star this property answer text <p>An informal meeting of experts on lethal autonomous weapon systems (LAWS) will take place in Geneva from 13-16 May 2014 under the framework of the UN Convention on Certain Conventional Weapons. This is an official-level meeting at which ministerial attendance is not expected, and the UK will be represented by officials from the Foreign and Commonwealth Office and Ministry of Defence. The Government aims to deepen understanding of the technical, legal, ethical and societal factors pertaining to LAWS through an exchange of information and views.</p> more like this

star this property answer text <p>In the 2013-14 financial year the Human Rights and Democracy Programme (HRDP) received 218 proposals for funding. Seventeen of these proposals were for work associated with Freedom of Religion and Belief (FORB), representing 7.8% of proposals received. Six projects were ultimately funded, to the value of £214,029. This represents 3.3% of the total resource available.</p><p>The programme is keen to see more good quality project bids on this theme in future bidding rounds, and have actively encouraged more quality bids for the 2014-15 financial year.</p> more like this

star this property answer text <p>The Organisation for Security and Co-operation in Europe (OSCE)'s Office for Democratic Institutions and Human Rights (ODIHR) launched an Election Observation Mission (EOM) to Ukraine in March. ODIHR's Needs Assessment Mission judged that the EOM should consist of 1000 observers in total. 100 long term observers have been on the ground since late March; while a further 900 short term observers will arrive in the week before polling day on 25 May. These observers will also be joined by parliamentarians from the OSCE Parliamentary Assembly and the Parliamentary Assembly of the Council of Europe amongst others. The ODIHR Mission will be crucial in providing an impartial view of the conduct of these extremely important elections, and the UK is providing over 100 observers to it.</p><p> </p><p>Since March, 7 inspection teams of varying staff numbers from OSCE states have been deployed to Ukraine under the auspices of the Vienna Document to which all OSCE States subscribed, with the aim of building confidence and increasing transparency. This is in response to a Ukrainian request to carry out military inspections and separate from the OSCE Special Monitoring Mission, which has a different mandate. A UK-led Vienna Document team is currently in Ukraine and is working closely with national authorities to carry out their mission. The inspection team is made up of UK armed Forces Personnel and international observers. Following the UK-led mission, Vienna Document inspectors from other participating states will commence similar missions.</p><p> </p>

star this property answer text <p>The total number of unlawful incursions into British Gibraltar Territorial Waters (BGTW), from 2010 onwards, are as follows:</p><p>2010 – 103<br>2011 – 24<br>2012 – 229<br>2013 – 496<br>Jan-May 2014 – 185</p><p>During this period, the Spanish Ambassador has been summoned three times on incursions related matters – 15 November 2012, 19 November 2013 and 2 April 2014. The British Government cannot readily provide statistics for incursions into BGTW by Spanish State vessels before 2010. This could only be obtained at a disproportionate cost. The Government upholds British sovereignty over BGTW by challenging and protesting unlawful incursions. We will continue to make representations to the Spanish government at the highest level, making clear the damage they cause to our bilateral relationship.</p> more like this

star this property answer text <p>The United Nations Children's Fund (UNICEF)'s most recent progress report on children in Israeli military detention, published in October 2013, indicates that Israel has taken some positive steps but does not give an assessment as to how many of the recommendations UNICEF consider to have been implemented.</p><p>We continue to urge the Israeli authorities to take action on the recommendations made in the UNICEF report and the earlier independent report by senior British lawyers. Minister of State at the Foreign and Commonwealth Office, my right hon. star this property answer text We are concerned at reports of detentions in relation to the 25th anniversary of Tiananmen Square and raised our concerns about this with the Chinese authorities during the UK-China Human Rights Dialogue on 20 May. The Minister of State, my Rt. Hon. Friend the Member for East Devon (Mr Swire), raised this issue with the Chinese authorities on 19 May and made a statement on this issue on 21 May. We also fully support the EU statement of 28 May calling for the release of all those imprisoned for the peaceful expression of their views. We were pleased to see that on 5 June, the Chinese authorities released a number of those arrested after attending an event to commemorate the Tiananmen Square incident in 1989. more like this
