They can use a 'care of' address, like the address of a family member or trusted friend. There is also the option of using a hostel address if the claimant is staying there, or in exceptional circumstances, the claimant can use their local jobcentre address.</p><p> </p><p>There are varied and complex reasons behind a person’s homelessness and that is why it is DWP’s priority to ensure homeless people get the appropriate support they need to move into work so they can succeed and move on with their lives. This support includes help for people to make a Universal Credit claim and to access the Jobcentre Plus employment offer, with priority access to the Work and Health Programme. Jobcentres in England are required to offer a voluntary referral to claimants who may be homeless or threatened with homelessness to a local housing authority of the claimant’s choice.</p><p> </p><p>The Department is committed to tackling homelessness and is supporting the manifesto commitment to end the blight of rough sleeping by the end of the next Parliament. The Ministry for Housing, Communities and Local Government (MHCLG) has worked closely with local authorities and the sector to offer vulnerable people safe accommodation and support. There is a range of support available for people who are homeless or at risk of homelessness, and this includes help for people to make a Universal Credit claim and access the Jobcentre Plus employment offer.</p><p> </p><p>Work Coaches take into account the individual circumstances and capabilities of homeless claimants, with conditionality requirements tailored to their specific needs, as set out in their Claimant Commitment. Work Coaches can apply easements to work-related requirements if someone is homeless, or is at risk of homelessness, to allow them time to arrange alternative accommodation. Easements take the form of a specified period where the requirement to be available, looking for and able to take up work is “switched off” and linked to a review of any other requirements.</p><p> </p><p>From October 2018, Jobcentres in England are legally required to offer a voluntary referral to claimants who may be homeless or threatened with homelessness to a local housing authority of the claimant’s choice. This earlier intervention is intended to give people the stability they need to move into, and remain in, work. The Shared Accommodation Rate (SAR) of the Local Housing Allowance applies to claimants who are under 35, living on their own, and renting privately, regardless of the size of property that they rent. However, there are exemptions from the SAR for the most vulnerable, including those aged 25 to 34, who have spent at least three months which do not need to have been continuous, in a homeless hostel/hostels specialising in rehabilitating and resettling within the community. We are making changes to this exemption from October 2023, removing the lower limit to include all those under the age of 35 who meet this criteria. Early policy and delivery work has begun to deliver these measures and the necessary legislation will be taken forward in due course<strong>.</strong> For individuals who may require more support and whose circumstances may make it difficult for them to share accommodation, Discretionary Housing Payments are available.</p><p> </p><p>Homeless people have priority access to the Work and Health Programme, so people with experience of homelessness receive support at the earliest opportunity. That is why we have committed to end rough sleeping by the end of this Parliament and to enforce the Homelessness Reduction Act.</p><p>The Government has already taken important steps to prevent and reduce homelessness and rough sleeping. This includes implementing the most ambitious legislative reform in this area in decades, the Homelessness Reduction Act, which is transforming the culture of homelessness service delivery and actively prevents homelessness, meaning people will get the help they need quicker.</p><p>The Government has already committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period to April 2020. In 2020/2021 we are providing a further £422 million to tackle homelessness and rough sleeping. This marks a £54 million increase on what Government provided in 2019/20 and will go towards funding important programmes such as the Rapid Rehousing Pathway, the Rough Sleeping Initiative and the Flexible Homelessness Support Grant. In 2020/2021 we are providing a further £437 million to tackle homelessness and rough sleeping. This marks a £69 million increase in funding from the previous year.</p><p>The Government is committed to increasing the supply of affordable housing and has made £9 billion available through the Affordable Homes Programme to March 2022 to deliver approximately 250,000 new affordable homes in a wide range of tenures, including Social Rent. We have made excellent progress on our commitment to end rough sleeping with levels falling by 49% since 2017, and the Spending Review committed £2 billion to tackle and prevent homelessness over the next three years. This winter, many of the most vulnerable in society will receive extra support via the £37bn of cost of living support package and the Energy Price Guarantee. Discretionary Housing Payments continue to be available to people struggling with housing costs.</p><p> </p><p>My department is committed to ensuring people get the benefits they are entitled to and the support to move into work and on with their lives. Under the “duty to refer”, jobcentres in England offer a voluntary referral to local authority housing teams for people who may be homeless or threatened with homelessness. That is why we have now committed to end rough sleeping within this Parliament and to fully enforce the Homelessness Reduction Act (HRA).</p><p>The latest published statutory homelessness data (April-June 2019) offers promising signs regarding the impact of the HRA:</p><p>Under the HRA more households are being offered statutory support, with more single people receiving help than ever before. 65 per cent of households owed a duty were single households, compared to 30 per cent prior to the introduction of the HRA.</p><p>Most households at risk of homelessness are having it successfully prevented. 57 per cent of the households whose prevention duty ended in this period secured their existing accommodation or were helped to find alternative accommodation. 40 per cent of the households whose relief duty ended in this period were helped to find accommodation.</p><p>Local authorities will now receive an additional £63 million in 2020/21 through the Homelessness Reduction Grant to carry out these duties. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.</p><p>Ahead of the Rough Sleeping Strategy we announced a new Rough Sleeping Initiative in order to have an immediate impact on reducing the levels of rough sleeping. Measures within the initiative include:</p><ul><li>a cross-government, multi-disciplinary new Rough Sleeping Team;</li><li>a £30 million fund for 2018-19 for local authorities with high number of people sleeping rough, providing over 1,750 new bed spaces and 500 staff;</li><li>a further £46 million fund for 2019-20 to help tackle rough sleeping, providing an estimated 2,600 bed spaces and 750 staff;</li><li>£100,000 funding to support frontline Rough Sleeping staff across the country and equipping them with the right skills and knowledge to work with vulnerable rough sleepers.</li></ul><p>In April 2018 the Homelessness Reduction Act, the most ambitious legislative reform in decades came into force. The Act transforms the culture of homelessness service delivery. It placed new duties on local housing authorities to take reasonable steps to try to prevent <br> and relieve a person’s homelessness.</p><p>In 2018/19 the West Midlands received £25 million to support the delivery of homelessness services.
