We are increasing our support for them, as they counter the threats from extremists and Assad’s regime. UK Special Representative to Syria, Jon Wilks, met President al-Bahra on 10 and 15 July. In these discussions Mr Wilks stressed the UK’s strong support for the National Coalition’s goal of a transition to peaceful, democratic and inclusive Syria. The recent elections held by the Assad regime were a parody of democracy, taking place against the backdrop of horrendous violence, and with many millions of Syrians disenfranchised.</p><p>Since its formation in October 2012, we have provided the National Coalition with practical and political support designed to help it become ever more credible and inclusive and to promote democracy inside Syria. We have also worked with grass-roots civil society groups and local councils in Syria to promote good governance at a local level. Over recent days, however, the defenders of Kobane, supported by coalition airstrikes, have been able to hold their position against ISIL, and in some areas they are pushing back. The moderate opposition have held back ISIL in other parts of Northern Syria. We strongly support the coalition airstrikes that are being carried out in Syria by the United States, Saudi Arabia, the UAE, Bahrain, and Jordan. As well as supporting international military action to push back ISIL, we are providing technical assistance and non-lethal equipment to the moderate opposition in Syria, whose forces fighting are ISIL on the ground, and providing humanitarian aid to those areas, like Kobane, that have been worst affected by the crisis. The UK has recently increased the amount allocated this financial year to support areas under opposition control and increase the resilience of our regional allies to the effects of the Syria conflict from £30 million to £46 million. Our support along with that of our allies has enabled the Free Syrian police establish 90 police stations in liberated areas. It has supported 600 volunteers in 51 civil defence stations across northern Syria, trained and equipped to carry out search &amp; rescue, fire-fighting and first aid, saving over 2,500 lives. There are reports that Allawite communities in Syria are increasingly disillusioned with Assad. His regime has shown itself incapable of the kind of inclusive and representative government that is necessary to lead a national campaign against ISIL and provide stability in Syria. While the international coalition and moderate opposition forces have been tackling ISIL, Assad has been continuing his attacks and aerial bombardments on the civilian population including around Aleppo and Damascus. The UK has continued to stress the importance of this mission determining the full facts.</p><p>We are aware of at least 9 attacks in April in which the use of chemical weapons has been alleged. We consider it likely that chemical weapons have been used on at least some of these occasions. There are a number of pieces of information that suggest that only regime could have been responsible for these attacks, including the use of helicopters to deliver bombs to their targets and the fact that the attacks took place in opposition controlled areas. Around 7.5 per cent of the materials remain. This means that the 30 June 2014 deadline set by the UN for the elimination of the material can no longer be met. Responsibility for this rests with the regime.</p><p>The functional destruction of Syria's chemical weapon manufacturing capability and the removal of more than 90 per cent of the chemicals used in the programme are significant achievements. However, Syria's failure to meet the deadlines for removal of the remaining chemicals is unacceptable. 	answer	answer is ministerial correction date of answer 16/06/2014 answer text <p>The recent Syrian Presidential elections were a parody of democracy designed to sustain the Assad dictatorship, held in the midst of a civil war and extreme regime violence with millions displaced from their homes unable to vote. They did not meet even the most basic requirements for free and fair elections.</p><p>We judge that holding these elections was damaging to the political process. This is a view shared by the UN who warned that holding elections “will damage the political process and hamper the prospects for political solution that the country so urgently needs.”</p><p>We will continue to support the moderate opposition who have a pluralistic, democratic vision of a future Syria and to create conditions for a future political settlement. The UK was among the first countries to call for the Organisation for the Prohibition of Chemical Weapons (OPCW) to investigate these allegations. The OPCW Fact Finding Mission was subsequently established in April 2014 and its work is ongoing. Despite the difficulty of investigating these allegations in a conflict environment, the Mission’s May 2014 interim report stated that the available information “lends credence to the view that toxic chemicals, most likely pulmonary irritating agents such as chlorine, have been used in a systematic manner in a number of attacks”.</p><p>The August 2014 UN Commission of Inquiry report further stated that “Reasonable grounds exist to believe that chemical agents, likely chlorine, were used...[and that]... those agents were dropped in barrel bombs from government helicopters flying overhead”. Any use of chemical agents in warfare contravenes the Chemical Weapon Convention, to which Syria acceded in September 2013. The rise of the Islamic State in Iraq and the Levant (ISIL) threatens the UK, and the whole region.</p><p>With our international partners, we have focused on support for those pushing for an inclusive political settlement. This has led to our political and non-lethal assistance to moderate opposition groups. We have committed £30 million this financial year for helping the moderate opposition and bolstering regional resilience. We have given strong backing for UN efforts in the political track.</p><p>The UK has also focussed on holding Assad to account for his war crimes, which have included routine, indiscriminate bombardment of civilian areas, the use of chemical weapons, and the use of siege and surrender tactics. The UK is also the second largest bilateral humanitarian aid donor, and has been at the forefront of efforts in the UN Security Council to ensure aid gets to all those who need it.</p><p>The UK recently committed to tackling the threat from extremists, including ISIL. 	answer	answer is ministerial correction date of answer 11/09/2014 answer text <p>As of 29 August, all of Syria’s declared chemical stockpile of 1,309.8 metric tonnes had been removed from Syria and thus put beyond use of the regime. 95.8%, or 1,254.8 metric tonnes had been destroyed either by incineration or neutralisation, including all of the Category 1 chemicals (those deemed most proliferation sensitive by the OPCW, plus isopropanol).</p><p>The destruction of some of the category 1 chemicals in the UK was completed on 5 August, three weeks after the arrival of the chemicals in the UK. A smaller quantity of Hydrogen Fluoride (a category 2 chemical) will be destroyed in the UK at the turn of the year. Other chemicals are being destroyed in Germany, Finland and the United States.</p><p>Syria was required to declare and destroy all stocks of chemical weapons and their precursors, and the facilities and equipment with which they were manufactured. The international community cannot have confidence that Syria’s declarations were complete while credible reports of the use of chemical weapons, such as chlorine, continue, and until all outstanding questions surrounding the declarations have been resolved. In May this year the then Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), laid a written ministerial statement before Parliament announcing the lifting of the temporary hold on gifting to the Supreme Military Council and the intention to resume delivery of £1 million of non-lethal equipment as soon as is practical. Recipients of this assistance have been carefully selected to prevent equipment being given to those involved in extremist activities or human rights violations. The UK is not supplying weapons to anybody in Syria. <br><br>The equipment we provide, including to the armed opposition groups, has undergone intense scrutiny to ensure that we are providing the best possible support and that we meet all our national and international obligations. The equipment has been scrutinised to ensure its provision is consistent with export controls under the Consolidated EU and National Arms Export Licensing Criteria and EU restrictions on the provision of goods to Syria (as agreed by Member States on 27 May 2013). <br><br>We have also supported the opposition’s political umbrella group, the National Coalition, with advisory and practical support. This has included strategic communications advice, and advice on internal governance arrangements. We have also supported the National Coalition’s delivery arm, the Interim Government, as they expand their plans to deliver services in opposition-held areas inside Syria. We have also funded a range of projects in support of civil society and activist groups both inside and outside Syria, which have included those documenting human rights abuses. The Assad regime has lost all legitimacy by responding to the demands of its people for their basic rights and freedoms with escalating, and horrifying, brutality: using chemical weapons, heavy artillery and air power against civilians; unlawfully detaining and torturing its own people, including children; and preventing life-saving humanitarian support from getting to those who need it. President Assad is the greatest obstacle to such a settlement. He refused to engage substantively in the UN Security Council-backed Geneva II peace talks which aimed to establish a transitional government agreed by both sides, and lay the foundations for free and fair elections. Instead, his regime’s brutality continues to fuel the conflict, stoke sectarian tensions, and create conditions conducive to the growth of terrorism. President Assad is not a credible partner for solving this crisis.</p><p>The regime’s recent Presidential “elections” do not change this. They were a parody of democracy, taking place against the backdrop of horrendous violence, and disenfranchising the many millions of Syrians who have been forced to flee their homes. The Arab League, the UN, the US, Turkey and the EU all rejected these so-called elections.</p><p>We continue to call on the Assad regime to make a clear commitment to ending the violence and engaging in substantive talks with the opposition under the Geneva framework. 	answer	answer is ministerial correction date of answer 30/07/2014 answer text <p>The Kurdish Democratic Party (PYD) in Syria and associated armed groupings have effectively been in control of most of the Kurdish areas in North-East Syria since they unilaterally declared autonomy in November 2013.</p><p>We are aware of reports of Islamic State of Iraq and the Levant (ISIL) (also known as ISIS – the Islamic State of Iraq and Syria) attacks on Kurdish forces in Kobane and other areas in Northern and Eastern Syria. Reports suggest that the attacks in Kobane began on 7 July, and that ISIL has employed heavy weapons seized from Iraqi Security Forces. ISIL is a serious threat in Syria and Iraq. We remain concerned that their access to more sophisticated weaponry, a swelling of their ranks and improved morale will now place them in a stronger position to threaten all those in Syria, regardless of their affiliation. The UK has consistently called upon all parties in the conflict to respect international law and played a leading role in initiating and securing the passing of UN Security Council Resolutions 2139 and 2165, which demand that all parties cease all attacks against civilians and comply fully with their obligations to protect civilians in armed conflict. The UN Independent Commission of Inquiry’s most recent report was clear that the Assad regime, Islamic State of Iraq and the Levant and other extremist groups, were behind the majority of such attacks. On 25 September 2014, the UK and our partners secured a strong resolution at the UN Human Rights Council which demands that the Syrian authorities cooperate fully with the Commission of Inquiry.</p><p>In partnership with other donor countries, we have funded the collection of documentary evidence of human rights abuses to allow those responsible to be held accountable. We have also funded Law of Armed Conflict training to help armed groups understand their responsibilities and obligations under international law and international human rights standards.
