation in the Erasmus+ programme will also be a matter for wider negotiations about our future relationship with the EU.</p>

star this property answer text <p>The Department is aware that many factors can influence a student’s decision to study languages at GCSE level. As the regulator of qualifications, examinations and assessment in England, Ofqual takes claims of grading severity in modern foreign languages (MFL) seriously. Ofqual is currently conducting a comprehensive review of grading standards in GCSE French, German and Spanish to see if there is a compelling case for an adjustment to grading standards in these subjects. Ofqual’s review will consider statistical evidence, contextual data including trends in the numbers taking these subjects, and the quality of students’ work through looking at how GCSE grades relate to the Common European Framework of Reference for Languages. Ofqual is also gathering the views of subject experts and other stakeholders and is due to report on this work in autumn 2019.</p><p> </p><p>The Department wants to see more pupils taking a language GCSE. We are supporting schools to increase the number of pupils taking GCSEs in languages through several programmes including, the £4.8 million MFL pedagogy programme, an undergraduate digi-mentoring scheme, the £10 million Mandarin Excellence Programme, and targeted communications activity at key points in the school year to challenge misconceptions about studying languages.</p>

star this property answer text <p>The government firmly believes that the UK and European countries should continue to give young people and students the chance to benefit from each other’s world-leading universities following our exit from the European Union.</p><p>The next generation of EU programmes is currently being discussed in the EU. This includes the proposed regulation for the 2021-27 Erasmus+ programme, which has reached a partial general approach in the Council of the European Union.</p><p>Improving social mobility is a priority for this government and we want everyone to have the opportunity to succeed, regardless of their background or where they grew up. For this reason, the government welcomes the aim of the Commission’s proposal to make the next programme more accessible to participants, particularly those from disadvantaged backgrounds.</p><p>We will continue to participate in discussions on the draft regulation while we remain an EU Member State and are considering options for future participation in the next Erasmus+ programme. Of course, the text of the regulation has not been finalised, including important aspects such as the terms of third-country participation, and we will need to consider the regulation as a whole.</p><p>Ultimately, any decisions about our participation in the Erasmus+ programme will also be a matter for wider negotiations about our future relationship with the EU.</p>

star this property answer text <p>The Department is making relationships education compulsory for all primary pupils and relationships and sex education (RSE) compulsory for all secondary pupils from September 2020. From that point, health education will also be compulsory for all state funded pupils.</p><p>Pupils should be taught about the society in which they are growing up. RSE should meet the needs of all pupils, whatever their developing identity or sexuality. The recently updated draft guidance sets out that pupils should know how stereotypes, in particular stereotypes based on sex, gender, race, religion, sexual orientation or disability, can cause damage, and how they might normalise non-consensual behaviour or encourage prejudice. Health education will also cover important relevant content, such as puberty and menstrual wellbeing in both primary and secondary schools.</p><p>Pupils should receive teaching on lesbian, gay, bisexual and transexual (LGBT) relationships during their school years. We expect secondary schools to include LGBT content and primary schools are encouraged and enabled to cover LGBT content if they consider it age appropriate to do so. Maintained schools must follow the national curriculum and teach religious education (and sex and relationships education in secondary schools); while academies are required by their funding agreements to teach English, mathematics, science and religious education, as part of a broad and balanced curriculum.</p><p>The vast majority of school funding is given to schools through the Dedicated Schools Grant. Schools are free to choose how they spend this, and this includes decisions on the curriculum they offer, beyond the requirements set out above. star this property answer text <p>All state maintained secondary schools must teach art and design, music and a modern foreign language (MFL) to pupils at Key Stage 3 (pupils aged 11 – 14). Drama is taught as part of the English curriculum and dance is included in PE &amp; sport. At Key Stage 4 (pupils aged 14 – 16), there is a statutory entitlement for every pupil to take an arts subject and a MFL leading to a recognised qualification, if they wish to do so. Academies must teach a broad and balanced curriculum. Ofsted is also currently undertaking a consultation on its proposed new education inspection framework. The consultation runs until 5 April. Under its proposals, inspectors will assess the extent to which schools, including academies, are providing a broad and balanced curriculum for their pupils which helps them acquire knowledge, understanding and skills in all aspects of their education.</p><p> </p><p>Between 2016 and 2020 the Government is spending almost £500 million on a range of arts and cultural education programmes. The Department has also launched a £4.8 million MFL Pedagogy Pilot to support secondary schools in delivering a high quality languages education.</p>

star this property answer text <p>Schools provide a wide range of extra-curricular activities. For example, a report by Birmingham City University published by Arts Council England shows that in 2016/17 schools delivered over 8,600 ensembles and choirs in partnership with their local music education hub. They also delivered over 31,000 ensembles and choirs independently. Between 2016/20 the Department is spending almost £500 million on a range of creative arts and cultural education programmes that take place in and out of school. star this property answer text <p>Following reform of the national curriculum in 2014, schools have greater flexibility to ensure their school curriculum suits the individual needs of pupils. Within this framework, schools are free to choose texts that will stimulate and challenge their pupils, reflecting diverse viewpoints and minority groups, including reflecting their diverse viewpoints. More specifically:</p><p>The history programme of study explains that the purpose of the subject is to help “pupils to understand the complexity of people’s lives, the process of change, the diversity of societies and relationships between different groups, as well as their own identity and the challenges of their time”. It aims to ensure that pupils know and understand “how Britain has influenced and been influenced by the wider world”.</p><p> </p><p>The English programme of study for secondary schools sets out that pupils should read a wide range of high-quality, challenging, classic literature and extended literary non-fiction, such as essays, reviews and journalism.</p><p> </p><p>The citizenship programme of study requires pupils to be taught about human rights and the “diverse national, regional, religious and ethnic identities in the United Kingdom and the need for mutual respect and understanding”.</p><p> </p><p>Although the content of the school curriculum is excluded from the Equality Act 2010, the way in which a school provides education, the delivery of the curriculum, is explicitly included. Thus, as set out in departmental advice to schools, they are free to include a full range of issues, ideas and materials in their syllabus, and to introduce pupils to thoughts and ideas of all kinds, however challenging or controversial. Schools are still required, however, to ensure that the way in which issues are taught does not subject individual pupils to discrimination.</p>
