star this property answer text <p>NHS England has not made an assessment of the cost or delaying treatment for patients requiring bariatric surgery.</p><p> </p><p>Clinical commissioning groups (CCGs) have a statutory responsibility to commission services which meet the needs of their local population. When developing their associated commissioning policies and treatment criteria, we would expect CCGs to take into account any relevant current guidance, and consider the wider context of their actions which may include the costs incurred as a result of setting criteria which may deny or delay treatment for patients requiring bariatric surgery. Treatment decisions should always be made by doctors based on patients’ clinical needs.</p> more like this

The criteria that will be used to assess the proposals cover the four key domains of financial sustainability, deliverability, clinical quality (which includes safety) and strategic context.</p><p> </p><p>NHS Improvement have informed us that they, working with the LCCG, have set a target Care Quality Commission rating of Good for services within the first year, and Good or Outstanding for the second year.</p><p> </p><p>NHS Improvement and the LCCG have invited proposals from four providers within the Liverpool “Acting As One” arrangements. These providers have been approached as they are considered to have a reasonable prospect of making a viable business case. The organisations are: Aintree NHS Foundation Trust, Alder Hey NHS Foundation Trust, Mersey Care NHS Foundation Trust and The Royal Liverpool and Broadgreen NHS Trust.</p>

Regarding provision of community services, the value of the contract for community health services in Liverpool for 2017/18 is £81.6 million. star this property answer text <p>Clinical commissioning groups (CCGs) should take all reasonable steps to ensure that employees, committee members, contractors and others engaged under contract with them are aware of the requirement to inform the CCG if they are employed or engaged in, or wish to be employed or engaged in, any employment or consultancy work in addition to their work with the CCG (for example, in relation to new care model arrangements).</p><p> </p><p>The following principles and rules should be adhered to:</p><p> </p><p>- CCGs should require that individuals obtain prior permission to engage in outside employment, and reserve the right to refuse permission where it believes a conflict will arise which cannot be effectively managed;</p><p> </p><p>- Staff should declare any existing outside employment on appointment, and any new outside employment when it arises;</p><p> </p><p>- CCGs may also have legitimate reasons within employment law for knowing about outside employment of staff; even if this does not give rise to risk of a conflict. Nothing in this guidance prevents such enquiries being made.</p><p> </p><p>- CCGs should ensure that they have clear and robust organisational policies in place to manage issues arising from outside employment. In particular, it is unacceptable for pharmacy advisers or other advisers, employees or consultants to the CCG on matters of procurement to themselves be in receipt of payments from the pharmaceutical or devices sector.</p><p> </p><p> </p><p>- All CCGs have a statutory duty to follow this guidance and ensure that any person involved in making a decision on the contract award has no pecuniary interest. star this property answer text <p>The Department does not hold information on the numbers of people who have received counselling or other treatment for an addiction to gambling in the last 12 months.</p><p> </p><p>The Health Survey for England is a national survey and its stratified, random probability sample is designed to be representative of the population living in private households in England. Questions about gambling and problem gambling were included in the survey in 2015 and in 2012. The 2015 survey data were published in a report by the Gambling Commission, available at:</p><p> </p><p><a href="http://www.gamblingcommission.gov.uk/PDF/survey-data/Health-survey-results-England-2015.pdf" target="_blank">http://www.gamblingcommission.gov.uk/PDF/survey-data/Health-survey-results-England-2015.pdf</a></p><p> </p><p>The survey found that 0.9% of people aged 16+ were classified as problem gamblers using either the PGSI (Problem Gambling Severity Index) or the DSM-IV (Diagnostic and Statistic Manual-IV) screening instruments.</p><p> </p><p>Problem gambling can cause physical and mental health problems, including anxiety disorders and depression. The Improving Access to Psychological Therapies (IAPT) programme began in 2008 and has transformed treatment of adult anxiety disorders and depression in England. Over 900,000 people now access IAPT services each year, and the Five Year Forward View for Mental Health is committed to expanding services further, alongside improving quality. Although problem gambling is not listed amongst the provisional diagnosis categories that IAPT treats, IAPT practitioners would be able to treat common mental health disorders such as depression and anxiety which problem gamblers may present with.</p><p> </p><p>My Rt. Hon. Friends the Secretary of State for Health and the Secretary of State for Digital, Culture, Media and Sport have had no meetings to discuss this specific issue. Officials from the two departments have met to discuss the impact of problem gambling on several occasions.</p><p> </p><p>Problem gamblers can access services in primary care and secondary care including specialised mental health and addiction services.
