	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The number and proportion of pupils at the end of key stage 4[1] in Coventry who achieved 5 or more GCSEs (or equivalent) at grades 9 to 4 or A* to C, by free school meal (FSM) eligibility, are displayed in the attached tables for 2017 and 2018[2].</p><p> </p><p> </p><p>[1] Includes pupils at state-funded schools. Pupils are identified as being at the end of key stage 4 if they were on roll at the school and in year 11 at the time of the January school census for that year. Age is calculated as at 31 August for that year, and the majority of pupils at the end of key stage 4 were aged 15 at the start of the academic year. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Local authorities are required to secure sufficient childcare in their area, so far as is practicable, for working parents, or parents who are studying or training for employment, for children aged 0-14 (or up to 18 for disabled children).</p><p>Since 2011, all local authorities have a duty to provide a range of short breaks services for disabled children and their families. Responsibility for funding short breaks rests with local authorities. They are best placed and have the freedom to decide how to deliver services, target their resources and priorities, and be flexible to meet the local needs of disabled children and young people.</p><p>Tax-Free Childcare was introduced in 2017 to support families with the costs of childcare, for which 1.6 million families are eligible. For every £8 parents pay into an online account, the government pays £2 – up to a maximum contribution of £2,000 per child each year, for children aged up to 12. It is the responsibility of local authorities to comply with their statutory duties, having regard to statutory guidance published by the Department for Education. In July 2018 the government set an ambitious goal to halve, by 2028, the percentage of children leaving reception year without the communication, language and literacy skills they need to thrive. This is a clear direction for all those who have a part to play, including children’s centres. The department is working with local authorities, including through our £8.5 million early years local government programme, to achieve this ambition.</p><p>To help local areas monitor and improve these outcomes, the department published on 6 June 2019 the Early Years Outcomes Dashboard, which can be found here: <a href="https://department-for-education.shinyapps.io/smapey-dashboard/" target="_blank">https://department-for-education.shinyapps.io/smapey-dashboard/</a>. This dashboard makes the most important early years social mobility metrics easily available and will allow local authorities to benchmark their outcomes against their statistical neighbours. This money will kick-start or improve breakfast clubs in over 1,700 schools. The focus of these clubs has been to target the most disadvantaged areas of the country – including the Department for Education’s Opportunity Areas – to help make sure every child gets the best start in life.</p><p> </p><p>The programme will also deliver innovation projects with the aim of testing solutions to delivery and access barriers, and enhancing the health and education benefits. Across the key health outcomes for children and young people, children living in households in the lowest socio-economic groups have worse outcomes than other children. There are clear benefits to early investment and support through pregnancy and the early years<strong>. </strong>Children’s centres can play an important role in supporting families, but it is right local councils decide how to organise and provide services for families in their areas to meet local needs – whether this is through children’s centre buildings or delivering services in different ways.</p><p> </p><p>Local authorities have a duty under the Childcare Act (2006) to ensure sufficient children’s centres to meet the needs of local families. Funding for children’s services (including children’s centres) is made available through the local government finance settlement. In addition, other government funding, including that for public health, adult skills training and troubled families may also be used locally to support services delivered wholly, or in part, through children’s centres. Family Action, in partnership with Magic Breakfast, have both been named as the leading charities responsible for running the breakfast club programme. Family Action are distributing the appropriate funding to participating schools who meet the eligibility criteria.</p><p> </p><p>Through the programme, schools receive dedicated support from Family Action and Magic Breakfast, including tailored assistance in the establishment of each breakfast club. Schools also receive breakfast food for children or funding to deliver this food provision. The department does not collect information on the number of schools in England and Wales that have opened foodbanks on their premises.</p><p>We know that the reasons for people using food banks are varied and many. We will continue to reform the welfare system so that it encourages work whilst supporting those who need help – an approach that is based on clear evidence that work offers families the best opportunity to get out of poverty. This government continues to spend over £95 billion a year on working age welfare benefits for those who need them.</p><p>The provision of a healthy meal for children from households who are out of work or on low incomes is of the upmost importance to the government. We want to make sure as many eligible pupils as possible are claiming their free school meals (FSM), and to make it as simple as possible for schools and local authorities to determine eligibility. Over 1.1million of the most disadvantaged children are eligible for and claiming FSM, this saves families hundreds of pounds each year.</p><p>We have recently announced an additional £9.1 million will be spent ensuring the most disadvantaged children in 11 local authority areas will benefit from healthy food and enriching activities in the 2019 summer holidays. 	answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>This government is determined to deliver an education system that offers world-class education to every pupil, and ensures that all children and young people – regardless of their gender, ethnicity or background – have the opportunity to go as far as their talents and hard work will take them.</p><p>Our ongoing education reforms are intended to set the highest expectations for what all school-age pupils will achieve. We have put in place a stretching national curriculum and world-class qualifications, and performance measures that encourage more pupils to study GCSEs in the academic subjects that most enable progress to higher education. We have also introduced the Attainment 8 and Progress 8 measures, which are designed to focus the attention of secondary schools on the academic progress that every pupil makes between the end of primary school and the end of key stage 4, as well as their achievement in GCSEs.</p><p>We have given head teachers flexibility over the resources allocated to their schools, so that they can determine what provision to put in place to ensure that every pupil – boys and girls alike – is engaged, challenged and can achieve to the best of their abilities. The national funding formula for schools includes a low prior attainment factor, to help schools put support in place for those pupils who did not reach the expected standard in national assessments at the end of the previous phase of education.
