	answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>‘Staying Put’ has helped thousands of care leavers to transition more smoothly from care to living independently. It provides continuity of relationships and care arrangements, enabling care leavers to benefit from a stable and secure family setting, and to prepare for independence at a more gradual pace, rather than facing a ‘cliff-edge’ at age 18.</p><p>The government keeps the Staying Put policy under constant review, including through monitoring data from local authorities on take-up by young people, engagement with the sector, and reviewing information from Ofsted inspections of local authorities. Staying Put was also considered as part of the independent fostering review undertaken by Sir Martin Narey and Mark Owers, published in February 2018.</p><p>The latest data show that increasing numbers of care leavers are living in Staying Put arrangements. In the year ending March 2018, 55% of 18-year-olds chose to Stay Put, which is an increase of 4% on 2017. Furthermore, the data show that 31% of 19-year-olds, and 26% of 20-year-olds were still living with their former foster carers, which represent increases on the previous year.</p><p>In 2018 to 2019 the government provided £23.3 million to local authorities to implement Staying Put, with a further £23.77 million committed for 2019 to 2020. Decisions on funding beyond March 2020 will be subject to the outcome of the next Spending Review.</p><p>The government does not believe that introducing a national minimum allowance for Staying Put carers is the right way forward. Unlike children in foster care, young people in Staying Put arrangements are adults, and may be in work or claiming benefits. These financial sources can be used to contribute to the cost of providing the Staying Put arrangement, in a similar way that young people who are still living at home with their parents may contribute to the costs of running the household.</p><p>The government does not believe a foster carer’s approval should automatically lapse after 12 months if they are a Staying Put carer. 	answer	answer is ministerial correction date of answer 11/06/2018 answer text <p>‘Keeping children safe in education’ (<a href="https://www.gov.uk/government/publications/keeping-children-safe-in-education--2" target="_blank">https://www.gov.uk/government/publications/keeping-children-safe-in-education--2</a>) is statutory guidance that all schools (including academies and free schools) must consider when carrying out their duties to safeguard and promote the welfare of their pupils.</p><p>The guidance sets out the following: that children should have a safe environment in which they can learn; all staff have a role to play in safeguarding children; all staff should receive regular safeguarding training and that all schools should have an effective child protection policy. The guidance is clear on the importance of making referrals to children’s social care and/or the police when a child has been harmed or is at risk of harm.</p><p>Ofsted has published guidance that sets out what inspectors must consider when inspecting safeguarding (<a href="https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015" target="_blank">https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015</a>). Inspectors will always report on whether or not arrangements for safeguarding children are effective.</p><p>The Education and Skills Funding Agency has responsibility for considering safeguarding and child protection policies of academies and free schools through compliance with the schools’ funding agreements. When the department is made aware of any safeguarding issues in academies or free schools, we work quickly to involve the right organisations, consider safeguarding and child protection policies and compliance with the funding agreement. However in ‘Working Together to Safeguard Children 2018’, we are clear that known transition points for all children in need, including young carers, should be planned for in advance and where children are likely to transition between child and adult service. 	answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>​We plan to spend around £3.5 billion on our early education entitlements this year alone – more than any other government.</p><p>The department publishes data from local authority planned early years budget in the early years funding benchmarking tool.</p><p>The tool provides a breakdown of spend by early years provider types, including budget information for private, voluntary and independent (PVI) setting and maintained settings for 2 year olds and 3-4 year olds.</p><p>Budget information for childminders are included within the PVI total budget. That is why in December we announced an additional £250 million of funding for high needs over this financial year and the next. Overall funding for high needs will therefore rise to £6.3 billion in 2019-20.</p><p>​The department has done work to understand the drivers of these increasing costs including the shift in the proportion of children with high needs being educated in the specialist and independent sectors, rather than mainstream schools. To build on this work, we will be launching a call for evidence looking into the financial incentives in the system.
