These primarily consist of correspondence to Ministers from individuals and interested organisations calling for the Government to act in this area.</p><p> </p><p>On 21 September the Secretary of State announced plans for a ban on sales of items containing ivory dated between 1947 and the present day, putting UK rules on ivory sales among the world’s toughest. 	answer	answer is ministerial correction date of answer 16/07/2015 answer text <p>The following Government bills as introduced over the five years of the last Parliament affected predominantly England or England and Wales.</p><p>The proposals that were announced by my Right Honourable Friend, the Leader of the House of Commons, on 2 July on English votes for English laws provide for certification of bills and clauses or schedules by the Speaker of the House of Commons based on the devolution settlement.</p><p>This list is based on an assessment of the effects of provisions rather than the territorial extent of a bill, which concerns the legal jurisdiction to which the bill extends, which may be wider than application. For example, since England and Wales form a single legal jurisdiction a bill might extend to England and Wales but only affect England. The list does not consider whether the subject-matter of any individual clauses or schedules of a bill would be within the legislative competence of the Northern Ireland Assembly or Scotland Parliament or, if appropriate, the National Assembly for Wales. As such this list is not a guide to the likely certification of these bills had the proposed certification process applied to them.</p><p>Some of the bills listed contain provisions which extend and/or apply to Northern Ireland, Scotland or, as appropriate, Wales. Under the proposals announced on 2 July, bills, clauses and schedules within them would be certified, and so any provisions which apply to Scotland and/or Northern Ireland would not have been subject to the new process.</p><p>The list refers to bills at the time of introduction and does not take into account amendments made during their passage. If the territorial extent and/or application of a bill is to be amended in such a way that would affect devolved matters, the consent of the relevant devolved legislature(s) would be sought. This has enabled mapping of this data and effective use of the datasets for the benefit of water vole populations. The map on page 66 of the 2014 report, found at <a href="http://www.wildlifetrusts.org/watervole-project" target="_blank">http://www.wildlifetrusts.org/watervole-project</a>, indicates a thriving population of water vole in the Lindsey Marshes. The data for East Lindsey can be requested from the Lincolnshire Environmental Records Centre.</p><p> </p><p>The project does not itself involve assessing the effect of one species on another but the presence of American mink is the most significant factor in the decline of the water vole. A permit will only be issued if no detrimental impact on the sustainability of endangered species is demonstrated and the trophy has been obtained from a legal and sustainable hunting operation. The statistics show a year-on-year increase in the number of fly-tipping incidents over the last five years. The statistics cover all local authorities and so represent both urban and rural areas. 	answer	answer is ministerial correction date of answer 09/03/2017 answer text <p>In December 2015 the Government announced that it would require five cities (Birmingham, Derby, Leeds, Nottingham and Southampton) to implement a Clean Air Zone.</p><p> </p><p>A Clean Air Zone defines an area where targeted action is taken to improve air quality and where resources are prioritised and coordinated to deliver improved health benefits and support economic growth in the urban environment. The Forestry Commission works with Natural England and other conservation organisations and projects to help protect red squirrel enclaves and to allow the populations to expand.</p><p> </p><p>The Forestry Commission also undertakes a number of actions to protect red squirrels from the impact of grey squirrels as outlined in the grey squirrel action plan for England. These actions include Countryside Stewardship funding for landowners who choose to help protect red squirrels within designated reserves.</p><p> </p><p>Defra, in partnership with the United Kingdom Squirrel Accord, has also provided funding for work by the Animal and Plant Health Agency for the development of a fertility control method for grey squirrels. For the local communities to be more involved in decision-making, the Environment Agency has shared these options with all communities within the Derwent catchment. Shortlisted options are expected in autumn 2017 and will further support future funding applications for flood risk management in Keswick.</p><p>A bid for funding for Keswick has been submitted as part of the process to refresh the Government’s six year capital investment programme. The outcome of this bid will be confirmed to the North West Regional Flood and Coastal Committee (RFFC) in October 2017.</p><p>The Cumbria Flood Action Plan also sets out what the Environment Agency and partners are doing to reduce flood risks across Cumbria, based around river catchments, and incorporates actions from a range of partners in Keswick. As part of the plan, Cumbria County Council is to undertake works on a surface water scheme on Penrith Road by March 2020 and United Utilities are investigating how they can make changes to the way they operate the Thirlmere reservoir. As set out in the Resources and Waste Strategy, the government is putting in place measures to improve the quality of the materials we collect for recycling as well as creating domestic markets for these materials. The government recently published four consultations which will support these ambitions: consistency in materials collected for recycling, reform of the packaging waste producer responsibility system, a deposit return scheme for drinks containers and a tax to encourage the use of recycled material in plastic packaging. In addition, we will seek to tighten controls on exports of all waste, and are exploring a range of measures including increasing monitoring of international waste shipments, improved provision for waste repatriation, and charging higher fees to improve compliance with waste shipment controls.</p><p> </p><p>While waste is a commodity, and there is a global market for secondary materials, it must be and is subject to strict controls. Under EU legislation non-OECD countries elect the controls to be applied in respect of waste exports to their countries from the EU, choosing either to prohibit specific wastes, require prior written approval, apply their own national procedures or no control measures. The authorities in countries that receive waste from the EU need to be clear about the types of waste they will accept and the waste import procedures they require exporters in the EU to adhere to.</p><p> </p><p>The EU Waste Shipment Regulations impose strict conditions on the types of waste that can be exported, and set out procedures that waste exporters must follow. They prohibit the export from the EU of waste for disposal to a country outside the European Free Trade Area (EFTA). Regulation 21 of the UK Transfrontier Shipment of Waste Regulations makes it an offence to transport waste destined for disposal to countries outside the EFTA.</p><p> </p><p>The UK has a robust approach to enforcing these controls. In 2017 the Environment Agency (EA) inspected more than 1,000 shipping containers and returned 367 of these to their site of loading. We expect these initiatives by industry, combined with our reforms, to work together to eliminate from use the most problematic and difficult to recycle plastic packaging.</p><p> </p><p>As the Resources and Waste Strategy makes clear, however, where progress is insufficient we will explore alternative policy measures, which may take the form of a ban as part of a wider strategic approach. We have already consulted on banning the distribution and/or sale of plastic straws, drink stirrers, and plastic-stemmed cotton buds and will shortly be publishing a summary of responses. Member highlights a global issue that requires both global and national action.</p><p> </p><p>UK scientists have been at the forefront of delivering assessments by the Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES). The IPBES global assessment for pollinators concluded that wild pollinators, including many insect groups, have declined in Europe and North America. Data deficiencies precluded assessment in other parts of the world. Regional assessments came to similar conclusions for wider biodiversity, including insects. In Europe, for example, ongoing strong declines were identified in most species groups.</p><p> </p><p>The UK Government acknowledges and is committed to addressing the declines. Internationally, we are determined to play a leading role in the development of an ambitious strategy under the UN Convention on Biological Diversity, when its current framework expires in 2020. At the most recent Conference of the Parties to the Convention, in November 2018, we supported action such as the adoption of a global plan for the conservation and sustainable use of pollinators.</p><p> </p><p>At the national level, the Government’s indicators of the abundance of UK butterflies show long term declines since 1976 but no significant change since 2012. Our indicator of pollinating insects in the UK tells a similar story - overall distribution has declined since 1980 but has stabilised in recent years. We are keeping these trends under review as encouraging but not yet definitive signs of progress.</p><p> </p><p>The Government gathers further data on the status of UK pollinators through a UK-wide pollinator monitoring and research partnership, established in collaboration with research institutes and volunteer organisations.</p><p> </p><p>The 25 Year Environment Plan commits to improving the status of insects and each of the four countries of the UK has its own strategy to protect pollinators. The Prime Minister has also recently recognised the work of Dhruv Boruah of the Thames Project through a Points of Light Award.</p><p> </p><p>The Government’s Litter Strategy recognises that much‑loved features of the local environment such as rivers, canals and beaches can be used as ‘flagship’ locations for clean-up action by communities. We will continue to do more, especially to reduce levels of NO<sub>2</sub>.</p><p> </p><p>The Government will set out further measures this year, including consulting on a revised air quality plan on NO<sub>2</sub> by 24 April 2017 and publishing a final plan by 31 July 2017. The plan will set out the measures that will ensure the UK is compliant in the shortest time possible.</p><p> </p><p>In parallel, we are working to implement Clean Air Zones as quickly as possible. The Framework encourages local authorities to work with business to reduce pollutant emissions from vehicles, including encouraging the upgrade of refrigeration units on cold chain vehicles to the least polluting options.</p><p> </p><p> </p><p> </p><p>The UK Government has been actively involved in developing new legislation for non-road mobile machinery at a European level that covers transport refrigeration units. 	answer	answer is ministerial correction date of answer 06/09/2018 answer text <p>We are aware of the report by Imperial College London entitled ‘<em>Palm oil supply chain complexities impedes implementation of corporate no-deforestation commitments.</em>’</p><p> </p><p> </p><p> </p><p>Although we have no plans to formally assess the report, the Government’s 25 Year Environment Plan makes clear the UK’s commitment to supporting the implementation of deforestation-free supply chains for key commodities, including palm oil, working with a broad range of stakeholders.</p><p> </p><p> </p><p> </p><p>We are a co-signatory to the Amsterdam Declarations, which are political agreements that aim to support the implementation of private sector commitments on deforestation and sustainable palm oil. 	answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>As we prepare to leave the EU, we will undertake all the necessary measures to build or strengthen IT systems to accommodate the changes needed, for example to support the UK’s chemical regulatory regime and control and enforcement activities in English fishing waters.</p><p> </p><p>HM Treasury has allocated over £2 billion of additional funding to departments and the Devolved Administrations for EU exit preparations so far.
