	answer	answer is ministerial correction date of answer 24/06/2021 answer text <p>Public rights of way are a local matter and are handled by individual local highway authorities.</p><p> </p><p>Local authorities are required to keep a Rights of Way Improvement Plan (ROWIP) to plan improvements to their network, which is usually available on the authority’s website. I would hope local authorities, whenever possible, would look at the needs of all users, including walkers, cyclists and horse-riders. Safety must be a consideration in this process.</p><p> </p><p>Local authorities receive most of their rights of way funding from central Government through the Revenue Support Grant to deliver various duties, including ROWIPs. It is not ring-fenced and we cannot say how much authorities should spend on ROWIPs. It is supported by further measures for older people including Pension Credit which provides means-tested support for those most in need.</p><p>We are putting in place arrangements across Government to ensure where members of the Windrush generation have been denied access to employment because they were unable to demonstrate their lawful status, their National Insurance position is corrected so the period of the loss does not impact their State Pension entitlement.</p><p>Work on this issue is ongoing, and we continue to work with other government departments to finalise this area of work. The Shared Rural Network (SRN) intentionally has geographic targets in order to tackle this challenge, and ensure the programme remains focused on the most rural parts of the country.</p><p> </p><p>The exact site deployment plans for new masts under the SRN will be managed by the Mobile Network Operators (MNOs) themselves in order for them to best deliver the agreed coverage targets for the programme.</p><p> </p><p>The MNOs continue to work closely with local communities and planning authorities to ensure new masts go through the proper planning process and are considerate to areas of natural beauty. This information is also available on the NHS Choices website.</p><p> </p><p><strong> </strong></p><p> </p><p>The Scientific Advisory Committee on Nutrition (SACN) was, however, commissioned to provide advice to government on the impact of folic acid fortification to improve the folate status of women and therefore reduce the number of pregnancies affected by neural tube defects. This built on previous advice from SACN’s predecessor the Committee on Medical Aspects of Food and Nutrition Policy in 2000. However, letting agents are required to be fully transparent about their fees and publicise a complete tariff of fees in their offices and on their website. The Government believes that full transparency gives consumers the information they need. We intend to carry out a review later this year into how well this approach is working.
