unstar this property answer text <p>Lakhdar Brahimi has played a crucial role as joint UN and Arab League Special Envoy for Syria since June 2012. He showed strong leadership and great patience in getting the parties to the conflict round the same table in Geneva and take the first steps towards potentially constructive dialogue. The responsibility for the collapse of negotiations rests wholly with the regime's refusal to engage in discussion on an agenda for future talks put forward by Mr Brahimi. The appointment and mandate of any future UN Special Envoy is still under consideration by the UN.</p> more like this

unstar this property answer text <p>Assad's regime has been using siege tactics against civilian populations, sometimes forcing them into a position where they accept a truce as a way of being allowed food and medicine. We saw this approach in Homs, and elsewhere. We do not believe that this is a model which should be replicated in other places in Syria. UN Security Council Resolution (UNSCR) 2139 called for an end to the regime's use of siege tactics, and for aid to reach those who need it. This is not currently happening, as the UN has made clear in its last three reports on UNSCR 2139. The regime bears primary responsibility for the humanitarian crisis, and Resolution 2139 must be implemented in full. Only a political settlement, based on the principles of the Geneva Communiqué, can bring about a lasting settlement.</p> more like this

unstar this property answer text <p>The UK Government agrees that it is unacceptable that people in need in Syria continue to be denied life-saving aid, and condemns the siege and starvation tactics being practised by the Syrian regime and other armed groups. The UK government agrees that the international community must work to ensure Syrians get the aid they need by the most direct routes possible, including through sustained delivery across conflict lines and borders.</p><p>Since the start of the Syria crisis, the UK has provided £76 million to agencies working cross-border to provide medical help, food and other aid to hundreds of thousands of people in desperate need inside Syria.</p><p> </p> more like this

The most effective way to tackle terrorism in Syria is to support the moderate opposition in its efforts to protect the Syrian people from the twin threats of tyranny and terrorism. The only sustainable solution to the crisis in Syria is to reach a negotiated political transition by the mutual consent of both sides – this is the principle in the Geneva Communiqué as endorsed by the UN Security Council.</p> more like this

Waste products from this process will be stored safely and securely in industry standard containers, and will subsequently be disposed of in Germany and Finland, in accordance with national legislation. UK support to WHO will provide vulnerable Syrians with essential access to comprehensive health services. WHO are also supporting trauma systems, delivering essential supplies and augmenting health systems to respond to outbreaks of diseases. Such actions are utterly appalling and we call for their immediate release. These actions demonstrate to the world the true nature of this vicious terrorist organisation.</p><p>Tackling extremists in Syria is a priority, and we are stepping up our support for the moderate opposition groups who are fighting them, and helping the neighbouring countries respond to this growing security threat.
