star this property answer text <p>The Government most recently raised the issue of the ongoing hunger strikes protesting the conditions of Abdullah Ocalan's imprisonment with Turkish authorities on 13 May. While robustly condemning the ongoing violence perpetrated by the PKK (Kurdistan Workers' Party), we encourage Turkey to implement the recommendations of the report on Mr Ocalan's imprisonment produced by the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. In this regard we welcome the fact that Mr Ocalan was granted access to two lawyers on 2 May.</p><p>We also note the comments made by those lawyers in a subsequent press conference, that Mr Ocalan advised against his supporters continuing these hunger strikers to the point that it threatens their health . We continue to urge Turkey to uphold the human rights of detainees, including access to medical treatment where necessary.</p> more like this

star this property answer text <p>The Government rigorously assesses arms export licences against the Consolidated EU and National Arms Export Licensing Criteria. We draw on a wide range of sources of information in making our assessments, including reports from the UN Panel of Experts. We will not issue any export licences for Saudi Arabia that are inconsistent with the Consolidated Criteria, including Criterion 2(c): where there is a clear risk that the goods might be used in the commission of a serious violation of International Humanitarian Law.</p><p>The Government disagrees with the 20 June Court of Appeal judgment and is appealing to the Supreme Court. We are also carefully considering the implications of the judgment for decision-making. While we do this, we will not grant any new licences for exports to Saudi Arabia and other coalition partners for items which might be used in the conflict in Yemen.</p> more like this

star this property answer text <p>​The UK regards a new Implementing Agreement under the United Nations Convention on the Law of the Sea (UNCLOS) on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction as an important step forward in addressing the challenges that the ocean faces. The UK is pressing for an ambitious Agreement to be concluded in 2020. It will be a key mechanism in enabling the designation of 30 per cent of the ocean as Marine Protected Areas by 2030.</p><p>UNCLOS makes clear that the concept of &quot;the common heritage of mankind&quot; applies only to the non-living resources of &quot;the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction.&quot; Any new Implementing Agreement under UNCLOS must be consistent with this concept. The UK is an active member of the International Seabed Authority, which is currently drafting a Code for Deep Sea Mining, and considering a mechanism for the equitable sharing of benefits arising from deep-sea mining.</p><p>The UK supports a regime of benefit sharing under the new Implementing Agreement that is focused on the sharing of scientific data and research and better coordinated capacity building and the transfer of marine technology to developing countries to enable them not only to better share in the sustainable use of the resources of the ocean, but also in its conservation. We are studying positively proposals for the new Implementing Agreement to achieve this outcome.</p>

We do not believe these negotiations will lead to effective progress on global nuclear disarmament. The best way to achieve this goal is through gradual multilateral disarmament negotiated using a step-by-step approach and within existing international frameworks.</p> more like this

star this property answer text <p>The UK initiated the P5 process in 2009 to build mutual trust, understanding and transparency between the Nuclear Weapon States as these are essential prerequisites towards our shared goal of a world without nuclear weapons. Discussing divergent views is part of this process. The last P5 meeting involving representatives from capitals took place in October 2017 when the dialogue on strategic stability and nuclear doctrines, started in October 2016, continued. The P5 also meet at expert level in a number of different fora. The next P5 meeting should take place in the margins of the second Preparatory Committee for the 2020 Nuclear Non-Proliferation Treaty Review Conference in Geneva.</p> more like this
