unstar this property answer text <p>The British Government regularly raises concerns about a range of troubling human rights issues in the Philippines with the Government, including the treatment of human rights defenders, the deteriorating space for political debate, reintroduction of the death penalty and media freedom.</p><p>The UK co-sponsored an Icelandic resolution on the human rights situation in the Philippines at the 41st session of the UN Human Rights Council in July which highlighted these concerns. The Prime Minister’s Trade Envoy to the Philippines raised our human rights concerns with Cabinet Secretaries in February 2019. We also discussed human rights with Philippines Under-Secretary for Foreign Affairs, Enrique Manalo during the UK-Philippines High Level Talks in Manila in November 2018.</p><p>The British Government hosted a global conference on Media Freedom on 10-11 July. The prominent Philippine human rights defender and journalist, Maria Ressa, was one of the key speakers.</p><p>The British Embassy in Manila is closely following the cases of sedition filed by the Philippine National Police (PNP) in July against 36 opposition figures, including Maria Lourdes Sereno, Vice President Leni Robredo, Congressmen Antonio Tinio and Ariel Casilao, Senator Risa Hontiveros, and Senator Leila de Lima.</p><p>We are following discussions around federalism in the Philippines. Our Embassy in Manila has held discussions with the Philippine Government covering proposed timelines for implementation and format, as well as offering reflections on the UK model of devolution.</p>

unstar this property answer text <p>The British Government warmly welcomes the result of the 21 January plebiscite in the Southern Philippines which paves the way for a new and genuinely autonomous Bangsamoro government, with significant devolved powers. The UK was a founding member of the International Contact Group involved in the peace process and hopes the results of the plebiscite secures lasting peace for the region. UK support over the years has included sharing knowledge and experience learnt through devolution processes in the UK.</p> more like this

unstar this property answer text <p>The British Government's view on the importance of the rule of law is clear, consistent and well known in the Philippines. In August 2018, Mr Field raised our concerns with several Philippine Ministers during his trip to Manila.</p><p>In November 2018 a senior official from the Foreign and Commonwealth Office called on the Government of the Philippines to ensure thorough and independent investigations into deaths relating to the war on drugs and deaths of human rights defenders, and to commit to bringing those responsible to justice. The British Embassy in Manila consistently champions democratic values, including the independence of the judiciary and a free parliamentary opposition. Cases of harassment of high profile political opponents are regularly raised with the Government of the Philippines. We have also raised our concerns about media freedom and action taken against the media organisation Rappler. We maintain close contact with human rights groups in the Philippines and the UN on a range of human rights issues.</p>

The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Reading West (Mr Sharma) urged the Philippine government Ministers to respect human rights and uphold the rule of law in their campaign against illegal drugs during his visit to Manila last December. Most recently he also raised this in his opening statement at the 34<sup>th</sup> session of the Human Rights Council in Geneva.</p> more like this
